PAYROLL & BENEFITS SPECIALIST JOB DESCRIPTION

Job Title: Payroll & Benefits Specialist Pay Grade: 21 FLSA: Non-Exempt

NATURE OF WORK

Under limited supervision, performs technical payroll accounting functions, administers employee benefits programs and ACA reporting, and maintains technical and accounting records for the County; researches, reconciles and assures the accuracy of the ledgers and accounts.

ESSENTIAL FUNCTIONS:

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

? Processes payroll, benefits, and technical transactions for the County, in compliance with all applicable Federal, state and county rules, regulations and procedures.

? Enters payroll, benefits, and related data into computer systems, and maintains information system database; enters data, processes transactions, validates data, and compiles documentation.

? Responsible for the coordination and completion of health insurance compliance for the ACA. ? Reviews source documents for compliance to rules and regulations; determines proper handling of payroll

and technical transactions within designated limits; reports discrepancies. ? Checks documents for validity and accuracy of information; performs mathematical calculations; records,

files and distributes related paperwork and technical documents. ? Reconciles transactions and records according to policies; reviews payroll records and corrects errors as

required; assures the accuracy of the payroll and accounting records. ? Collects payroll, benefits and administrative information and compiles data for reports; identifies and

researches payroll issues, and recommends solutions; prepares and distributes required reports. ? Prepares payrolls for review, approval and submittal to the CFO; generates technical payroll reports for

government agencies; tracks and updates employee information for taxes and benefit deductions, wage assignments, retirement, and other payments. ? Provides information and assistance to employees as authorized; responds to requests for information, and attempts to resolve them by researching files and records within the scope of authority; refers matters requiring policy interpretation to supervisor for resolution. ? Assures that all reports and paperwork are completed in a timely manner; updates, corrects, retrieves and releases information according to procedures.

? Cross trains in a wide variety of technical accounting duties; assists with the training and cross-training of County staff.

? Wellness coordinator; schedules onsite clinics, provides technical support, assists with paperwork, purchases and processes incentives

WORKING ENVIRONMENT / PHYSICAL DEMANDS:

Work is performed in a standard office environment and involves light physical demands and frequent use of a personal computer.

EMPLOYMENT STANDARDS:

Associate's Degree in Accounting, Business Administration, or a closely related field; AND three (3) year's payroll, accounts payable & receivable, or claims accounting experience. Government accounting experience is preferred.

A valid Driver's License is required. May be required to pass a thorough background investigation.

KNOWLEDGE AND SKILLS: Knowledge of:

? County policies and procedures. ? General Accounting standards, policies, procedures and regulations. ? Payroll accounting rules, regulations, methods and procedures ? ACA compliance and process ? Applicable state and Federal statutes, rules, codes and regulations governing payroll and taxes ? Accounting principles and methods, including special fund procedures. ? Principles of record keeping and records management. ? General ledger reconciliation procedures. ? State Budgeting Accounting & Reporting System (BARS) for Public Sector financial management. ? Business and personal computers, and spreadsheet software applications.

Skills in:

? Understanding and applying accounting standards and procedures, and applicable Federal and state rules and regulations for payroll accounting.

? Input, verify and reconcile payroll information, and maintain payroll documentation and reports. ? Meet deadlines and strict timeframes for payroll processing. ? Maintaining accurate accounting records, and identifying and reconciling errors. ? Performing mathematical calculations with skill and accuracy. ? Entering numerical data into a computer system with speed and accuracy. ? Operating a personal computer utilizing standard and specialized software. ? Establishing and maintaining effective working relationships with County departments and personnel, elected

officials, outside agencies, and the general public. ? Communicating effectively verbally and in writing.
