The qualification requirements that follow must represent minimum levels of educational achievement, training, skill and/or ability necessary.Bachelor’s degree in Mechanical, Electrical, or Civil Engineering (Preferred) with five (5) years’ experience in plant maintenance and preservation, experience with planning and implementing all phases of construction projects, plus five (5) years supervisory experience.Training and working knowledge of OSHA, ADA, BOCA Codes, federal guidelines in health and safety along with familiarity with the operation of building systems and equipment including HVAC, electrical, life safety, telecommunications, cabling, plumbing, prehensive understanding of the Pennsylvania PlanCon process, public bid procedure and thresholds, prevailing wage rates, and biding/procurement requirements as defined by the PA School Code. Valid state driver’s license.Demonstrated leadership ability.Excellent oral and written communications. Strong interpersonal skills with the ability to interface effectively with school board members, administrators, teachers, parents, students, support staff, community members and outside professional contacts.Ability to read, analyze and interpret general periodicals, professional journals, technical procedures, governmental regulations, manufacturer’s specifications and blueprints; and to write specifications for bids, reports, and business correspondence.Effective problem-solving and decision-making skills with the ability to define problems, collect data, establish facts, draw valid conclusions, and interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.Ability to apply advanced mathematical concepts and to utilize current technology to produce financial analyses and reports.Current Act 34, 114 and 151 clearances.PERFORMANCE RESPONSIBILITIES:Supervise the overall maintenance and operations of all buildings and grounds including mechanical and electrical operating equipment.Supervise overall management of the maintenance department, custodial department, mail and delivery operations, crossing guards and security. Provide essential utilities and services such as telecommunications, electrical, natural gas, sewage, trash removal, snow removal.Assist in recruitment, employment, assignment, transfer, promotion, demotion, or dismissal of maintenance and operations personnel.Establish appropriate maintenance, groundskeeping, and custodial requirements for each building. Manage the work order system, review and approve all work order request, and maintenance material requests.Supervise and inspect work performed by outside contractors and verify that the terms of all contracts have been fulfilled before authorizing final payment.Participate in the development and management of new building construction and major renovation projects. Manage all outside architectural, engineering, construction management and consulting services.Assist in the preparation of budget information for maintenance operations.Prepare, revise and implement the District long range plan for buildings and grounds.Recommend acquisition of all maintenance and custodial equipment and supplies as well as review and approve all invoices and purchase orders for the School District maintenance operations.Serve as chairperson of the safety committee and assume responsibility for safety in the buildings and on the grounds. Inspect all buildings and grounds on a regular basis. Organize and implement a preventative maintenance program. Conduct periodic inspection of all School District facilities to insure fire safety. Review on a regular basis all security precautions and procedures and recommend additions, changes, or reductions in service as appropriate.Ensure compliance with all environmental regulations such as those for asbestos, indoor air quality, recycling, right-to-know, mold water testing, underground storage tanks, etc. Designated person for AHERA asbestos regulations.Ensure compliance with all governmental regulations such as building codes, PA public school code, PA Labor and Industry, Chester County Health Department, ADA, etc.Keep abreast of new methods and technology as they apply to the physical facilities and grounds by reviewing literature, attending meetings and conferences and maintaining membership in professional organizations.Assume other duties and responsibilities as assigned by the Assistant to the Superintendent - Business Affairs.TERMS OF EMPLOYMENT: Twelve (12) month position – Salary and Work Year to be established by the Board of School Directors.EVALUATION: Performance of this job will be evaluated annually in accordance with provisions of the Act 93 AgreementPROCEDURE FOR APPLYING:A complete application packet including: a letter of interest, resume, 3 letters of recommendation, transcripts and current Act 34, Act 114 and Act 151 background clearances should be submitted to:Dr. Michael A.
