Council Meeting Minutes

November 18, 2014

The Regular Council Meeting was called to order by Mayor Winterroth at 7:33 p.m. with pledge to the flag and a moment of silence to honor those serving our country. Present: Trustees: Isbell, Pahl, Weaver, Gibson, Johnson, Stear … Engineer Lott, Connor, Treasurer Strough and Clerk Klatt.

Gibson made motion to open Public Hearing on a proposed annexation agreement with properties with tax identification numbers: 16-11-277-011; 16-05-151-003; 16-09-100-002 … Weaver seconded … all ayes … hearing opened. Mayor discussed hearing purpose … properties have requested to be annexed into Village. Planning Commission has met and made recommendation for zoning of these properties … copies of minutes and findings of fact from that meeting are available to board members here in meeting room tonight. Since no public present for comments or questions, Gibson made motion to close public hearing on annexation at 7:40 p.m.… Weaver seconded … all ayes … hearing closed and Council returned to regular meeting.

Guests: None present.

Minutes: Trustee Gibson made motion to approve the minutes of the regular meeting on November 4, 2014 … Trustee Weaver seconded… all ayes … motion carried.

Treasurer’s Report: Isbell made motion to accept Treasurer’s Reports and pay all outstanding bills ... Pahl seconded. ROLL CALL VOTE: Gibson: yes, Johnson: yes Stear: yes, Isbell: yes Pahl: yes, Weaver: yes … motion carried. Police protection bill on warrant report includes increase which was effective in May and billed retroactively.

Engineer’s Report:  HMA patching was delayed because of cold weather. Trustee Weaver will work with Farnsworth and depending on weather either proceed with patching or delay until next Spring.

Attorney’s Report: Attorney gave update on annexations. Planning Commission held public hearing last night and made recommendation to Board … all three properties in public hearing tonight to be zoned R-1. Gibson made motion to approve Ordinance No. 14-11-03 An Ordinance Authorizing the Entry into an Annexation Agreement for the Gazza Property, PIN 16-11-277-011, 121 N. Pinkerton Road, Hanna City … Weaver seconded. ROLL CALL VOTE: Johnson: yes, Stear: yes, Isbell: yes, Pahl: yes, Weaver: yes, Gibson: yes … motion carried. Weaver made motion to approve Ordinance No. 14-11-04 An Ordinance Authorizing the Entry into an Annexation Agreement for the Szyskowski Property, PIN 16-05-151-003, Lot #11, Wayside Lane, Trivoli, IL … Gibson seconded. ROLL CALL VOTE: Stear: yes, Isbell: yes, Pahl: yes, Weaver: yes, Gibson: yes, Johnson: yes … motion carried. Gibson made motion to approve Ordinance No. 14-11-05 An Ordinance Authorizing the Entry into an Annexation Agreement for the Danley Property, PIN 16-09-100-002, 14720 W. Farmington Road, Hanna City … Weaver seconded. ROLL CALL VOTE: Isbell: yes, Pahl: yes, Weaver: yes, Gibson: yes, Johnson: yes, Stear: yes … motion carried. Annexation ordinance on Danley property will be voted on at later meeting. Public hearing will be held on December 2 for fourth property.

Finance: After discussion, Isbell made motion to pay annual insurance premium in amount of $18,800.69 to IMLRMA as one payment, saving $286.00 over paying in installments … Pahl seconded. ROLL CALL VOTE: Pahl: yes, Weaver: yes, Gibson: yes, Johnson: yes, Stear: yes, Isbell: yes … motion carried.

Sewer: Village employees repairing sewer line by Heritage Senior Homes … will ask Heritage Homes to contact contractor regarding costs of repair.

Streets & Alleys: Nothing to report.

Police & Planning: Received activity reports from Peoria County Sheriff's Department for July through October.

Water: Johnson approved five checks in amount of $250.00 from water escrow account. Sixteen notices of shutoffs were sent out totaling $2,872.87 … one on level payment totaling $135.44 … one shutoff in foreclosure totaling $1,391.35 … 2,160,449 gallons of water sold … bulk water sales totaled $200.00. After discussion on helping Fire Department come into compliance with new ISO requirements, Pahl made motion to purchase fire hydrant flow test gauge at cost up to $700.00 … Isbell seconded. ROLL CALL VOTE: Weaver: yes, Gibson: yes, Johnson: yes, Stear: yes, Isbell: yes, Pahl: yes … motion carried. Fire Department will work with Village employees on schedules and documentation for testing fire hydrants.

Buildings & Grounds: Five damaged or rotten trees on Runkle and one on Second Street have been cut down … stumps will be removed later. Wagenbach Trucking will be delivering rock for maintenance building once done in fields.

Other: Trustee Stear attended public hearing on November 6 in Chillicothe regarding Enterprise Zone.

Gibson made motion to approve memorial for Trustee Bill Stear's brother, Jim Crim, and memorial for JoAnn Passmore's father, Pete Passmore … Johnson seconded. ROLL CALL VOTE: Gibson: yes, Johnson: yes, Stear: abstain, Isbell: yes, Pahl: yes, Weaver: yes … motion carried.

Village employee Coulter is still on disability.

Mayor presented Trustee Isbell with plaque in grateful appreciation for his over nine years of service on Village Council.

Meeting adjourned at 9:10 p.m.
