VILLAGE OF HANNA CITY Regular/Virtual Council Meeting MinutesOctober 6, 2020The Regular Council Meeting was called to order by Mayor Winterroth at 7:00 p.m. with pledge to the flag and a moment of silence to honor those serving our country. Present: Trustees: Hoopingarner, Johnson, Stear, Fryxell, Weaver, Admin Baylor, Treasurer Braden, and Clerk Klatt. Attorney Egan and Engineer Lott joined meeting via Zoom. Trustee Gates was absent.At 7:02 p.m. Trustee Fryxell made motion to open public hearing in reference to proposed annexation agreements with owners seeking to annex property with tax identification numbers: PIN: 16-10-100-014, (15702 W. Sommerfield Rd. Hanna City, Lucas) and PIN: 16-08-429-004, (205 S. Eden Rd. Hanna City, Bitner)… Johnson seconded … all ayes … hearing opened. Mayor Winterroth asked if anyone had any input, questions, or comments … there being none, Trustee Hoopingarner made motion to close the hearing at 7:02 p.m. … Fryxell seconded … all ayes … hearing closed.Guests: Joanne Passmore & Laurie Johnson, Steven D. Greim & Company, and Dr. Zac Chatterton, Farmington School District, in person. Courtney Pestle, Danny Pierson, Mindy Fitch and Ron Gulley joined meeting via Zoom. Laurie Johnson and Joanne Passmore reported on Financial Audit for the Village. Budget finished year in black but still have deficit in water/sewer fund … Illinois American continues to raise rates, however Village has not raised water rates for last eight years … will eventually need to do so to balance funds. Glad to see direction Village is going with TIF and BDD. Clean opinion. Approval of audit will be added to agenda for vote at next meeting.Gulley commented on water loss issue. Mayor reported Village had company come in to look for leaks … no major leaks found … Village is continuing to work on issue by looking into other areas.TIF Ordinances: Have received positive comments that Village should approve TIF ordinances. Dr. Chatterton mentioned that the Village did not have to offer these intergovernmental agreements to all taxing entities but appreciate them doing so as they try to better the Village. Engineer’s Report: (Lott): At meeting with Village personnel, there was discussion on expanding scope of water tower project which will add some significant design work and additional design fees. Committee spoke of replacing pump house and making bulk water area more efficient … asked to look at additional water mains … since digging up anyway … not in original design estimate but if board is in agreement, then will move forward. Engineer will bring agreement for time and material to next meeting for formal approval.Attorney’s Report (Egan): Truck route ordinance has been drafted … question if Village wishes to use Class weights from IDOT or get more creative … recommend stick with Class II. Will send copy of draft to board for vote at next meeting. Regarding Illinois American water issue … available for whatever help Village needs.Administrator Baylor: Have begun monthly staff meetings. Rewriting some of job descriptions to be more standardized … will give to board at later date … also employee handbook. Good feedback on financial reporting … have adjusted. MFT will be transitioned to Treasurer so can be included in LOCIS reports. Working on website development … some funding will be required so will get back with board later.Finance (Hoopingarner): After discussion, Hoopingarner made motion to permanently transfer $16,000.00 from Lagoon Savings to Sanitary Savings … Johnson seconded ... Waiting for more information on Lakeshore Drive sewer project.Streets, Alleys & Storm Sewer (Weaver): Intersection at Second and Hanna is ready for blacktop, it was scheduled for last week but delayed. Area on First Street had water main work in street (14’ x 8’ patch) … would like Hoerr to redo when they do intersection since will be less costly if do while in town. Council concurred old bus lot was best area for drive-by location.
