HIGHLIGHTED PARK RULES

All teams must sign a Behavior Policy at the team meeting, spelling out policies/procedures of the parks in greater detail.

Including, but not limited to:

1. No pets allowed in the Park. Please inform your fans of this rule before they bring the animal to the park.

2. Alcoholic beverages and Illegal Substances: No person shall possess, be under the influence of, offer for sale or consume any alcoholic beverage or illegal substance in any park. Park boundaries include the field, parking lots, walkways, etc.

3. Warm Ups: Warming up will be allowed only in designated areas (between fields or open areas). No warming up will be allowed on the fields. NO PEPPER GAMES OR KICKING BALLS INTO THE FENCE WILL BE ALLOWED.

SPORTSMANSHIP

Unsportsmanlike conduct will not be allowed and all participants are reminded of the Collierville Kickball League Zero Tolerance Policy.

A. Umpire may or may not issue warnings for unsportsmanlike conduct, depending on the severity of the action.

B. For repeated offenses or serious offenses, umpire may eject a player, players, spectators or an entire team.

C. Serious offenses include, but are not limited to:

• Intentional unwanted physical contact with opposing players. Player must make the umpires aware if he or she feels any contact as unwarranted.

• Physical violence or threats of physical violence are in no way allowed.

• Intentionally causing or attempting to cause an injury to an opponent.

• Taunting or using profanity.

D. Ejected teams or teams that have less than the minimum number of players due to ejection will result in a forfeit.

• Ejected players must leave the field and the park immediately, or they are at risk of being expelled from the entire CKL. Ejected players not leaving the facilities also put his or her team at risk of forfeiting the game, if he or she does not leave the facilities when instructed.

• Ejected players or teams must serve a mandatory one game suspension. The suspension will be served the next scheduled game.

• Ejected players or teams may face suspension or even expulsion from the entire CKL.

Teams are expected to police their fans, family, supporters or spectators.

A. At no time are fans to interject themselves in the game.

B. At no time are fans to argue with the umpire or opposing team.

C. Any fans that are unruly, a constant source of controversy, or aggressive towards other fans will be ejected from the ballpark.

D. If they refuse to follow the rules, the team that they are obviously there to support will be forfeited from the game.

E. If teams cannot control their fans, family, supporters or spectators, the team captain or co-captain may request the help from an Athletic Staff member. The Athletic Staff member will deal with the situation from that point.

RESPECT EVERYONE, EVERY TEAM, EVERY UMPIRE, EVERY SPECTATOR, AND REMEMBER TO HAVE FUN!

Adult Kickball Rules & Regulations

These rules shall govern play of the Collierville Kickball League. The Collierville Parks, Recreation & Cultural Arts Department (CPRCA) athletic staff reserve the right to make any decisions on any ruling not set fourth in these rules and regulations. Players and managers are required and responsible to know and understand all rules, regulations, policies, and procedures. Every player in the league, whose name appears on the roster form, is in agreement and will abide by these rules and regulations, will follow each policy and procedure, and will conduct themselves in the appropriate manner set forth in these rules, regulations, policies and procedures.

1. LEAGUE BASES PITCHING RUBBER TIME++ GAME+++

*COED 60 feet 43 feet 1 hour 4 innings

*COED leagues are for players who wish to play in a extremely fun environment.

++A complete game lasts one hour. There is no limit on the number of innings that can be played.

+++GAME refers to the number of innings required for a LEGAL GAME, which applies to suspended games (weather, lighting, etc.).

1. ELIGIBILITY

A. All teams are required to turn in a roster before they play any game of the regular season. No team will be allowed to participate until roster is filled out correctly and turned in to the Athletic Office. Teams may add or delete players, as they see fit, until the sixth (6th) played game. Once the sixth game has been played, no roster changes will be allowed.

B. No player under the age of 18 will be allowed to participate.

C. Maximum of 23 players, including a manager, coach, etc., shall be permitted on a team’s roster. A manager or coach shall not count as a player unless he is an active player.

3. UMPIRES

A. No umpires will be used. Any discrepancies will result in teams doing paper, rock, scissors.

B. Teams may not abuse the paper, rock, scissor issue. Just play and go on.

4. INCLEMENT WEATHER

A. Games called due to weather or other uncontrolled circumstances deemed by the umpires or Athletic Staff before four (4) complete innings and after one (1) complete inning will begin where game was suspended. Managers for both teams are encouraged to sign the scorebook to ensure accuracy. Games called before one (1) complete inning will be replayed from the beginning. Games called after 4 complete innings will not be made up.

C. It is the responsibility of the team Captain/Co-Captain to communicate any rainouts to his or her team. Makeup games will be communicated as quickly as possible through phone call or email. It is suggested to communicate the Rainout Info to your team so you don’t have to call everyone on the team. If the fields are closed, the games are cancelled!

5. TEAMS

A. There is no maximum number of players that can kick on offense; however, only ten (10) players can play on defense at one time. See Field Diagram below.

B. All players in the field must be in the kicking lineup.

C. Teams may make as many defensive substitutions throughout the game, but the kicking lineup must always remain the same.

D. Any team that starts a game with less than ten (10) players does not have to “TAKE AN OUT” for missing players.

E. If a team starts a game and a player is lost, for whatever reason (injury, ejection, etc.), and the team does not have a substitute, then the team will simply scratch that kicking position. Teams will not have to “TAKE AN OUT”.

F. No team may start a game with less than seven (7) players. A team failing to field at least seven players within the five (5) minute grace period will forfeit that game. A forfeit shall count as a loss, which is recorded in the scorebook as 10-0

G. Females and males must be equally represented in the infield at all times. EXCEPTION: If playing with seven players, teams must have at least 2 females in the infield.

H. If there is an imbalance of males and females, the imbalance must be made in the outfield; however, there must be at least 1 female in the outfield.

I. If a team does not have at least 4 females, an outfielder must be dropped from defense.

J. Outfielders must start in the grass. Once the ball is kicked, outfielders may move up into the dirt.

K. Coaches must have line up sheets prepared for the other team at least ten minutes before game time.

L. The HOME TEAM will be the OFFICIAL SCOREKEEPER for that game. The HOME TEAM will be designated on the game schedule. Each team is responsible for monitoring the score between every half inning.

M. The HOME TEAM will take the first base dugout. The VISITING TEAM will take the third base dugout.

N. Short-Player Rule – if a team is short players, they may pick up a maximum of 1 male and 1 female from another team in the league; however, players must be on a roster in our league.

6. JEWELRY

A. Players may not wear any jewelry/accessories that are unsafe. Athletic staff will have the sole authority to rule on said jewelry/accessories if teams cannot come to an agreement.

7. UNIFORMS/EQUIPMENT

A. Matching t-shirts or uniforms are highly recommended, but not a requirement.

B. Metal spikes are not allowed.

C. Game balls are 10-inch diameter kickball, and can be any color. Game balls will be provided by the league.

8. GAME PLAY

A. A regulation game lasts one hour. There is no limit to the amount of innings that are played.

B. Once the time limit is up, the inning in progress will be played (unless Home Team is ahead by points and is up to kick).

C. Home Team will be the official scorer and time keeper. Time must be stated when the first pitch is rolled. Time must be stated loudly, and the Visiting Team is responsible for making sure the time is called and that the time is noted.

D. During play, the team manager may request a maximum of two (2) timeouts that cannot exceed one (1) minute in length.

E. Once time is called, the final inning will be played as normal, unless the Home Team is ahead after the half inning.

F. If a game is tied after the final inning is played, then teams will place a runner on 2nd base (any gender). Kicking order will continue as normal. Game will continue for one extra inning.

G. If game is still tied after one extra inning has been played, then the game will go down as a TIE.

H. If a runner is on base while his/her kicking order comes up, then the runner will be called OUT on base, but he/she can kick.

I. “Paper, Rock, Scissors” will be used to determine the outcome of any play that is questioned.

9. BALL IN PLAY

A. No player may advance forward of the Pitching diagonal line until the ball is kicked. Failure to abide by this rule results in a ball or the kicker may choose to accept his/her kick.

B. Any kicked ball that does not advance past the Pitching Line will result in a FOUL call. This eliminates the BUNT call as a judgment call.

C. When the pitcher has control of the ball while standing on the pitching rubber, play is dead and time will be called. Runners in between bases will get to advance to that base with the possibility of being put OUT.

D. If a base runner is hit by a kicked ball and is not on base, the runner is OUT and the play is dead. Base runners are not permitted to advance. If a base runner is hit by a kicked ball while on base, the play will resume as normal.

E. If a runner intentionally touches or stops the ball, even if they are on base, the play ends (the runner will be called OUT).

F. Players in the field are allowed to kick the ball (as opposed to throwing) towards another team player in the field. This is particularly helpful if you have a long throw from the outfield.

G. There is no Infield Fly Rule, but every attempt must be made to catch every ball.

H. Runners may “Tag Up” as soon as the fielder touches the ball, meaning if a fielder bobbles the catch, the runner may advance as soon as the fielder touches the ball, not when he/she actually catches the ball.

10. PITCHING/KICKING

A. Each kicker will get 5 rolled balls. There will be no balls or strikes, and no walks, strikeouts, or cap on foul balls.

B. A kicker that does not put the ball into play within five pitches will be called OUT.

C. All balls must be rolled underhanded, on the ground, and at a moderate pace (which is in the discretion of the kicker).

D. If “HEAT” is called by the kicker, then the ball does not count.

E. No intentionally bounced pitches are allowed. A pitch that is higher than one foot at the plate, and is called as such, then the ball does not count.

F. If the ball falls short of the plate and does not cross over, then the ball does not count.

G. The pitcher must pitch from a position in front of the pitching rubber and behind the Pitching Line.

H. Pitchers may only be changed twice (2) per half inning.

I. Kickers may not make contact with the ball until the ball crosses the front plane of Home Plate.

J. The order of kicking shall be alternating female and male players.

K. Each team will have a male lineup and a female lineup. Each team must alternate male then female according to these lineups.

EXAMPLE:

1. Male 1 1. Female 1

2. Male 2 2. Female 2

3. Male 3 3. Female 3

4. Male 4 4. Female 4

5. Male 5

6. Male 6

Female 1 will not kick a second time until Female 4 kicks. Then the gender order starts over again. Male 1 will not kick again until Male 6 kicks.

L. Players may be added to the lineup, at the end of the lineup, until the kicking order has been completed one time. Once the kicking order has been completed (starting on the leadoff kicker’s second at-kick), no new player may be added.

M. If a player is not present to kick in their designated spot (for whatever reason), that player will be scratched from the lineup.

N. All kicks must be made with the foot, any part of the leg below the knee: foot, ankle, calf.

11. BASERUNNING

A. Neither leading off nor stealing is allowed. A runner off of his/her base when the ball is kicked shall be called OUT.

B. Sliding is allowed.

C. If a base runner advances in front of another runner or touches the runner in front of them, they will be called OUT.

D. If a runner is hit below the shoulders, the runner will be called OUT. Even if the ball touches the fielder and ricochets off the defender and hits the runner, if below the shoulders, the runner is OUT, unless they are on base.

E. Hitting a runner with the ball above the shoulder level is not allowed.

F. Any runner hit above the shoulders as they are running to a base will be called SAFE, plus he/she will be awarded the next base. If a runner slides, this rule does not apply.

G. If a player hits another player above the shoulders, that player will be warned. If the incident occurs a second time, that player will be ejected.

H. If a runner intentionally uses his or her head to block the ball (trying to get a called Headshot), that runner will be called OUT.

I. If a ball is overthrown and goes into the dugout, then the play is DEAD, and runners get one extra base.

J. If a ball is overthrown and stays in play, runners may advance due to the ball being live.

K. If an overthrow hits a player who is inside or outside of the dugout, who is not a fielder, then the ball is DEAD.

12. COURTESY RUNNER RULE

A. One (1) courtesy runner may be used each half inning. Anyone can be a courtesy runner as long as a male runs for a male/female runs for a female.

B. Courtesy runner is in the game when he or she touches the base.

C. INJURY: the only exception to the above rule is in cases of injury. Anyone who is injured may request a courtesy runner at any time, without penalty.

D. In the event a courtesy runner is on base when his or her at-kick comes up, he or she will be declared OUT on base, but may take his or her at-kick.

13. TIE BREAKER RULE FOR LEAGUE STANDINGS

LEAGUE STANDINGS: League play will determine seeding for the tournament. The tiebreaker for teams with identical records will be as follows:

1st Tiebreak – win/loss record in head to head games.

2nd Tiebreak – win/loss record with first place team and proceeding downward, until there is a winner.

3rd Tiebreak – coin flip.

14. SMOKING or NON-SMOKELESS TOBACCO PRODUCTS

A. There is NO SMOKING inside the Town of Collierville Parks and Recreation Athletic Complexes. If there are no fences, then complex areas are designated by the curbs of the parking lot.

B. There is NO SMOKELESS TOBACCO products within the playing field, dugouts, bleacher area, concession/press box/restroom building area.

C. No alcoholic beverages inside any Collierville park. Anyone found to be under the influence of drugs and/or alcohol will be asked to leave the premises. Failure to comply will result in Collierville Police to intervene.

15. INFIELD PRACTICE

A. NO INFIELD PRACTICE PRIOR TO ANY GAME. Teams can warm up in the outfield.

B. A maximum of one minute is allowed between half innings.

16. RAINOUT AND OTHER GAME RESCHEDULING

A. Rainouts and other postponed or suspended games will be rescheduled by CPRCA. Coaches will be notified by email and/or phone of make up schedule and dates.

B. Any game may be changed to a different time/date, and the changes must be made by and between the teams involved.

C. THE ATHLETIC STAFF MUST BE MADE AWARE OF ANY CHANGES TO THE GAME SCHEDULE.

17. GAME FORFEITS

A. Either team has less than seven (7) players at game time (Five minute grace period).

B. Use of abusive language by coaches, players, fans, parents, etc.

D. Any team with more than two (2) forfeits will not be allowed to play in the playoffs.

E. Teams must contact the Athletic Office by 3pm on game day if your team will not have enough to play that night.

F.

18. CONDUCT

A. Absolutely no profanity or misconduct toward staff, other players, umpires and/or spectators is tolerated.

B. No trash talking.

C. Misconduct will result in ejection from game and facility, and could result in more suspension as deemed appropriate by the Athletic Office.

D. Alcoholic beverages are not allowed on park property. This means parking lots, open grass areas and inside complex.

E. Anyone who consumes or has consumed alcohol prior to arriving to complex will be asked to leave park property. The Athletic Office and Town of Collierville Police Department will deal with violators who resist accordingly.

F. Anyone, in the judgment of the umpire or Athletic Staff, appears to be under the influence of drugs or alcohol, will be ejected from the game and town facilities.
