High School Graduates College/Career Readiness Percentage

The commonwealth of Kentucky is focused on making college and career readiness a reality for every Kentucky student. With this focus, Senate Bill 1 (SB 1) was enacted in 2009. To identify students as college- and career-ready, the Kentucky Board of Education (KBE) has approved indicators of readiness that include students meeting: (1) the Kentucky Council on Postsecondary Education’s Systemwide Benchmarks on the ACT in Reading, English and Mathematics; or (2) the Kentucky Council on Postsecondary Education’s College Placement Test Benchmarks; or (3) career academic and technical benchmarks. The following chart represents the definition of College/Career Readiness approved by the KBE in August 2011.

The College/Career Readiness Rate (CCRR) is a percentage calculated by dividing the number of high school graduates who have successfully met an indicator of readiness for college/career with the total number of graduates. The indicators of readiness include student performance on the ACT, completion of college placement tests or attainment of Career-Ready Academic and Career-Ready Technical benchmarks. The Kentucky Board of Education approved a half-point bonus to be added to the report for students who are considered both college- and career-ready.

Below is a sample CCRR report followed by a description of each column of the report. The description also includes any benchmarks applied in reporting.

Description of Report Columns:

• School Code: Six-digit number assigned by the state for identifying school and district.

• District/School Name: Name of district/school.

• Number of Graduates: Number of graduates for the year indicated based on students matched to college/career data, not necessarily all graduates.

• Indicators of Readiness: Lists the three options by which readiness can be achieved.

• CPE Systemwide Benchmarks on the ACT: Actual number of graduates to meet the ACT benchmarks for English—18, Mathematics—19 and Reading—20. Students are only included in this column if they meet all three ACT benchmarks. The Kentucky Department of Education (KDE) receives ACT national test data each summer to include in the calculation. KDE included ACT national assessments from 2007-08 through June 2011 in this data release.

• College Placement Tests Benchmarks: Actual number of graduates who passed a college placement test, either COMPASS: English (Writing Skills)—74, Mathematics—36 and Reading—85 or KYOTE: College Readiness Mathematics—22. Students are included in this column if they missed one or more of the ACT benchmarks, but achieved the college-ready criteria by meeting benchmarks with COMPASS or KYOTE.

• Career-Ready Benchmarks: Actual number of graduates meeting one requirement in Career-Ready Academic: WorkKeys—Silver Certificate (Applied Math, Locating Information and Reading for Information) or Armed Services Vocational Aptitude Battery (ASVAB)—55 Armed Forces Qualifying Test (AFQT) AND one requirement in the Career-Ready Technical: KOSSA—70 on academic, employability, occupational multiple choice and 75 on constructed response/performance-based scenario. (The one exception is with the Manufacturing assessment, where the assessment has an overall score of 70% rather than a two-part score.) or Industry Certificates: certification based on industry standards.

• Non-Duplicated Total: Number of individual graduates considered college- and/or career-ready. This is not a total of the college-ready and career-ready columns. Each graduate is only included once in the total even if the graduate was both college-ready and career-ready.

• Percentage College- and/or Career-Ready without bonus points: Percentage of graduates who have met the college-ready benchmarks, career-ready benchmarks or both benchmarks without the bonus points included (number non-duplicated graduates divided by total number of graduates).

• Bonus: Additional credit of half-point (0.5) per graduate who meets both the College-Ready (ACT or COMPASS or KYOTE) benchmarks AND the Career-Ready Technical (KOSSA or Industry Certificates) benchmarks.

• Percentage College- and/or Career-Ready with bonus points: Percentage of graduates meeting the college-ready benchmarks and career-ready benchmarks or meeting college-ready and career-ready benchmarks (number of non-duplicated graduates added to bonus points, divided by total number of graduates).
