A. Authorized Personnel. These regulation changes are issued for all Uniformed Service Members and DoD Civilian Employees.

B. New Regulation Changes. Material new to this change is indicated by yellow highlighting and is effective IAW the date of this change unless otherwise indicated.

C. Applicable MAP and/or CAP Items and Brief of Revisions. This change includes all material and revisions written in the following MAP and/or CAP Items:

MAP/CAP 003-20(E) ? Revision of Appendix A Terms S Through Z and Acronyms. Updates and revises terms S through Z and acronyms defined in Appendix A.

MAP/CAP 004-20(I) ? Spell Out Acronyms Removed from Acronym List. Spells out the acronyms

through the JTR that will be removed from the acronym list in MAP/CAP 003-20(E) ? "Revision of Appendix A Terms S Through Z and Acronyms." Affects various paragraphs through the JTR.

CAP 005-20(E) ? Distance Requirement for Permanent Change of Station. Revises the definition of "Short Distance Moves" in accordance with the Federal Travel Regulation Amendment 20-02 in the Federal Register. Affects Appendix A.

MAP/CAP 008-20(E) ? Evacuation Destinations. Revises JTR Par. 060103-C, Table 6-5, and Table 67 to clarify that the USD (P&R) is not required to approve a non-foreign OCONUS safe haven when the United States is identified as the safe haven location and to clarify submission requirements for requests to evacuate to an alternate safe haven located in a foreign location.

CAP 010-20(I) ? Update GSA's Waiver Authority. Extends until 31 March 2025 the waiver authority granted to DoD by the U.S. General Services Administration (GSA) Federal Travel Regulation (FTR) ?302-7.9 for storage in transit (SIT) beyond 150 or 180 days. This authority also adds a reporting requirement for the total weight, and the total cost of the household goods in temporary storage for each employee granted an exemption. Affects. par. 054307.

MAP 012-20(R) ? Per Diem Allowance during Isolation, Awaiting Transportation, and Government-Funded Leave. Authorizes a per diem allowance for Service members and dependents who are ordered to remain in isolation or quarantine and lodging in kind or meals in kind are not provided. It also addresses Service members and dependents who are ordered to remain in isolation or quarantine after arriving at their new Permanent Duty Station. This item also clarifies when per diem allowances are authorized for Service members and dependents who are ordered to temporarily return to the old Permanent Duty Station or an alternate location to await transportation. Lastly, this item clarifies that if a Service member is required to isolate or quarantine after returning from Government-funded leave travel, then the Service member may be issued a TDY order. Affects pars. 040102, 050106, 050107, 050603, 050816-D, and 051206.

MAP/CAP 013-20(I) ? Miscellaneous Corrections. Corrects miscellaneous minor errors throughout

the JTR. Affects section 0452 and pars. 020206, 050107, 050405, and 050816.

MAP/CAP 014-20(I) ? Clarify Per Diem within the Local Area. Clarifies that per diem is not

authorized at the old PDS when the Service member has not detached or departed and HHG have not been picked up. This change aligns Table 2-27 with paragraph 051203(B)(1)(a).
