MISSION STATEMENT

The mission of the Islanders Program is to provide RGSA players in each age group with the opportunity for growth and development of softball, sportsmanship and life skills to the highest level achievable through competitive softball.

GOALS

That all participants in the "Islanders Program":

* develop a positive self-image

* show respect for the rules, officials and their decisions

* develop a positive attitude towards competition

* develop a sense of dignity under all circumstances

* have an equal opportunity to learn, develop, and demonstrate softball skills

* continue to participate in softball as a lifelong pursuit

* have fun

PLAYING TIME AND PARTICIPATION

Player development is important to RGSA. However, RGSA recognizes that priorities change from league play, to tournament play, to Provincial play.

1. League play is a time to develop a player's skills, and try new strategies. Although each team should try to play their best at all times, emphasis during league play should be on equal distribution of playing time, except in the case of injury or discipline.

2. Tournament play is used to demonstrate the abilities and skills of players and teams. During tournament play, coaches are expected to give all players a chance to play, however, it is understood that the more skilled player may receive more playing time as the goal is to win the tournament.

3. The objective of RGSA Rep teams in provincial championship play is to advance to the medal round, and place as highly as possible in the tournament. Coaches should endeavor to give all players an opportunity to play, however it is understood that the more skilled players may receive more playing time as the goal is to win the tournament. Coaches may utilize pick-ups in accordance with Softball B.C. rules, however RGSA encourages coaches to consider RGSA players first for any necessary pick-ups.

DEFINITIONS

Division: ie: Squirt, Pee Wee, Bantam, Midget, Junior etc.

Classification: "A" or "B" i.e. Pee Wee "A", Pee Wee "B":

ROLE OF THE REP COMMITTEE

The REP Committee is responsible for the following areas:

* overseeing the REP Program

* overseeing the REP tryouts

* overseeing the selection of players and team formation

* overseeing coaches’ evaluations

* making decisions regarding all rep issues within the guidelines (appeals only to RGSA Executive)

* The REP Chairperson is responsible for maintaining a file of all correspondence and pertinent material on all Rep Coaches. The file will be confidential and held by the Rep Chairperson. This file will be passed on in its entirety to the succeeding chairperson. Material in the file will be destroyed after 5 years.

* Any person who is a Rep Committee member shall not vote during Rep Committee meetings on motions pertaining to a division in which they coach or have a member of their immediate family playing due to a perceived conflict of interest.

COACH AND PLAYER QUALIFICATIONS

COACH QUALIFICATIONS

1. Coaches must be a member in good standing with RGSA and Softball B.C.

2. The Head Coach on the British Columbia Amateur Softball Association form must have a certification under National Coaching Certification Program (NCCP) by March 31 as follows:

a) Squirt A, Squirt B, and PeeWee B - Competition one.

b) Pee Wee A, Bantam A & B, Midget A & B and Junior - Competition two.

c) Must complete “Making ethical decisions.”

3. All coaches are encouraged to participate in at least one workshop/clinic each year

4. Coach’s qualifications will be updated yearly with their applications, or letters of intent

5. All coaches must submit a criminal record check every two years

TEAM COACH SELECTION

A Coach review and selection panel of a minimum of three members to a maximum of six members will be established for the purpose of confirming our Rep team coaches. To ensure all aspects of the application are addressed the panel shall consist of:

The Rep Chair

Head Coaches of the appropriate division (A or B)

One or two members of the REP Committee as chosen by the REP Chair

One or two members of the Executive Committee as chosen by the President

The selection committee named above will present their coaches’ selections to the executive for ratification no later than August 30th.

Information that the panel must consider when reviewing applicants should include, but not be limited to:

Coaches Resume.

Season league and tournament participation

Participation and level of success in post season play.

Written reports as submitted by the division Head Coach.

Anonymous player and parent post season surveys.

Reports that the Rep Chair has written or received with regard to the applicant.

Reports that the UIC has written or received with regard to the applicant.”

Coach Reporting Requirements:

Written reports shall be provided to the Rep Chair and the Head Coach on a regular basis:

1. Pre Season Report:

Player talent, skill level and development plans.

Strengths and weaknesses by position.

Outside resources required.

2. Mid Season Report:

Current team results.

Analysis of Competition.

Skill levels compared to competition. Improvements necessary. Resources required.

3. Post Season Report:

Season review and analysis.

Strengths and weaknesses by position.

Team positives, team negatives.

Player review, potential player loss, out of district needs, etc,

Team Financial Report.”

RGSA DIRECTOR OF COACH AND PLAYER DEVELOPMENT

Selection: The Director of Coach and Player Development will be selected by a committee of the Rep Chair, President, 1st VP and 2nd VP and up to 2 more members as selected by the Rep Chair and the President. The recommendation of the Director is to be ratified by the Executive.

Role: Working in collaboration with the Rep Committee and RGSA Executive to design and implement a multi-faceted high performance program.

Key Attributes:

• Proven ability to communicate effectively with youth and adults.

• Demonstrated vision and expertise in the development of annual planning.

• Leadership skills.

• Familiarity with cutting edge softball specific strategies and sport science innovations to maximize performance.

The Director of Coach and Player Development of RGSA is responsible for preparation, training and evaluation of all athletes and coaches. The Director of Coach and Player Development is not responsible for team activities that take place on the field of play.

Qualifications:

The ideal candidate will be certified at a level 2 or higher under the National Coaching Certification Program (or the equivalent in the new NCCP – Competition Higher Performance certification) or have the equivalent experience and training. Experience coaching and/or playing at a high caliber level is an asset. Coaches certified at a level 1 may apply providing they ultimately enroll in the level 2 program, if they are the successful candidate.

The ideal candidate will have successfully completed an Ethics course and will have strong communication skills including skills in dealing with difficult conversations.

Responsibilities:

Team Preparation:

• In collaboration with the assigned coaches in responsible for planning, implementation, monitoring and evaluation of training.

• In collaboration with the assigned coaches helps develop yearly plans for teams.

• Works with coaches and teams in preparation of training programs using any means available that are within the resources of the teams and/or RGSA.

• Establishes regular procedures to monitor the progress of the teams.

• Maintains communication with the coaches.

• Identifies and communicates clear objectives for competitions and training.

• Provides the best possible tactical and technical advice to coaches according to team objectives and strategies.

Program Planning:

• Development, implementation and analysis of the program consistent with the objectives established by the REP Committee and/or RGSA Executive.

• Coordinates the identification, evaluation and selection of athletes for the teams I the assigned divisions.

• Establishes multi-year and annual program plans to achieve performance objectives established by the REP Committee and/or RGSA Executive.

• Designs and recommends to the REP Committee and/or RGSA Executive for approval, athlete identification, and recruitment and selection system consistent with short and long term goals.

Team Management:

• In consultation with the REP Committee and/or RGSA Executive recommends competitive and training conditions and completion of all support activities required for effective and efficient execution of the RGSA program (for example, provided samples of team budgets, practice plans and team schedules).

• Has direct supervisory responsibilities and evaluates all coaches on all projects.

• Provides updates as requested to the RGSA Executive via the REP Chair.

• Communicates expected team behavior and discipline which within the policies and procedures of the RGSA Handbook and program.

RGSA Management:

• The Director of Coach and Player Development reports directly to the RGSA Executive via the REP Chair.

• Works in conjunction with all coaches to ensure consistent program delivery.

• Has ongoing communication with the REP Chair.

• Prepares year end reports on the RGSA Program to be submitted to the RGSA Executive via the REP Chair.

• Provided requested input to coaching and long term player development.

Commitment:

• The Director of Coach and Player Development may be appointed for a 2 year term, subject to annual reviews.

• The annual review will be conducted via the selection process.

Breakdown:

Will be assigned a division(s) in collaboration with the Rep Committee and/or RGSA Executive.

• Mentors new coaches with team formation from an operation level.

• Communicates regularly with all coaches within the assigned division(s).

• Observes teams at practice in the gym, outdoors and during game situations.

• Monitors team skill development.

• Monitors coach/team dynamics

• Records team strengths and weaknesses and discusses with coaches.

• Recommends strategies and actions to meet team challenges.

• Acknowledges team successes and skill achievements.

• If action is going to be taken following observation of a game and/or practice, a written report will be discussed with the coach and the report will be submitted to the coach and the Rep Chair.

• Reviews all available coaching resources.

• Provides list of all available external resources with a critique thereof.

• In collaboration with coaches will assist in the development of practice plans or specific drills and team schedules for the season.

• Promotes RGSA and NCCP training courses and clinics.

• In collaboration with the coaches, documents and recommends the implementation of skills programs deemed necessary and appropriate such that the teams will be able to perform at the highest skill level attainable within their age category.

• The Director of Coach and Player Development will have the authority to implement programs as deemed necessary in the best interest of RGSA, the Rep Program and individual players or teams.

Team/Coach Selection:

• Is a member of the Coach Selection Panel

• Is a member of the Player Evaluation Selection Committee.

Player Evaluations:

• Assists in the coordination of the player evaluations

• Helps design selection criteria and data reports for the players evaluations.

Pre-Season:

• Recommends appropriate training and development programs.

• In Collaboration with the Rep Committee and/or RGSA Executive prepares recommendations and skill programs for each team, prior to implementation these recommendations will be discussed with the appropriate coaches.

• Assists coaches in identifying and documenting players’ abilities.

• In collaboration with the coaches reviews annual team plans and schedules.

Season:

• Supports all teams with assistance such as visit reports, resource recommendations and skill/drill research or design.

Reports:

Assists coaches in preparing team reports for Rep Committee.

Prepares detailed pre season reports.

Prepares regular reports during the season as requested by the REP Committee.

Prepares detailed post season reports.

All reports to be discussed with Rep Committee and coach.

These reports will become a component used for annual coach evaluations, and coaching applications in subsequent years.

PLAYER QUALIFICATIONS

1. Players not registered with Softball B.C. in the immediate preceding year must register with RGSA prior to participating in any practice or games. In each year, all players are required to register with RGSA prior to participation in any game with any RGSA team.

2. Any player previously registered with a District 6 Association other than RGSA, who wishes to play for an RGSA Rep team, must have Rep Committee approval. This only applies to new RGSA players. Once registered with RGSA, a player who maintains continuity in subsequent seasons does not require further approval from the Committee.

3. Squirt A and all B players from outside District 6 must have cross boundary approval.

4. Any player wishing to play in the Rep program is expected to attend the official Rep tryouts. (See "Player Tryouts"). Exceptions may be ruled upon, but not necessarily granted.

5. New players that transfer or move into Richmond by registration day will be evaluated by coaches under the supervision of the Rep Committee who will assist by recommending placement of the new players.

6. Any A player leaving District 6 is requested to send a letter to the RGSA president.

TEAM FORMATION

In the Team Formation section of these guidelines, “Forming” refers to new teams or new rosters while “Reclassifying” refers to existing formed teams. “Classification” and “Division” are as defined in the Definitions section of these guidelines. “Priority selection” refers to the order of selection of players from the available pool of players in a division. The order of selection will be first A team, second A team, etc. followed by first B team, second B team etc.

OBJECTIVE and GUIDELINES

1. The objective of team formation in the Rep program is to put together the most competitive A and B teams possible in each division. RGSA intends to have one A team and one B team in each division.

2. At the time of Rep Tryouts, the Rep Committee will consider forming a second A or B team in a division only if there are enough players to form, in the Rep Committee’s opinion, a competitive third team (being the second A or B team). An existing team being reclassified may result in two A teams with no B team or two B teams with no A team in a division.

3. Consideration will be given to forming a competitive team of mixed age groups in the same category and classification only when necessary. This consideration will only be given when there are insufficient players available in that category to form a competitive team in each division. RGSA recognizes the possible need for one or more mixed age teams in the Midget and Junior categories.

4. A request to form a second A or B team in a division will be considered only when there is an exceptional pool of players with enough players wishing to play at the Rep level to form a third team in a division (being the second A or B team). All requests must be in writing and submitted to the Rep Committee as soon as possible after the completion of the official Rep Tryouts. Requests will be looked upon favorably if the coaches in the division mutually agree to the formation of a second A or B team. Should the request be granted, the first teams (i.e. the existing teams) in the division will be given selection priority. If one or more players after having been asked will not agree to play on the first team in the classification into which the team is requesting to be reclassified, the formation of the second A or B team, at the Rep Committee’s discretion, can be denied. A request to form a second A or B team in a division will not be considered after the roster of the first A or B team in the division has been submitted to the Rep Committee.

5. A request to reclassify an existing team to form a second A or B team in a division can be made in writing to the Rep Committee after April 30 but no later than May 17 (or no later than 14 full calendar days prior to the deadline for classification declaration to Softball BC if different from June 1). The request can be based on the team’s win/loss record to date and/or the team’s successes at tournaments in their classification and/or the team’s successes at higher classification tournaments. If during the latest official Rep Evaluation and team formation process (the one immediately preceding the reclassification request) one or more players after having been asked did not agree to play on the first team, the reclassification request, at the Rep Committee’s discretion, can be denied.

6. A request to reclassify an existing team, where that team will be the only A or B team in a division, can be made in writing to the Rep Committee at any time but no later than May 17 (or no later than 14 full calendar days prior to the deadline for classification declaration to Softball BC if different from June A). The request can be based on the team’s win/loss record to date and/or the team’s successes at tournaments in their classification and/or the team’s successes at higher classification tournaments.

7. Should there be a second existing A or B team in a division, resulting from the team’s request to be reclassified being granted by the Rep Committee in the previous year, the first team (i.e. the existing team) in the division will have selection priority at the subsequent Rep Tryouts. The players on the reclassified team will have first right of refusal if asked to play on the first team.

8. Should there be a second existing A or B team in a division resulting from a first year team in a category (or a second year team in Midget) winning a Provincial medal in the previous year (i.e. reclassified by Softball BC), and if at the subsequent Rep Evaluation (the one immediately following the Provincial medal win) one or more players from that team after having been asked will not agree to play on the first team in that classification, the classification of the second team may be lowered, at the discretion of the Rep Committee, by limiting the number of returning players to that team to the maximum allowed by Softball BC rules.

COACH APPLICATIONS AND SELECTION

1. All new and returning coaches must submit an application by August 1st to the Rep Committee Chairperson. Applications should include:

- Coach’s resume: including coaching philosophy

- Detailed pre-season practice plan including intended use of RGSA and / or outside specialists

- Team goals and objectives for the coming season.

2. To provide the best coaching possible at all levels, multiple applications will be encouraged. In order to achieve this objective it may be necessary for the Rep Committee to extend the August 1 deadline. Coaches must advise the REP Committee of any changes in their qualifications, and their proposed schedule for the coming year, with their application or letter of intent. This should include: goals, anticipated practice time, number of tournaments, expected cost per player.

PLAYER TRYOUTS

1. All eligible players are encouraged to tryout for the Rep Program. Tryouts are scheduled no later than September of each year.

2. Notices will be distributed to all Mite Senior players at the end of each season.

3. RGSA players will be notified of upcoming tryouts through RGSA's semi-annual newsletter, by telephone, email, RGSA and Softball BC websites, and newspaper ads in local papers. The REP tryouts will be organized and conducted under the supervision of the REP Committee with the assistance of REP coaches.

4. The REP tryouts are mandatory and should be given scheduling priority. Any girl who cannot attend the tryouts due to illness, injury or extended travel, must contact the chairman of the REP committee explaining the reason why they are unable to attend and requesting an evaluation at a later date. Failure to notify the REP committee by letter may result in their not being able to play in the REP system for the coming year.

PLAYER SELECTION

1. REP "A" coaches must select at least 11 players to their team no later than two weeks after their final tryout date.

2. REP "A” coaches should consider selecting only 3 pitchers/catchers for their team. Identified pitchers/catchers should be given the opportunity to play as much as possible in this position. If additional pitchers are selected then that girl must excel in another “A” level position and be selected to play in that capacity and not as a pitcher.

3. Coaches who may have a conflict with a player should inform the Rep Committee.

4. A coach refusing to take a previous A or B player, must be requested to explain why.

5. Coaches must send a team roster to the Rep chair and committee for approval.

6. a) Coaches will select their team from only those players who have attended Rep tryouts. Only after the player pool of qualified players, as determined by the Rep Committee, is exhausted shall the Rep Committee give consideration to the coaches to contact players in the “C” division.

7. Players who may have a conflict with a coach should inform the Rep Committee.

8. All girls wanting to play REP ball should be prepared in the spirit of competitive play, to play on the team for which they are selected. The REP committee is prepared to review a written request to transfer to another team.

9. The REP Committee will require coaches to advise all girls who attended the tryouts of the results of their selection process.

10. Once a team roster has been approved by the Rep committee, all changes must be submitted to the Rep committee for approval.

PLAYER GUIDELINES

1. Attend all practices and games as scheduled by the coach. Contact the coach well in advance if unable to come to a game or practice.

2. Arrive at practices/games prior to the announced time, ready to play.

3. Conduct yourself in a responsible manner at all times.

4. Be positive at all times. Try to play your very best, whether in practice or games. If you can't do something well the first few times, don't get discouraged or give up. Practice.

5. Take care of your uniform and equipment. Ensure your uniform is clean and in good repair. Treat the equipment in a responsible manner; don't throw bats or helmets.

6. Communicate and co-operate with your coaches. If they ask you to play a position, sit out an inning, or miss a bat, they are probably doing so as part of the game strategy. If you don't understand their actions or reasons, ask them.

7. Control your temper. No verbal abuse, swearing, or throwing equipment. Be a good sport and cheer all good plays, whether it is your team or your opponent. Treat all players as you would like to be treated. Don't interfere with, bully, or make fun of any player.

8. Players who may have a conflict with a coach should inform the Rep Committee.

9. All girls wanting to play REP ball should be prepared in the spirit of competitive play, to play on the team for which they are selected. The REP Committee is prepared to review a written request to transfer to another team.

10. Players are encouraged to complete an evaluation of their season and submit it to the REP Committee at the completion of each season. These tryouts will be used to improve the RGSA REP Program.

11. Season evaluation forms will be available on the RGSA website.

COACH GUIDELINES AND RULES

1. Develop a "softball program" to improve the softball and life skills of the players.

2. Meet with players and their parents to outline the Coaching program and philosophy, explain team goals and priorities, outline fundraising expectations, playing and practice time, and to listen to parent’s comments and concerns.

3. Be prepared and organized for all practices/games.

4. Utilize assistants and volunteer parents; delegate them meaningful responsibilities based on abilities. Don't be afraid to ask, and always explain.

5. Treat each player fairly and equally. Develop the abilities of all players. Teach each player to play more than one position and give each an opportunity to develop and demonstrate their skills through game play.

6. Be reasonable in your demands on the players’ time, whether for practices or tournaments. Many "rep" players are athletes who are involved in other sports. Consider their other commitments when scheduling practices "out of season". One indoor practice is recommended from January-March. In March and April, up to 3 practices per week is reasonable until league play commences, then no more than 2 practices per week should be planned. For those teams participating in Provincial tournaments in July, coaches may practice daily for up to 10 days prior to the tournament.

7. Remember that players play best for a coach they respect. Be generous with your praise when it is deserved and set a good example. Explain your actions and reasons to the players and parents. Don't assume that they understand what and why you are doing something. Decisions are easier to accept if they are understood.

8. Develop team respect for the ability of opponents, as well as for the judgment of officials and opposing coaches. Remember, your actions on the field speak louder than your words off the field.

Team Selection and Pick-ups

1. All A and B level coaches should be prepared to assist in the rep tryouts.

2. It is the coach’s responsibility to submit players to the Rep Committee for approval. The Rep Committee is not responsible for finding players.

3. A Rep coach may at his discretion and if their interlock allows, pick up players from a similar or lower division for occasional games and tournaments, provided the Rep coach obtains prior approval from the players coach.

4. Subsequent to team formation, a coach that needs to add a player to their permanent roster must notify the Rep Committee in writing prior to contacting a player/parent.

5. Coaches, Managers, or Assistant Coaches may not have a team meeting until their final team selection has been approved by the Rep Committee.

Tournaments

1. It is recommended that teams enter no less than four tournaments.

2. Teams must attend the Richmond Invitational Tournament if offered for their division.

Rules

1. The RGSA expects all coaches to comply with the following rules. Coaches that violate these rules are subject to disciplinary action, which could result in their being removed as a Rep Coach by the Rep Committee. Rep Committee decisions on rule violations and disciplinary action are subject to appeal and review by the RGSA Executive.

a) Not finalizing the team roster to the Rep Committee.

b) Contacting prospective players at any time during the season is not allowed.

c) Unacceptable behavior at games and/or practices.

d) Violation of cross boundary rules.

Fundraising

1. Ensure that a fundraising program to meet the financial requirements of the team is established in accordance with RGSA policy outlined in the RGSA Policy Manual and Handbook. The management of the fundraising may be delegated to another person associated with the team.

2. Ensure that a statement of income and expenses is submitted to the REP Committee Chairperson by August 31 for the previous year. RGSA reserves the right to request copies of banks statements and supporting documents for expenses.

Team Assets

RGSA recognizes that there may be inequities in the amount of fundraising, sponsorship, and donations that are contributed by individual team members as not all individuals on a team have the opportunity or ability to raise the same amount of funds for a team, and different teams may use different fundraising techniques. Teams may wish to pool all funds raised, or may wish to designate certain funds raised to be personal in nature. Two accounting formats will be available for the use by RGSA teams.

Team Account Formats:

Format #1 Any and all fundraising, sponsorship and donations will become team assets for the use by, and the benefit of, the team as a whole, with no individual account or claim to any such team asset.

Format #2 All sponsorship, most fundraising and most donations will become team assets as Format #1, however, the team may specify certain types of funds raised can be dedicated for the sole benefit of the individual who raised the funds, in which case a separate and individual accounting of the type of fund, amounts raised, amounts expended for each individual shall be kept.

All teams will be presumed to be using Format #1 unless the team advises their division coordinator prior to April 1 of the current season that they will be utilizing Format #2. Should a team fail to maintain or provide the necessary individual account records required for Format #2 all of the teams assets will then be deemed to be based upon Format #1.

Note

Should any coach or individual wish to provide equipment to a team on an “on loan” basis, with ownership of such equipment remaining with the individual, the provision of this equipment must be documented at the initial time of the loan, and such documentation provided to the appropriate RGSA representative to exclude the specific equipment from inclusion in the teams assets.

Type of Asset:

Class 1 Cash and cash equivalents held by the team for the use by, and the benefit of, the team as a whole.

Class 2 Equipment purchased by the team for use by the team members or coaches.

Class 3 Cash and cash equivalents held by the team, but obtained from individual fundraising, and documented within individual player accounts

Class 4 Equipment, Uniforms, Clothing and Supplies purchased by the team that have been gifted to players and/or coaches on a pro-rata basis.

Policy – Disposition of assets at season conclusion (August 31)

At the conclusion of each season all teams shall reduce their Class 1 assets to a maximum of $300.00. Any excess above this maximum shall be refunded to that season’s team members, as identified upon the CASA Form, on an equal dollar per member basis.

Class 2 assets shall be retained by the team for use by the next year’s continuation of the team. Any current team members not involved on the next or subsequent year’s teams shall have no claim to any portion of any Class 2 asset.

Class 3 assets remaining shall be returned to the individual account holders in full.

Class 4 assets are deemed to have been gifted to the individuals by the team and are the property of the individuals, not the team.

All teams Squirt and older are required to submit a financial statement to the responsible RGSA Coordinator or Rep Program Chairperson for the year ending August 31st by the end of September of that year. Mite division teams should be expected to account to RGSA upon the Executives written request.

Policy – Disposition of assets upon the dissolution of a team.

All assets of all classes shall be reported to responsible RGSA Coordinator or Rep Program Chairperson at the same time as the notification of the teams dissolution is reported to the RGSA.

All Class 2 assets shall be converted to Class 1 assets. These assets shall be offered for sale to buyers in the following order:

Firstly to RGSA

Secondly to existing RGSA teams

Lastly to the general public, including any team members (players, coaches, managers)

All Class 1 assets shall then be divided equally amongst the players that are registered on the last current years CASA Form, leaving the team with no Class 1 assets.

Class 3 assets remaining shall be returned to the individual account holders in full.

Class 4 assets are deemed to have been gifted to the individuals by the team and are the property of the individuals, not the team.

All teams Squirt and older are required to submit a final financial statement to the responsible RGSA Coordinator or Rep Program Chairperson no later than 90 days after the date of the notice of the team’s dissolution. Mite division teams should be expected to account to RGSA upon the Executives written request.
