The Pennsylvania SPCA offers low-cost spay and neuter surgeries at its Rutherford Memorial Hospital for all dogs and cats, even those that were not adopted from a PSPCA branch. Surgery costs are $40 for male cats, $50 for female cats. All animals need to be up to date on all vaccinations, with the most recent shots having been administered three weeks before the spay/neuter procedure. To make an appointment, call 215-426-6300.

Income limit: $35,000 annual household (not individual) income. Application is detailed & all info will be verified. Requires proof of income. For residents of Bucks, Chester, Delaware, Montgomery and Philadelphia Counties only.

In addition to the above, you may want to contact rescue groups in your immediate area (list provided upon request at savingstrays@). Many rescue groups have volunteers who will help with TNR (Trap-Neuter-Return) of stray and feral cats.

You can also contact Alley Cat Allies (). On their website you will find a form to request if there is a Feral Friend in your area who will help with TNR. Their website also has great information about how to trap stray and feral cats and conduct a TNR project. Also information on ongoing colony care.

Also, you may want to contact your local veterinarian (listing them all is outside the scope of this list). You may be able to negotiate a reduced spay/neuter fee if you are on a limited income, or if you are spaying/neutering feral cats. Note, however, that vets are under no obligation to provide you a discount, so it pays to ask nicely. Keep in mind that some vets will not work with feral cats.
