8.5 Proposal from UK to Amend IECEx 02

Members are asked to consider the proposed amendment to IECEx 02 Clause 8.1.1 to provide for the issuing of a new IECEx Certificate of Conformity (CoC) to older editions of an IEC Standard where an ExTR already exists.

8.6 Integration of Ex s (new IEC 60079-33) into the IECEx 02 Certified Equipment Scheme

Further to Action Item 36 from the ExMC Split 2011 meeting, the IECEx Executive considered the integration of Ex s into the IECEx 02 Equipment Scheme in light of work done so far within ExTAG and namely ExTAG WG9 and propose to progress this with the Executive preparing a draft for consideration by ExMC.

8.7 Inclusion of new Standards produced within IEC SC31M – Non Electrical Standards

Further to Action Item 40 from the ExMC Split 2011 meeting, the IECEx Executive considered the integration of Non Electrical Standards into the IECEx 02 Equipment Scheme during its June 2012 meeting noting that IEC 60079 Parts 36, 37 and 38 are at CDV stage with expected publication timeframe of 18 months – 2 years and propose the formation of a dedicated ExMC Working Group to address various aspects such as:

• The need for ExTRs

• A proposed system / procedure for qualifying ExTLs and ExCBs, both new and existing Bodies

• What additional expertise/tools would be necessary concerning assessment of ExTLs and ExCBs

• Other issues as necessary

8.8 Attachments to IECEx On-Line Certificates of Conformity

Following on from requests for a provision to enable information to be attached to IECEx On-Line Certificates that contains information that is in addition to that covered by the IECEx Certification process, the IECEx Executive and WG1 agree with the concept. Members are therefore requested to consider the proposal prepared by Mr Sinclair, ExTAG Chairman and the Secretary.

9. IECEx CONFORMITY MARK LICENSE SYSTEM, IECEx 04

1. Report from the IECEx Marks Committee Chairman, Mr Tim Duffy

The meeting is to receive a report from the ExMarkCo Chairman,

Mr Tim Duffy, concerning the activities of the IECEx Conformity Mark License System since the 2011 ExMC Split Meeting. Members are requested to consider the various items referred to ExMC as contained within the Report ExMarkCo/35A/R

3. Guidance for the use of the IECEx Logo

Members are requested to note publication of new IECEx 01B “Guidance on the use of the IECEx Logo”.

4. Revisions to IECEx 01B and IECEx 04A

Comments have been received noting the reference to the IECEx Mark in the logo guidance document. ExMarkCo will be reviewing documents IECEx 01B and IECEx 04A for possible revision.

Members and interested WGs are requested to submit any suggestions for revision of IECEx 01B and IECEx 04A to the ExMarkCo.

5. Procedures for issuing IECEx Mark Licenses, OD 022 and use of the Mark for Unit Verification Certification

Following on from Action Item 18 of the Split 2011 ExMC meeting, ExMarkCo considered extending the issuing of licenses for use of the IECEx Mark to products covered by IECEx Unit Verification, at its June 2012 Paris meeting.

ExMarkCo is seeking ExMC agreement to move forward with the development of Rules to allow use of the IECEx Mark for products covered by IECEx Unit Verification provided any issues raised by IEC Central Office Legal are addressed.

6. Increased Exposure and use of the IECEx Mark on Certificates of Conformity (CoCs)

In an effort to increase the exposure of the IECEx Mark, the ExMarkCo Members are seeking ExMC approval to explore the possibility of having a link or indication on those CoCs that are linked to an existing Conformity Mark.

Approval for the following two items is requested of ExMC:

a) the display of the Conformity Mark on a CoC linked to a Conformity mark; and

b) no fee will be charged for the up- issue of a CoC to show the link to the Conformity Mark.

2. Notifications of misuse of the IECEx Conformity Mark.

According to the previous CAB request, Members are asked to raise any matters relating to the misuse of the IECEx Conformity Mark.

With the new IECEx CoPC Scheme now entering into its 2nd year of operation, ExPCC at its first meeting in Paris, June 2012, identified a number of areas that require adjustment / clarification and have prepared the following document for consideration by the ExMC during its Calgary 2012 meeting.

22.2 Approved 2013 Budget

Members are asked to note the approved 2013 IECEx Budget, approved by both ExMC and CAB, earlier in 2012.

22.3 IECEx 2014 + 2015 Forecasted Draft Budget Guide

In line with decisions from the 2007 Denver ExMC Meeting and Members request for a budget forecast, the Treasurer and Secretary have compiled Budget Forecasts for 2014/15, updating from the 2012/2013 approved budgets. This document has been prepared taking into account the 2013 Approved Budget and is provided for ExMC consideration and guidance when preparing the formal budget for 2014.

23 REVIEW OF CURRENT ExMC WORKING GROUPS (WGs)

This provides the opportunity to review the work and constitution of all WGs especially those WGs not considered during the course of the meeting.

WG1 - Revision of Scheme Rules New IECEx 02, Convener = IECEx Secretary

WG2 – Development of Technical Guidance Docs. Convener = Mr. Steve Bentham

WG4 – Assessor Working Group, Convener = Mr. Jim Munro

WG5- Assessment and Audit of Manufacturer’s Quality Systems, Convener = Mr Jeff Olson

WG6 - The ExMC agreed to combine ExMC WG4 and ExMC WG6. ExMC WG06 has therefore been disbanded. 

WG 7- Now disbanded as it was converted to Ex MarkCo

WG8 - Regulatory Acceptance, Convener = Dr. Uwe Klausmeyer

WG9 - Now ExTAG WG10 Proficiency Testing = Dr. Uwe Klausmeyer

WG10 - Certification of Repair Facilities, Convener = Mr. Theo Pijpker
