|Chairman’s Report |Chairman Jim Lafferty asked Carlyle Hooff for an update on housing. | |

| |Ms. Hooff stated that Division of Substance Abuse and Mental Health has contracted with Columbus Property | |

| |Management (CPM) to provide housing services for the Supervised Apartment Program as well as other housing | |

| |programs funded by DSAMH. CPM is based in both Pennsylvania and Delaware.  In Pennsylvania they have had | |

| |contracts with both the Philadelphia and Montgomery County behavioral health departments managing specialized | |

| |housing for clients with mental health issues. CPM and DSAMH housing staff have been meeting with the service | |

| |providers, landlords and clients of the supervised apartment program to transition the property management | |

| |function to CPM by June 1, 2013. CPM will hold a master lease with each apartment complex that is enrolled in | |

| |the Sap program. Each client living in a unit in the SAP will enter into a lease with CPM and pay 30% of their | |

| |income toward the rent. | |

| |Recovery Innovations will provide supportive client services 24/7.  | |

| | | |

| |DSAMH has 201 SRAP vouchers for FY12 and FY13. Of the 201 vouchers – 145 have been leased and the clients are | |

| |living in their units.  There are 65 people looking for housing. | |

| | | |

| |DSAMH is also partnered with DSHA on a HUD Section 811 demonstration project; the award is $5.1 million for 170 | |

| |units for persons with disabilities. Only nine states were chosen for this project. | |

| |Chairman Lafferty asked Wesley Jones to update the committee on Wellness Center issues. He reported that the | |

| |transition to insurance billing continues: with consent form #3 being sent out to students. Last year, the | |

| |Wellness Centers just billed Medicaid. Confidentiality issues have prohibited billing in the past. Also, it is | |

| |challenging to educate the schools and kids on the need to “re-consent” which is a slow process | |

|Director’s Report | |      |

| |Kevin A. Huckshorn thanked Carlyle Hooff for taking over as the liaison with the Court Monitor for the USDOJ | |

| |Settlement Agreement, and project manager for the implementation of the targets. The target population is | |

| |difficult to determine. The list is currently around 7,000 persons, which is lower than USDOJ estimate of 9,000,| |

| |but higher than Delaware’s estimate of 5,000. Dr. Lynn DeLacy came in, at Bob Bernstein’s request, to the DPC | |

| |to provide consultation. Good news is that DPC capacity is down to 130 beds and the length of stay is under 40 | |

| |days. DPC/DSAMH is considering closing another unit. | |

| | | |

| |Amy Kevis is working on launching an RFP for someone to do the Crisis Intervention Training (CIT-Memphis Model) | |

| |for law enforcement in Delaware. It will require a full-time person. | |

| | | |

| |Commissioner Coupe is committed to trauma-informed care and CIT on the Department of Correction side, offering a| |

| |rehabilitation focus rather than punishment. | |

| | | |

| |Chance House--a program at Governor Bacon is temporarily closed. It was a transitional housing for | |

| |Gateway/Cornerstone clients. As tobacco funding is running out, the Division is looking for ways to continue to| |

| |fund programs to serve those clients. | |

| | | |

| |The consultant working on Delaware’s Substance Use Disorders system of care has plotted a way forward. There | |

| |will be new RFPs, in part because of the five-year requirement to seek new bids and also because of coming | |

| |changes in services needed. Changes will include a focus on Intensive Outpatient treatment (IOP), residential | |

| |care that is highly individualized and detox services will be available in all three counties—with a focus on | |

| |social detoxification rather than medical detoxification. Most clients need non-medical time to get sober and | |

| |get into treatment. Availability of Medication Assisted Treatment (MAT), ambulatory detox, is also important. | |

| | | |

| |The Division is supporting the addition of more peer-run recovery resource centers; these have been very | |

| |successful in other states. | |

| | | |

| |Carlyle Hooff and Roseanne Faust are working together with YMCA in downtown Wilmington to meet housing needs for| |

| |clients in transition into/out of substance use disorder treatment that don’t fall under the USDOJ target | |

| |population. There are currently 42 Oxford Houses in Delaware and that organization will have 60 in our state by | |

| |next year. | |

| | | |

| |The Hope Commission in Wilmington has a re-entry grant of $400,000 a year with UPenn. About 1200 incarcerated | |

| |young men are released in downtown Wilmington without skills, jobs, some with no housing, support or treatment. | |

| |The Hope Commission will open an Achievement Center by mid-summer. DSAMH providers will be providing services | |

| |there; also assistance with housing, entitlements, etc. The grant covers case management services. | |

| | | |

| |Dr. Dettwyler gave the following update on 1915i state plan amendment at Dr. Huckshorn’s request. Expected | |

| |benefits from the 1915i include an expansion of services that are covered by Medicaid. These services include: | |

| |ACT, ICM, group homes, and peer services. DSAMH is working with its Medicaid consultant, Mercer, to develop and | |

| |implement the plan which needs to include a method for independent assessment and treatment planning | |

| |(independent of the provider) to determine eligibility of services for payment. Community Mental Health Clinics | |

| |(CMHCs) will be designated access points and will do assessments. This role will be separate from the provider. | |

| |The plan was completed the first week of May; the approval process takes approximately nine months. | |

| | | |

| | | |

| |Dr. Huckshorn noted that the Public Policy Director of NASPHD will be coming up to Delaware to talk to staff | |

| |about health care reform changes coming. It is looking like Delaware will need both medical and health homes. | |

| | | |

| |The Chairman indicated his intention to invite Bettina Rivera to a future meeting. | |

| |Deputy Director Melissa Smith updated the group on efforts to improve data collection and management. Core | |

| |Solutions kick off meetings are scheduled for May for the development of an Electronic Health Record for use by | |

| |DSAMH and to piggyback on DSAMH’s development process any providers who want to participate for not a lot of | |

| |money. | |

| | | |

| |Dr. Huckshorn noted that Gayle Bluebird and staff just finished the peer services training curriculum and | |

| |graduated 20 peers for Delaware. Concurrently, they are developing a certification test that is due to be | |

| |completed in 6-8 months. Recovery Innovations came and trained DSAMH leaders in the role of peers. | |

| | | |

| |Bryce Hewlett will hold the first Delaware Consumer Recovery Coalition consumer conference on May 10. Summer | |

| |Institute is scheduled for July 29-August 2 this year. | |

| | | |

| |Finally, the Division, providers, consumers and stakeholders are still in transition from a huge reorganization | |

| |of services. There are staffing issues and Mercer tells us that it could take 2-3 years for the system to | |

| |stabilize. Please let the Division know about problems. There is a new number for clients to use for help in | |

| |resolving issues (855-649-7944) and we have a database to track concerns. | |

| |Jack noted there are 15 full voting members and 2 vacancies that the Governor’s Office is actively trying to | |

| |fill with Independent or Republican consumers or family members. | |

|Standing Committee Reports |Jack Akester indicated the committee’s next meeting is 05/10/2013. | |

|DPC Advisory Committee | | |

| Old Business |A bill is about to go to committee that codifies law aspects (involuntary commitment becomes a “person | |

| |prohibited”), clarifies duties of a mental health professional (regarding Tarasoff warning). This law makes | |

| |clear that persons with mental illness are most often victims, not perpetrators, of crime. There is broad | |

| |support. | |

| | | |

| |Dr. Huckshorn noted that assisted outpatient commitment numbers have suddenly dropped. New criteria with much | |

| |stricter guidelines are coming. All the cases on outpatient commitment (about 400) are currently being reviewed.| |

| |The most important change is how a client gets pulled back into the hospital has to be pre-defined in the | |

| |client’s treatment plan. | |

| | | |

| |There are 90 people signed up for mental health screener training and credentialing. We are setting up U/R of | |

| |the screener process; the bill allows the removal of a credential. | |
