INTRODUCTION

The Mississippi Department of Education (MDE) through the Office of Student Intervention Services is soliciting Statement for Qualifications (SOQs) from qualified vendors for an independent contractor for dyslexia screeners.

SCOPE OF WORK

Offerors may submit dyslexia screeners to be placed on a Mississippi State Board of Education (SBE) approved list, in accordance with House Bill 1046 (2017). ln accordance with Mississippi Code Annotated Section 37-173-15, the dyslexia screener will be used to identify dyslexic tendencies in students during the spring of kindergarten and the fall of first grade.

STATEMENT OF QUALIFICATIONS (SOQ)

The offeror shall provide the following minimum information:

• The name of the offeror, the location of the offeror’s principal place of business and, if different, the place of performance of the proposed contract;

• The age of the offeror’s business and average number of employees over a previous period of time, as specified in the Request for Qualifications;

• The abilities, qualifications, and experience of all persons who would be assigned to provide the required services;

• A listing of other contracts under which services similar in scope, size, or discipline to the required services were performed or undertaken within a previous period of time, as specified in the Request for Qualifications; and

• A plan giving as much detail as is practical explaining how the services will be performed.

CONTRACTOR REQUIREMENTS

The offerer shall submit screeners containing all components required to satisfy the task as described in the Scope of Work. It is anticipated that this shall include, but not be limited to the following requirements:

1. Screener must be developmentally appropriate to be administered to students in the spring of kindergarten and the fall of first grade.

2. Screener must be able to be administered by a classroom teacher or other school support staff (no special qualifications required to administer the screener).

3. Screener must assess phonological awareness and phonemic awareness, sound symbol recognition, alphabet knowledge, decoding skills, encoding skills, and rapid naming.

4. Screener must provide pass/fail criteria for each of the six components described above, as well as an overall pass/fail score for each student.

• A narrative that provides an overview of the screener, required time for

administration, and instructions for the screening process (two-page limit, double

spaced, 12-point Arial font).

• A description of individual component scores and overall scores or score ranges, as well as the meaning of each of the scores or score ranges. This description may be embedded within the screener, or it may be a separate document.

• Evidence of screener reliability and validity.

• Cost of the screener per student, school, and district.

COMPENSATION

There will be no compensation provided by the MDE. ln accordance with House Bill 1046 (2017), districts will select a dyslexia screener approved by the SBE. Districts will be responsible for the cost of the locally selected screener.

TIME FRAME

Dyslexia screeners determined to be the most advantageous to the State, taking into consideration the evaluation factors set forth in the RFQ, will be added to the MDE list of approved screeners and can be used by school districts beginning in the fall semester of 2018.

SELECTION PROCESS

A selection committee will review acceptable SOQs which are completed, timely submitted, and meet the qualifications. Only screeners that meet all required components will be placed on the SBE Dyslexia Screener list. The most qualified candidates may be interviewed.

Selection criteria will be performed using a 12 point rubric. Each of the six components below will be scored as strong evidence, somewhat evident, or no evidence. Screeners must score a 12 to be considered for placement on the state approved screener list.

The deadline for submitting written questions by email is May 30, 2018 at 5:00 p.m. Copies of all questions submitted and the responses will be posted to MDE’s website under the Public Notices section and will be available to the general public on June 1, 2018.

Offerors shall acknowledge receipt of any amendment to the solicitation by signing and returning the form Attachment A with the SOQ, the acknowledgment must be received by the Mississippi Department of Education by the time and at the place specified for receipt of SOQs.

DUE DATES

Three printed copies of a paper/pencil based dyslexia screener, or three printed copies of directions to the computer based dyslexia screener (including full online access, URL, username, password, etc.). SOQ must be received by 5:00 p.m. Central Time (CT) on June 12, 2018 at the following address based upon the delivery method used:

RESPONSIBILITY OF THE OFFEROR

• Ensure that the SOQ is delivered by the deadline and assumes all risks of delivery

• At the time of receipt of the SOQ, the SOQ will be date stamped and recorded in the Office of Procurement

• SOQs and modifications received in the room after the time designated in the SOQ will be considered late and will not be considered for award

• Incomplete SOQs will not be evaluated and will not be returned for revisions

• No faxed or emailed copies will be accepted

• SOQs that do not include the required number of copies will not be evaluated

• We strongly recommend that you plan to submit the SOQ early in order to allow for unforeseen circumstances

• Complete the Acknowledgement of Amendments Form (Attachment A)
