Job Title: Portfolio Manager

Grade: 9-11D (dependent on the complexity, scale and size of the role)

Purpose of the role

To control the portfolio of project activity, directing and supporting effective prioritisation and strategic decision making.

Key Accountabilities and Responsibilities

Vision & Direction

▪ Define and deliver a benefits-led prioritisation approach considering the potential need for iterative re-planning and cost-effective measurement processes.

▪ Verify alignment and selection of initiatives to achieve strategic objectives and provide clarity of the current and future states as a result of the consolidated portfolio.

▪ Redesign/design adjustment of the portfolio in response to progress, unanticipated delay and changing political circumstance.

▪ Provide leadership to the projects within the portfolio and portfolio stakeholders, being an ambassador for the vision.

Governance & Organisation

▪ Recommend and implement structure and governance of the portfolio.

▪ Implement adequate assurance processes across the Portfolio.

▪ Monitor financial approvals and adherence to corporate policies.

▪ Ensure lessons learnt from previous projects are utilised and shared

Planning and Controls

▪ Define the scope of the portfolio (in consultation with, and through facilitation of, cross functional teams of senior managers).

▪ Manage a timeline of portfolio projects and produce management information to support decision making on the timeline.

▪ Assess confidence of the Portfolio within constraints (time, cost, people).

▪ Develop and manage the prioritisation approach, ensuring stakeholder engagement and buy in.

▪ Identify key dependencies, milestones and interrelationships.

▪ Produce high quality management information, including forecasting.

▪ Monitor and manage representation and alignment with other BBC projects.

Change

▪ Establish interested parties’ requirements and business objectives in order to define portfolio scope and expected benefits.

▪ Ensure change is at a pace and sequence suitable to the impacted areas.

▪ Implement and manage the change management policy for the portfolio.

▪ Manage change requests in context of the whole portfolio.

Knowledge, skills & experience 

▪ Substantial experience of portfolio and project management.

▪ Good understanding of, and approach to, benefits delivery – from strategy to realisation.

▪ Ability to use ‘best practice’ in all aspects of portfolio management, with focus on practical results rather than process.

▪ Extensive experience in stakeholder management at senior executive levels.

▪ Substantial experience of facilitating complex negotiations and relationships.

▪ Experience of identifying and advising customers/partners/suppliers of opportunities and constraints related to resource utilisation and time planning of projects.

▪ Sound financial knowledge including cost versus benefit analysis and forecasting, and the ability to see the wider implications of financial variance.

▪ Ability to deal with high degrees of complexity, ambiguity and changes of business focus.

▪ Strong interpersonal skills and a proven ability to develop, maintain and enhance relationships with a variety of internal and external contacts.

▪ An enquiring mind and a track record of delivering innovation.

▪ An appreciation of changing technology and working practices across the broadcasting industry and an understanding of the BBC’s strategic aims and ambitions.

▪ Knowledge of the BBC’s aims strategy, objectives, relevant policies and procedures (desirable).
