I. PURPOSE

A. To identify the agency’s specific areas of responsibility.

B. To identify the organizational structure within the department.

C. To indicate the scope of each position within the department.

II. ORGANIZATIONAL UNITS

A. Division - A "Division" is the largest subdivision of the Department. A Division has Department-wide functions, specializing in a particular process, purpose or clientele. Each Division is headed by a command level officer who has primary responsibility for the operation of that Division. The Department consists of the following divisions:

1. Administrative Division

2. Criminal Investigations Division

3. Operations Division

4. Support Services Division

B. Unit - A "Unit" is a subdivision within a Division, delegated to perform specific functions. The Unit functions in a specialized activity. Supervision of specific details, units or programs within the Department may be shared between more than one supervising officer, such as in the case of special officer assignments, the supervision of which is shared between command officers in both Administrative and Criminal Investigation Divisions. Department structure as detailed below in Section III describes the organization of listed programs and details, but may not reflect current supervision or chain of command. See organizational flow chart for specific supervisory assignments.

C. Detail - A "Detail" is an organizational subdivision within a Division or Unit for a specific assigned task, often temporary in nature. Supervision of organizational details is often assigned on a temporary basis and is usually made when the detail is mobilized.

IV. ORGANIZATION FOR COMMAND

A. Executive Staff - The Department Executive Staff shall be composed of all personnel with the rank of Sergeant or above. The Chief may also include any member who is assigned to a position or responsibility normally filled by Sergeants, Lieutenants, Captains, Assistant Chief or Chief. (See AFSCME Local #2280, Article I, Recognition, Sergeants and above excluded from Union)

B. Commanding Officer - Any Helena Police Officer regularly or temporarily assigned by the Chief to command any Division, Unit, Detail, or other subdivision of the Department shall be designated as a "Commanding Officer". (Normally Lieutenants and Captains)

C. Supervisory Officer - Executive officers (normally Sergeants/Corporals/Officer in Charge/O.I.C.) having disciplinary and supervisory powers to carry out departmental policies and administer and supervise the work of various Divisions, Units or Details.

D. Members - It shall be the duty and responsibility of each member to fulfill, to the greatest extent possible, the functions of the Helena Police Department and to perform all duties assigned by a superior.

VI. SCOPE OF POSITIONS

A. Chief of Police - directs and manages the department. He/she is directly responsible to the City Manager as the department head. The Chief is a full time sworn law enforcement officer.

B. Assistant Chief of Police - will direct, manage or supervise any or all areas of the department the Chief so deems. The Assistant Chief is a full time sworn law enforcement officer that may assume the Chief’s duties when so directed.

C. Captain - directs and manages all functions and operations of a Division, with responsibility to coordinate the activities of his/her Division, Unit or Detail with other Department Divisions.

D. Lieutenant

1. A Lieutenant may serve as a supervisor, provide staff assistance to a superior officer, or serve as an executive officer of a Division.

2. A Lieutenant's duties and responsibilities are generally the same as those of a "Supervisory Officer", but may also include the duties of a "Commanding Officer".

E. Sergeant

1. A Sergeant is generally a "Supervisory Officer", however, some "Commanding Officer" and special assignments may be filled by Sergeants as assigned by the Chief of Police.

2. A Sergeant may be responsible for any one, or several of the duties and responsibilities listed for "Supervisory and Commanding Officers".

F. Corporal - In the absence of a Sergeant, a Corporal assumes the duties of his/her Sergeant. A Corporal may also be assigned to other positions as relief or to other specific duties. (AFSCME #2280, Article XIII, Section G, 1-2)

G. Senior Officer - Is a rank denoting four or more years of service with the Helena Police Department. In the absence of both a Sergeant and Corporal, a Senior Officer may be assigned to assume supervisory responsibility of the other officers of a patrol division shift.

H. Police Officer (any rank) - This position may be responsible for a variety of basic assignments. Generally there are few supervisory assignments for this position.
