This year’s conference will have a particular emphasis on case management.The curriculum will emphasize the traps, pitfalls, dos, and don’ts in case management of the origin and cause investigation. This year’s topics will address a combination of procedural and specific techniques for success related to interviewing, interrogation, tactics and strategies, drafting of search warrants, effective report writing, and organization for courtroom presentations.The presentations involve in-depth discussions which are addressed in ancillary lecture sessions related directly to the techniques and principals utilized by fire investigators during the course of an origin and cause investigation.Instruction will be presented through classroom lectures, audio-visual, and practical exercises. An optional written test will be administered at the completion of each session. Certificates of successful completion will be issued at the end of the seminar on Thursday, March 6, 2014.On Thursday, an open panel discussion question and answer forum will be presented by attorneys from the state and federal criminal division, attorneys from the civil division/insurance industry, and attorneys representing the criminal and civil defense positions. Wireless internet access will be available during the conference at the Local 17 Union Hall for those attendees wishing to use a smart phone or tablet computer to access the materials on Dropbox.InstructorsJeff Chudwin Jeff Chudwin served 38 years and recently retired as the Chief of Police for the Village of Olympia Fields (IL). He has been a law enforcement officer since 1974 and continues as a sworn officer with the Peotone (IL) Police Department. Jeff has also served as an Assistant States Attorney for Will and Cook Counties IL. Chief Chudwin is a founding member of the Illinois Tactical Officers Association (ITOA) and has served as president of the association for the past seventeen years. He is a founding member and for ten years served as cochairman of the statewide law enforcement mutual aid system / the Illinois Law Enforcement Alarm System (ILEAS) Region 4 – of Cook, DuPage, and Lake Counties. In addition he acted as cochairman of the terrorism /emergency preparedness committees of the South Suburban Chiefs of Police Association and the South Suburban Mayors and Managers Association.? Since 1978, Chief Chudwin has provided training to police officers and agencies on a number of law enforcement related subjects including legal issues of police use of force, court testimony / report writing, tactical firearms use, and officer survival at conferences throughout the country. He has represented officers involved in high-level use of force incidents and speaks on matters of personal safety, school violence, and counter terrorism to both law enforcement and civic groups. He writes for law enforcement publications on the issues of police use of force, firearms training, and SWAT and patrol functions. Chief Chudwin deployed as a member of the ILEAS Task Force Illinois in response to the Hurricane Katrina EMAC request by the State of Louisiana in September 2005.Bernard Hogencamp Bernard Hogencamp is a retired 30-year veteran of the Homewood (IL) Police Department, having served in most operational positions throughout his career. He has been a patrol officer, field training officer, plainclothes tactical officer and a detective. Since his promotion in 1994, he has served as a patrol watch commander, tactical unit command, investigations unit commander and training coordinator. He is a 1995 graduate of Northwestern University of School Police Staff and Command and holds a Bachelor of Arts Degree from Chicago State University. The Blue Island and Olympia Fields Police departments have hired him as a part-time officer to provide in-house training for their officers. He has extensive experience as an instructor in a variety of areas for law enforcement, community groups, and college students. He has also instructed a variety of courses for North East Multi-Regional Training (NEMRT), including several that he has developed. These include: Tactical Ground-fighting, Police Cyclist Certification, Basic Mountain Bike Maintenance, Advanced Interactive Simulator Instructor Trainer, PowerPoint, Advanced PowerPoint, Ballistic Shield for Patrol Officers, ballistic Shield Instructor, Report Writing for Police Officers, Use of Force Reporting and Review for Supervisors, and Modern Warrior instructor course for Tactical Baton and Basic Instructor level Defensive tactics. He also completed the Force Science Institute Analyst certification, and co-developed a two-part Serious Force Investigations and Psychology of Violent Encounters classes for NEMRT. Bernard Hogencamp has been invited to instruct at progessional conferences for the International Law Enforcement Trainers and Educators Association (ILEETA), the International Police Mountain Bike Association (IPMBA), Midwest Expo (IACP), and currently serves on the Executive Board of IPMBA as president. Since 2006, he has been an adjunct instructor for the Institute for Legal Studies Department at Northwestern College. He teaches a variety of undergraduate criminal justice courses, both in the classroom and the on-line program.Patrick J. Kelly, FBI (ret.) Patrick J. Kelly is from Brooklyn, N.Y., and received a BA from St. Francis College in 1965. He then entered the U.S. Army and attended Officer Candidate School, receiving a commission as a 2nd Lieut. He was then assigned to a Special Forces Unit and received additional training as a Ranger. He separated from the Army in 1969 and entered the FBI as a Special Agent serving in Savannah, GA and Philadelphia, PA. Mr. Kelly was assigned to the Harrisburg Resident Agency from 1976 until his retirement in 2001. Mr. Kelly was selected to attend the U.S. Army Polygraph School in 1981 and worked as a polygraph examiner for the FBI. Additionally, he has worked as a consultant on polygraph matters for the CIA, DEA, and numerous other Federal Agencies. He has also served as an adjunct instructor at the Department of Defense Polygraph School, specializing in Interviewing and Interrogation courses. During the course of his FBI career, Mr. Kelly attended graduate school at the University of Virginia and Shippensburg University. He served as the primary international instructor for the FBI’s Interviewing and Interrogation, and Statement Analysis programs. He has conducted training for hundreds of prosecutors and investigators throughout the U.S., and overseas. Upon his retirement from the FBI, Mr. Kelly continues to provide instruction at the Harrisburg Area Community College and at the National Fire Academy in Emmetsburg, MD, as well as providing training to several agencies for the Commonwealth of PA.
