2. BRIEF DESCRIPTION OF JOB DUTIES –

The Agent transferred to pesticide training and small farms position in Polk County October 21, 2009. Programs in the new position include pesticide applicator training as described below and small farms programs to increase the potential of Polk County small farms.

This Agent was responsible for the development, implementation, and evaluation of a comprehensive Commercial Urban Environmental Horticulture/ Integrated Pest Management Extension program for Hillsborough County from January through October 21, 2009. Duties included extending University of Florida and other research based information to local public and private pesticide applicators and landscape professionals to increase knowledge, certifications, and behaviors to protect Florida’s natural resources. All duties for Florida pesticide licensing in Hillsborough County were performed including: providing training for obtaining and maintaining Florida pesticide licenses; administering pesticide exams; responding to licensing questions; and maintaining a link between state regulatory agencies and applicators. Horticulture program related duties included: planning, developing, implementing, and evaluating educational programs for the landscape maintenance industry. Programs focused on: Green Industries Best Management Practices; Integrated Pest Management; and water resource management. Other duties included maintaining a comprehensive website for the professional horticulture industry and pesticide applicators and performing site visits and service to walk in clientele. Joint programs were conducted with Urban Forestry and Ornamental Production Agents.

2009 Selected as one of three Agricultural Agents for In-Service Training Cultural Exchange with Puerto Rico Extension Agents in Puerto Rico, including five day paid travel as part of a Family and Consumer Sciences training.

23. EXTENSION PROGRAM –

The 2010 Program will train Polk County pesticide applicators in common pesticide license categories to obtain and renew common license categories. New programming to Polk, the Agent will also provide education and resources to local small farms to develop the potential of these operations.

This program provides training and service to Hillsborough County landscape maintenance professionals and pesticide applicators (largely reaching white males in their working years) and 4H youth with hands on activities in ornamental horticulture.

Role and Activities of Your Advisory Committee:

The Polk program does not currently have a functioning Advisory Committee, as the position had previously been vacant for an extended period of time. One of the goals of the program in the coming year will be to perform a needs assessment, evaluate the existing list of the previous advisory committee and begin to develop a strong advisory committee which includes representation of small farms.

The Tree and Landscape Advisory Committee is an active and dedicated component of this program. The Committee provides ideas and feedback on program activities, and is a significant component of topic and speaker selection for the Tree and Landscape Short Course, overseeing financial management and volunteering for the program. It is currently composed of 14 members in the tree and landscape professions working in public, private, and self employed settings. There are 11 males and 3 females, 1 black, 1 Hispanic, 1 Asian, and 11 white. The members are geographically representative of the County: 8 members have contact addresses in Tampa; 1 in Plant City; 1 in Seffner; 1 in Valrico; 1 in Temple Terrace; 1 in Lutz; and 1 in Wesley Chapel. The Committee met 5 times in 2009 as follows: 1/30/09 8 total, 7 male, 1 female, 5 white, 1 black, 1 Asian, and 1 Hispanic; 4/27/09 12 total, 10 male, 2 female, 10 white, 1 Asian and 1 Hispanic; 6/16/09 9 total, 5 male, 4 female, 8 white, and 1 Asian; 7/07/09 9 total, 7 male, 2 female, 7 white, 1 Asian, and 1 Hispanic; and 10/07/09, 11 total, 8 male, 3 female, 10 white, and 1 Asian. The Committee regularly communicates with Extension via email and phone calls and met more often than usual this year, deliberating significant changes to the 2010 Tree and Landscape Short Course. A Committee Orientation handbook was put together and distributed this year to help Committee members become familiar with IFAS policy using materials from the DED website.

The Youth Ornamental Horticulture Advisory Committee, organized by the Agent for the 2009 events, typically meets four times per year to direct the events of this program. The Committee consists of local industry members and educators, composed of 31 all white members, 21 males and 10 females. The Committee met on 1/12/09 (12 total; 5 males, 3 females, 12 white); 4/27/09 (3 total; 2 male, 1 female, 3 white); and 9/3/09 (5 total, 2 male, 3 female, 5 white) and was scheduled to meet again when Agent transferred.

I. Professional Horticulture Services: Growing Professionals

A. Situation

The Agent will not continue this program in 2010 due to transfer to a different position.

The environmental horticulture industry affects employment in Florida more than any other agricultural commodity (UF Economic Impacts of the Florida Environmental Horticulture Industry Study, 2005). The economic impact of this industry in the Tampa - St. Petersburg region was $1.50 billion behind only the Miami-Ft. Lauderdale and Orlando regions. According to the Florida Agency for Workforce Innovation, over 10,000 people are working in Services to Buildings including landscape services in Hillsborough County. Of the industry sectors included in this study (nursery, landscape, and retail), the landscape sector outperformed all others in sales, output, and value added. Only the retail sector outperformed landscape in employment impact.

In addition to economic impact, the landscape maintenance industry has a significant impact on the natural resources of Florida, and has been a focus of various fertilizer ordinances around the state and a 2009 state law requiring certification for those applying fertilizer commercially. The impact of non point source pollution on water quality is the subject of increasing concern in Florida, particularly in areas such as Hillsborough County, where several water bodies are considered impaired by DEP and EPA nutrient load standards. At this time, there does not appear to be conclusive quantifiable data as to the impact of runoff and leaching from nutrients applied to landscapes by professionals on local water body nutrient loads, however inappropriately applied fertilizer has the potential to significantly affect water quality and education is often cited as the most cost effective method of preventing nutrients from entering water bodies. Hillsborough County has explored the adoption of a fertilizer ordinance through 2008 and 2009, and will be required to adopt one by state law to address nutrient impaired water bodies within its boundaries.

This program addresses the need for training in the proper application of fertilizers and pesticides in landscape industry for the protection of Florida’s natural resources. Programs focus on required training and exams for landscape pesticide applicators and certification in the Green Industries Best Management Practices for the protection of water quality. Other training provides a vital link between researchers and clientele for emerging pest, and cultural issues. General services offered through the program include pest diagnosis, management recommendations and updates; site visits; and a resource for information and services available to solve problems, make decisions and plans in the landscape. Area industry and county environmental maintenance departments are kept informed through regular email updates on pertinent events and topics and the website, , accessed by thousands each month.

Target audience: Public and private landscape professionals of Hillsborough County

B. Program Objectives

1. The Hillsborough County Professional Horticulture Services Program will train 85 landscape professionals in the Green Industries Best Management Practices each year. 80% of participants will achieve certification or better on the Department of Environmental Protection test.

2. The Hillsborough County Professional Horticulture Services Program will train 85 landscape professionals for the Limited Commercial Landscape Maintenance Exam each year. 60% of participants will achieve pesticide applicator certification as measured by passing the FDACS Bureau of Entomology Exam. 80% of participants will report the information gained will help them in their job and help them to safely use pesticides.

3. The Hillsborough County Professional Horticulture Services Program will provide training to local landscape professionals transitioning to sustainable landscape practices and responding to current pest and cultural issues. It will also improve knowledge of the proper application of pesticides and cultural practices, while providing Continuing Education Units for renewal of pesticide licenses and certifications. 85% of participants will report an increase in knowledge of topics presented.

C. Educational Methods and Activities

Objective 1:

The Green Industries Best Management Practices Program instructs landscape professionals in the proper application of fertilizer, irrigation, pesticides and cultural practices to protect Florida’s water quality. Certification through this program:

• Became mandatory in some counties in 2007, by local ordinances.

• Not yet required in Hillsborough County, though in discussion

• Required for professional fertilizer applicators (beginning 2014) state wide by 2009 legislation.

The Best Management Practices Program:

• Consists of five classroom hours of instruction

• Uses statewide IFAS/ Department of Environmental Protection (DEP) material

• Agent is a certified trainer, teaches at least two fifty minute modules per training

• Agent assists others to become certified.

o In 2009 Hosted one of few DEP BMP Train the Trainer sessions around the state to provide opportunity for industry trainers to become certified instructors

• Creates displays and exercises for outdoor hands on activities focused on proper application of fertilizer, measurement of product nitrogen content, and area of application.

Objective 2:

The Limited Commercial Landscape Maintenance Program is a six hour program.

• Required for landscape professionals seeking licenses to apply pesticides

• Accomplished through partnership with Polk County Extension

• Teaches basic pesticide safety and landscape pest management in traditional classroom setting using materials developed or revised by the Agent

• Agent teaches four, fifty minute modules per training and administers exams

• Agent administers exams for private program instructors by request

Objective 3:

The Tree and Landscape Short Course is organized with the Urban Forestry Agent.

• Instructs at least 300 participants per year in six hours of training on landscape sustainability, cultural practices and pest management topics and is held at the Florida State Fairgrounds in conjunction with the Tampa Bay Wholesale Growers Spring Expo.

• Provides CEUs for license and certification renewal for pesticide applicators, ISA certified arborists: and Florida Nursery Growers and Landscape Association certifications.

• Presentations by Specialists are video recorded for online access

• Handouts and supplementary material provided on promotional thumb drives in 2009

The Agent has secured $12,100 from thirteen sponsors in support of the Tree and Landscape Short Course since 2006.

A community Education grant from Southwest Florida Water Management district was awarded to the Agent for the 2010 Tree and Landscape Short Course, which will be handed over to the partnering Agent remaining in Hillsborough County.

D. Outcomes and Impacts

1. The Hillsborough County Professional Horticulture Services Program will train 85 landscape professionals in the Green Industries Best Management Practices each year. 80% of participants will achieve certification or better on the Department of Environmental Protection test.

Outcomes for Objective 1:

The Agent trained 58 landscape professionals in two sessions at the Hillsborough Extension office in 2009. 2 Additional training dates were scheduled but canceled due to low registration and Agent transfer. 95% (55/58) of participants taking the exam achieved certification in the Green Industries Best Management Practices as measured by a score of 75% or better on a post test by the Department of Environmental Protection.

The Agent trained two additional groups, totaling 95 in other Counties to assist new trainers in the program.

27 Industry and government trainers began the process of becoming certified BMP instructors as a result of the Train the Trainer program hosted by the Agent and conducted by a DEP trainer.

The Agent hosted a session relaying fact finding discussions of county staff concerning a local fertilizer ordinance to landscape professionals and other interested parties. The meeting was attending by 50 and provided feedback for staff to take to county decision makers. It was a culmination of a series of meetings between County departments, attended by the Agent, to explore the potential for an ordinance regarding landscape fertilizer applications in the County. The Agent provided information regarding turfgrass and fertilizer for the discussion.

Impacts for Objective 1:

Uninformed application of fertilizer has the potential to significantly affect water quality. Those that attended the BMP training are using the information to change behaviors which can lead to nutrient leaching and runoff.

Behavior changes as a result of the program as indicated by post program surveys:

• 71% (41/58) intended to keep fertilizer off of impervious surfaces

• 71% (41/58) will refrain from making applications when heavy rain is expected

• 72% plan to use Integrated Pest Management rather than applying pesticides on a schedule

2. The Hillsborough County Professional Horticulture Services Program will train 85 landscape professionals for the Limited Commercial Maintenance Exam each year. 60% of participants will achieve pesticide applicator certification as measured by passing the FDACS Bureau of Entomology Exam. 80% of participants will report the information gained will help them in their job and help them to safely use pesticides.

Outcomes for Objective 2:

In 2009 the Hillsborough County Professional Horticulture Services Program trained 53 landscape professionals for the Limited Commercial Maintenance and Limited Lawn and Ornamental Exams.

• 80% (28/35) of participants that took the exam achieved pesticide applicator certification as measured by passing the FDACS Bureau of Entomology Exam.

• 100% (39/39) of responded that they would absolutely (4 or 5 on a scale of 1-5) use the information presented everyday on the job.

• 100% (39/39) of respondents reported that the training will absolutely (4 or 5 on a scale of 1-5) help them to apply pesticides safely.

• 97% (38/39) reported an excellent experience overall (4 or 5 on a scale of 1-5).

• When asked to list three practices they planned to adopt from the training, 23 respondents volunteered 39 responses.

o 14 said they planned to take the time to properly identifying pests.

o 11 said they planned to take more care in applying pesticides safely.

o 4 said they planned to adopt more Integrated Pest Management.

Additional scheduled programs were canceled due to low registration.

Agent administered Limited exams for private instructors for 83 participants over 4 sessions.

Impacts for Objective 2:

Those attending the program and passing the exam will be able to expand the services offered through their company and better compete with other already licensed companies. Licensed individuals will also avoid a $5,000 per infraction fee for applying pesticides without a license. Adopted behaviors should increase the safety of the applicator and the public and reduce improper pesticide application.

$11,102 in funding for pesticide applicator education has been allotted to Hillsborough County Extension as a result of the exams administered under this objective.

3. The Hillsborough County Professional Horticulture Services Program will provide training to local landscape professionals transitioning to sustainable landscape practices and responding to current pest and cultural issues. It will also improve knowledge of the proper application of pesticides and cultural practices, while providing Continuing Education Units for renewal of pesticide licenses and certifications. 85% of participants will report an increase in knowledge of topics presented.

Outcomes for Objective 3:

297 attended the 2009 Tree and Landscape Short Course

In a post training survey of the training:

• 88 responses, revealed 221 planned changes in practices, 2.51 changes per response.

o 70% planned changes associated with proper pruning of trees.

o 68% planned changes associated with the application of fertilizer.

o 55% planned changes associated with palm disease diagnosis and management.

• 60 specific changes in practices were volunteered by participants.

o 21 were associated with proper application of fertilizer.

o 17 were associated with proper tree pruning techniques.

o 12 were associated with marketing their business.

o 10 were associated with diagnosis and treatment of palm diseases.

• 96 participants reported an improvement in confidence in answering questions by at least one measure for every subject presented

o Given a scale of: Not Too Confident, Somewhat Confident, Moderately Confident, Very Confident, and Extremely Confident.

Impacts for Objective 3:

A six month online follow up survey of the 2009 Tree and Landscape Short Course was conducted, sent to 219, those that had registered online. 45 participants responded to 29 questions on knowledge gained and behavior changes. Results reported here will focus on fertilizer related topics.

• 86% correctly identified the season when turf roots are most able to absorb nutrients

• 48% correctly identified that actively growing turf uses virtually all nitrogen applied

• 41% correctly identified the proper amount of water to apply following a fertilizer application

Participants reported practices adopted following the Tree and Landscape Short Course.

• 87% are refraining from applying fertilizer when heavy rain is expected.

• 87% are keeping fertilizer off of impervious surfaces such as sidewalks.

• 76% are calibrating fertilizer spreaders to apply the proper amount of fertilizer.

• 78% are maintaining a ring of responsibility around water bodies.

• 58% are using soil testing to determine fertilization requirements.

1084 landscape professionals attended the Tree and Landscape Short Course from 2007- 2009. Combined evaluations from 2007 and 2008 (total 787 in attendance) revealed that:

• 92% of respondents (311/ 338) reported the information improved their knowledge in the safe and effective use of pesticides.

• 93% (289/ 312) reported improved understanding of how to use Florida’s BMPs to protect water quality.

• 92% (316/ 342) reported an improved ability to identify tree disease.

• 91% (307/ 338) reported improved knowledge of the structure & function of urban trees.

Two six month follow up surveys of 2008 palm training were completed in 2009.

• 100% (49/49) reported improved knowledge of new phytoplasma diseases.

• 80% (39/49) reported a substantial increase in ability to recognize symptoms of phytoplasma disease in Sabal palmetto.

• 92% (44/48) reported the knowledge gained will help in their employment.

• 88% (42/48) felt the program will have an economic impact on their professionalism.

• 75% (36/48) reported the program will have an economic impact on their business.

• A total of 58 responses indicated a compound economic impact of the training:

o 49% reported the program would allow them to increase their service quality.

o 31% felt it would improve their competitive edge among other professionals.

o 20% felt the session would allow their company to expand services offered.

o 15% felt the session would increase the competitive edge of their company.

o Comments reveal that hands on sampling and injection demonstration were a favorite, and participants felt the program location, organization and information were well done.

Success story

Participants of the 2009 Tree and Landscape Short Course increased their knowledge of the environmental benefits and requirements for success of green roofs in Florida. One Hillsborough County family based landscape company registered but mixed up the date and missed the training much to the chagrin of the company’s founder. The father and son appeared at the Extension office months later requesting quick information on installing green roofs. Their company had been offered a special opportunity to bid on a new green roof project in Tampa and used the information provided on the thumb drive distributed at the Short Course to make an educated bid on the project after talking with the Agent. The company won the bid and the resulting green roof was the feature of a December 11, 2009 St. Petersburg Times article online at .

*Original estimates included contacts via email newsletter list. It is likely that the audience of landscape workers includes more Hispanics than are reached through this program. A BMP program in Spanish was planned but canceled due to DEP speaker emergency. Efforts were made to get key industry Spanish speaking clientele and an Advisory Committee member certified to conduct BMP program in Spanish however most failed to attend BMP train the trainer session after registering (one did attend), and a program one Spanish speaking potential trainer was scheduled to co-teach for was canceled due to very little registration.

II. Education for Compliance, Extending Resources: Pesticide Licensing

A. Situation

The Agent will not continue this program in 2010 due to transfer. Similar programs to be conducted in the new position are reported under Polk programs.

Pesticides are an important piece of pest management in Florida and their application may have beneficial or detrimental consequences, largely based on the training and judgment of the individual applicator. Both Federal and state law require licensing of pesticide applicators to ensure basic knowledge of their use and this program provides training and service to meet those requirements.

The use of pesticides is a requirement in many occupations including controlling invasive species in natural areas, pests in agricultural production and maintaining visually appealing landscapes. According to 2009 Florida Department of Agriculture and Consumer Services (FDACS) records, there are currently more than 2,600 licensed pesticide applicators and over 4500 supervised technicians in Hillsborough County. In addition to the urban landscapes of Tampa, Hillsborough County is home to more than 241,000 acres of agricultural production of woody ornamentals, strawberries, and fresh market tomatoes, according to Hillsborough County Economic Development Department. Restricted use pesticides are required for production of many of these commodities, making a significant contribution to the revenue and employment of the county.

With two Bureaus administering more than 25 licenses available in two different categories of certification, there is a significant need for assistance in obtaining and renewing pesticide licenses. Sessions reported here tend to be lengthy, as programs must be fifty minutes long to receive approval for one FDACS Continuing Education Unit (CEU) and the number of CEUs for license renewal varies by license significantly, from four CEUs per year to twenty CEUs over four years.

Target audience: Public, private, and commercial pesticide applicators of Hillsborough County, including; agricultural producers and those using pesticides to maintain rights of ways, aquatic areas, natural areas, and residential, commercial and public lawns, ornamentals and athletic turfgrass.

B. Program Objectives

1. Hillsborough County Extension will train 50 pesticide applicators in basic pesticide safety information for license renewal during two 4 Hour Core Training sessions per year. 35 Participants will increase their knowledge in the safe application of pesticides by 15% as determined by a pre and post evaluation of the program.

2. Hillsborough County Extension will teach or facilitate 3 trainings to 100 current or potential pesticide applicators each year to increase knowledge of proper pesticide application and pest management to facilitate passing exams and license renewal.

3. The Agent will provide educational services to pesticide applicators by: publishing materials for self directed study to pass exams and renew licenses; maintaining current licensing information on the ProHort website; administering exams; offering CEU videos by appointment; providing in office access to pesticide applicator manuals; and providing email and phone consultations as measured by annual contacts.

C. Educational Methods and Activities

Objective 1:

The Four Hour Core Pesticide Safety training:

• Primary objective: to provide training for license renewal for multiple categories

• Teaches four hours of pesticide licensing; safety and use of personal protective equipment based on actual pesticide labels and equipment; and integrated pest management.

• Uses interaction, team tasks, and hands on learning based on real life scenarios

Objective 2:

D. Outcomes and Impacts

1. Hillsborough County Extension will train 50 pesticide applicators in basic pesticide safety information for license renewal during two 4 Hour Core Training sessions per year. 35 Participants will increase their knowledge in the safe application of pesticides by 15% as determined by a pre and post evaluation of the program.

25 pesticide applicators attended two 4 Hour Core Training sessions in 2009. As a result:

• 100% increased their knowledge in the safe application of pesticides by 15%.

• 100% responded the program would absolutely help them to apply pesticides safely.

• 100% reported they would use the information in their work every day.

• 100% (25/25) responded the Agent was very effective at conveying the information.

• 96% reported an excellent experience with the program overall.

Impacts for Objective 1:

Attendees of the 4 Hour Core training are able to comply with training and renewal requirements for maintaining a Florida pesticide license, necessary for their employment in a majority of cases. Participants increased their knowledge in the safe application of pesticides and will use the information every day in their work, reducing the potential for uninformed applications of pesticides and dangerous potential long term consequences on Florida’s public and natural resources.

2. Hillsborough County Extension will teach or facilitate 3 trainings to 100 current or potential pesticide applicators each year to increase knowledge of proper pesticide application and pest management to facilitate passing exams and license renewal.

In 2009 three Aquatic, Natural Areas and Right of Way CEU programs were conducted.

• Agent taught pesticide drift at two programs attended by 119 total participants.

• One program facilitated, attended by nine, in partnership with Specialists and Pinellas County Agent via videoconference.

• Programs offered a total of twelve CEUs for license renewal.

Impacts for Objective 2:

128 participants learned about the proper application of pesticides in Aquatic, Right of Way and Natural Areas and earned up to 12 CEUs to renew their pesticide licenses, required for their employment in many cases. Reductions in aquatic weeds and resulting necessary herbicide applications may be expected as cultural and chemical control methods of weed reduction discussed are adopted. The spread of newly introduced invasive weeds may be deterred as participants are able to recognize highlighted species and know where to go for more information. Product update information can increase the efficiency of current herbicide applications and slow the development of resistant weeds as clientele gain information and experience with new formulations.

3. The Agent will provide educational services to pesticide applicators by: publishing materials for self directed study to pass exams and renew licenses; maintaining current licensing information on the ProHort website; administering exams; offering CEU videos by appointment; providing in office access to pesticide applicator manuals; and providing email and phone consultations as measured by annual contacts.

In October 2009, one article on calculations for proper mixing of pesticides was published in Ornamental Outlook Magazine for self directed study for exams and license renewal:

• 32 FDACS CEUs, 29 FNGLA CEUs have been issued at no cost so far.

o Saved pesticide applicators a total of $640, compared to $10 per CEU and $10 in fuel for alternative options

May 2008 article continued to issue CEUs through May 2009 at no cost.

• 142 pesticide applicators earned one Core CEU for license renewal.

• 50 FNGLA CEUs were issued for renewal of professional certifications.

o Saved pesticide applicators a total of $2,840, compared to $10 per CEU and $10 in fuel for alternative options

The ProHort website provided current licensing information to thousands each month:

• Accessed by 17,231 from January 1 - October 21, 2009 (Google analytics).

• 114,547 publications downloaded from January 1 - October 21, 2009 (Urchin).

1140 Current or potential pesticide applicators received direct information and service under this objective in 2009.

• 84 walk in clients; 487 phone calls; 446 personal emails; 193 Restricted Use exams administered for 123 clients on 14 days; 96 pesticide applicator manuals purchased

• $1,219 has been allotted to Hillsborough County Extension by FDACS this fiscal year as a result of exams administered under this objective.

Impacts for Objective 3:

From 2007- Dec 2009, authored educational materials via Ornamental Outlook Magazine for self directed study for exams and license renewal:

• 314 FDACS CEUs issued to pesticide applicators at no cost.

o Saved pesticide applicators a total of $6,280, compared to $10 per CEU and $10 in fuel for alternative options

• 129 FNGLA CEUs issued for renewal of trade organization certifications

• Previously authored Core exam study guide downloaded 2,611 times (March 2009)

The ProHort website provided current licensing information to thousands each month:

• Accessed by 68,748 from December 15 2006 - March 2009

• 198,188 publications downloaded from May 18, 2006 to March 31, 2009.

• Pesticide licensing remains the most often accessed pages:

o If one types “Florida pesticide license” into Google, ProHort is the third and fourth website listed, only after two links to FDACS pages.

• Accessed by 146 countries and 50 states

• The majority of visitors come from Florida: 42,594 visitors (54%) from 417 FL cities, 11% of total website visitors, (8,652 visitors), from Tampa.

Success story

With shrinking budgets around the state, public institutions are taking advantage of programs using inmates or those with community service sentences to perform basic labor required for maintaining buildings. Inmates from the State of Florida’s Hillsborough Correctional Institution perform many of the maintenance duties of the Gulf Coast Research and Education Center as part of such a program. Faculty at the Center sought to improve the skills and certifications of interested inmates by including them in training for the Ornamental and Turf exam held for faculty and staff at the Center in April. Seven inmates participated in the training and exams and each passed the two exams required for licensure, increasing their qualifications and job prospects following their incarceration.
