SCHEDULE OF SUPPLIES/SERVICES, BLOCK 20 DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

1.0 WORK SYNOPSIS

The U. S. Consulate General Erbil requires the services of a qualified swimming pool contractor to maintain the swimming pool at the Consulate Compound. The contractor shall maintain the existing and fully functioning swimming pool in a manner to guarantee the safety and comfort of users, and adhere to U.S. Standards, OBO/SHEM guidelines, and Approved American National Standards Institute (ANSI) American National Standard for Water Quality in Public Pools and SPAs (ANSI/APSP-11 2009). Contractor will maintain correct chemical balances, general operations, and condition of all installed features currently in place and those that may be introduced within the swimming pool scope. The services provided shall cover a period of one year, from January 01, 2020 through December 31, 2020.

The contractor shall furnish all managerial, administrative, and direct labor personnel that are necessary to accomplish the work in this contract. Contractor employees shall be on site only for contractual duties and not for other business purposes.

2.0 GENERAL CONDITIONS

1. Fixed-Price Proposal. The Contractor shall provide one fixed-priced proposal for the annual services required to complete all aspects of the work as defined in this document.

2. Specifications. The work shall be governed by the U.S. Consulate General Erbil, Iraq and performed in compliance with International Codes that include the American National Standards Institute (ANSI) American National Standard for Water Quality in Public Pools and SPAs (ANSI/APSP-11 2009), and OBO/SHEM guidelines. Should there be a discrepancy between the U.S. Consulate General specifications and the applicable code, the more stringent of the two shall govern. Work not in compliance with the Codes shall be deemed to be unacceptable.

3. Execution. The Work shall be executed in a diligent and workmanlike manner in accordance with the negotiated fixed-price, this Scope of Work, the Project Schedule, International Codes, and the laws of the City of Erbil where applicable.

4. Work Hours. Unless otherwise agreed with COR, the work shall be executed between the hours of 8:00 AM and 12:00 PM Saturday through Thursday for each week the pool is in use. Night, weekend or holiday work shall not be permitted except as arranged in advance with the COR. U.S. Consulate General holiday schedule is available from the COR.

5. Safety. The Contractor shall be responsible for conducting the work in a manner that

ensures the safety of residents, employees and visitors to the compound, and to the Contractor's employees. Contractor must provide Material Safety Data Sheets (MSDS) for all chemicals used in the testing and treatment of the pool water to the COR and Facility Manager for review and approval prior to use.

6. Workforce. The contractor shall provide all supervision, skilled and unskilled labor needed to perform the work. The contractor shall comply with the U.S. Consulate General security policy by providing approved escorts. Contractor provided escorts shall be in a quantity sufficient to comply with RSO escort ratios for number of workers on site. The contractor shall prepare requests for the RSO for vetting of employees to get escort badges. The Contractor or government may request for workers to be badged for unescorted U.S. Consulate General access by going through the RSO vetting process.

7. Subcontractors. Contractor shall be responsible for the conduct and workmanship of Subcontractors engaged in the contract, and for subcontractors' compliance with the terms of this Statement of Work. The contractor is responsible for the behavior and workmanship of subcontractors while on Consulate property.

8. Modification to Contract. The contractor shall not incur any costs beyond those described in this SOW unless directed otherwise in writing by the Contracting Officer. Any work performed by the contractor beyond this SOW without written direction from the Contracting Officer will be at the contractor's own risk and at no cost to the Consulate.

9. Stop Work. At any time during the performance of work, the Contracting Officer reserves the right to stop work for protection of employees or visitors, security, or any other reason at his/her discretion.

10. Submittals. The contractor is responsible to submit sample logs and Material Safety Data Sheets (MSDS) for any proposed chemical to be used for COR review and approval. The review, however, does not relieve the contractor of responsibility to provide the services in a safe and professional manner.

11. Utilities. Prior to closing the pool for any chemical treatment, the contractor is responsible to provide 48-hour advance notice to the COR so a closure can be mutually scheduled.

12. Close-out. Contractor will submit final invoice to the COR.

13. Housekeeping. The contractor is responsible to clean up daily before departing the Consulate Compound. Contractor tools and equipment will be secured when not in use.

4.0 Resource Capacity

The contractor shall furnish sufficient personnel with the technical knowledge, training and experience necessary to safely complete the work.

5.0 Client provided Material

The U. S. Government will n o t provide pool chemicals. No other materials or labor for this contract will be provided. Basic electricity for hand tools and a water source will be provided on site by COR.

6.0 Contractor Provided Material/Services

The contractor shall furnish all chemicals and test kits, labor, personal safety equipment, cleaning supplies/products and equipment, tools, materials, and incidentals required for the maintenance of the swimming pool and the swimming pool water. The contractor will provide the MSDS for any chemicals and test kits to be used. The contractor must provide the swimming pool operator training certificates for the pool operator and technician.

7.0 Scope of Work

The specific objective of this agreement shall be to maintain the swimming pool in a safe and acceptable level for the daily use by the occupants of the U.S. Consulate General Erbil and their guests. Minimum tasks that shall be performed by the vendor are:
