Training Workshop for SDC/CIC Networks on the ACS

9:00 AM – 9:45 AM Basics of the American Community Survey

A broad overview of the program, including content, sample design, and data products is presented. How ACS data are used. How to access comparison guidance; geography; user notes.

9:45 AM – 10:00 AM Status of the ACS in Individual States

Session will present data on how the ACS is doing in individual states in terms of data collection and response rates. SDCs/CICs will receive a printed status report for their specific state and the nation. Discussion will include explanations of coverage rates, response rates, and allocation rates and why they are important.

10:00 AM – 10:15 AM BREAK

10:15 AM – 11:00 AM Things That May Affect the Estimates….and What to do About It

Population controls imposed at the county level, so sub-county estimates will not match the Population Estimates. Sampling error and non-sampling error, including definitions and why they occur. How to determine if estimates are not reliable and some things to do. Coefficient of variation – basic discussion including how large of a CV is acceptable based on the situation.

11:00 AM – 11:45 AM Multi-Year Estimates

Session will include an overview of how the multi-year estimates are calculated, reliability of the estimates, how to interpret the estimates, and when to use single year or multi-year estimates. Further issues: What is a period estimate?; currency vs. precision; overlapping years; inflation adjustment; geographic areas. What are the downfalls. Particularly in relation to reliability issues in census tracts and block groups? Case studies and particular content questions, submitted by the SDCs/CICs in advance, will be addressed.

1:45 PM - 2:30 PM How to Communicate ACS Data to Non-technical Users

Session includes suggestions for explaining statistics to media, policy-makers, and other non-technical users. Includes communicating issues of reliability and comparability in plain language. Includes which data products to use based on the information sought – how to determine what data products are best for a user’s needs. Statistical significance and margin of error – other places they have run across this terminology and how to explain on a basic, yet complete, level. Discussion of “wordplay definitions” that can be used with local media to explain issues concerning the ACS. Discussion of the importance of the date(s) that the data were accessed – data from ACS 2006 may not match Population Estimates 2006, depending on when the Population Estimates were released/updated.
