| |Emergency Management Guide |

|The goal is to maintain a safe school environment, be prepared in the event of an emergency, intervene during an emergency and provide after care and support to | |

|our school community. | |

| | |

|School Safety Team comprised of representatives from Portsmouth Police, Portsmouth Fire, School Administration, Teachers, Principal, Custodian, Counselor, Nurse, | |

|Secretary, Parents and Community members. This team meets regularly to review school safety, preparedness and response procedures. | |

| | |

|Each classroom has an Emergency Management Guide Flip Chart posted as a resource. A classroom emergency go bag or packet is available in each class. Every | |

|classroom or office shall have easy access to a basic first aid kit with gloves, gauze, band aids. | |

| | |

|Preparation and Planning Ahead |

| |

|Everyone in your family as well as in your classroom should know what to do in case of an emergency. Safety plans for the home and school should be formed and |

|discussed. |

| |

|It is important to plan ahead and be prepared at home, in your workplace and at school. |

|Review personal and home and school safety plans with your family and children. |

|Talk with your friends, neighbors and co-workers, so you can help each other if necessary. |

|Have first aid supplies set up at home, your car and at school. |

|Enroll in a first aid or CPR class. |

|Review fire drill or building evacuation directions. |

|Review building safety terms such as evacuation and lock down and shelter in place. |

|Be aware of location of classroom first aid kits, fire exits, fire extinguishers, pull stations, AED and trauma supplies. |

|Staff should inspect their classroom routinely for potential trip hazards. |

|First Aid |

| |

|Each classroom and office should have a first aid kit that contains gloves, gauze and band-aids. Tissues or paper towels should also be readily available in the |

|classroom for use by students and staff. |

|Trauma supply cabinet is located in health office and next to each AED |

|All wounds should be covered before sending student to school nurses for treatment. Wear gloves when caring for any wounds. |

|If a major injury has occurred contact the school nurse and 911. Do not move the injured unless they are in imminent danger or directed to do so by medical |

|personnel. |

|First Response |

| |

|Remain calm. |

|The first person to be aware of a situation takes immediate action and directs students and staff to safety. |

|Contact the office to notify the Principal and school resource officer of the situation. |

|Contact the school nurse if situation involves a medical emergency. |

|Remain quiet in order to hear further instructions. |

|Document the situation and the action taken. |

|Medical Emergency |

| |

|If person is unresponsive, Call 911 and get the AED. Start CPR. |

|Call or designate someone to contact the school nurse by phone, intercom or radio. |

|Designate someone to inform secretary and principal of nature of emergency. Secretary will assign someone to stand by at main entrance and await arrival of |

|Portsmouth Fire Department and escort them to location of emergency. |

|Universal Precautions |

| |

|Routine procedure of reporting and cleaning after a blood or vomit spill: |

|Mop up the spill with paper towels or other absorbent material using gloves. |

|Keep other students away from area. |

|Contact office to alert custodian to clean ASAP. |

|Custodian will use an appropriate cleaning product such as a solution of one part household bleach in ten parts of water (approximately 1/4 cup bleach in one |

|gallon of water). |

|Chemical Spill or Hazardous Material Release |

| |

|If spill occurs: |

|Contact custodian. |

|Follow instructions contained on Material Safety Data Sheet (MSDS) for spilled or exposed chemical. |

|Administer first aid, and alert school nurse. |

|Call 911 for Fire Department and HAZMAT team. |

|Give location and chemical information if known. |

|If life threatening, evacuate area immediately. |

|Alert school administration, call for Shelter in place procedures. |

|Radiological Emergency Plan |

|The approximately 10 mile area around the Seabrook Station, Seabrook, NH, is called the Emergency Planning Zone. In the event of an actual emergency our schools |

|will be advised to evacuate by bus to the Reception area for the Portsmouth community at: |

|Rochester Middle School, Brock Street, Rochester, NH. For detailed information, refer to the annual “Emergency Public Information Calendar for Neighbors of |

|Seabrook Station,” which has been mailed to all Portsmouth residents. |

| |

|Scan in Place |

| |

|This technique is used by staff in the case of a bomb threat |

|Remain calm. |

|Look around your room for anything that you are unable to identify. SCAN – High, Middle, Low |

|Do not move, open or touch a suspicious object. |

|Do not use the walkie-talkies or cell phones. |

|Calmly inform the designated personnel assigned to your area. |

|Remain quiet and wait for further instructions. |

|Shelter in Place |

| |

|This technique is used to shelter students and staff safely in classrooms within the building. |

|The hallways should be cleared immediately. |

|Students and staff should report to the nearest classroom. |

|Close all windows and doors. Seal any openings if necessary. |

|Shut off heating and air-conditioning equipment and fans. |

|Do not allow anyone to leave the room unless an all clear is given. |

|Emergency bathroom use only with a buddy. |

|Stay away from all doors and windows. |

|Use classroom phones only for life threatening emergencies. |

|Remain quiet for further instructions. |

|Drop, Cover and Hold |

| |

|This technique is used to immediately protect students and staff from an explosion, gunfire, earthquakes or a tornado. |

|Drop to the ground under a table or desk. “Hit the deck”. |

|Face away from any windows and cover your eyes by leaning your face against your arms. |

|Hold on to the desk or table. |

|Stay put until instructed to get up. |

|If you are in an area without an object to drop under then just drop to the floor and protect your head. |

|If outside drop to the ground and protect your head. |

|Immediately following event begin student and staff accounting. |

|Remain quiet to listen for instructions. |

|Lock Down |

| |

|This technique is used to clear the hallways and common areas of all students and staff and secure them in rooms. There may also be times when students and faculty|

|will need to get to an exterior area of refuge if students are outside during an interior incident. |

|Students and staff report to the nearest classroom. |

|Close the doors and windows. Lock door if possible and barricade entrance if necessary. |

|Shut off lights and draw shades and cover the door window if possible. |

|Students, staff and visitors should not leave the room for any reason. |

|Move to the section of the room that is furthest away from windows and doors. |

|Take attendance to account for students and staff. |

|Remain quiet and wait for further instructions from either school staff or emergency personnel. |

|Do not answer if someone knocks on the classroom door and if the Fire Alarm sounds do NOT evacuate. |

|In the case of students outside the building: Supervising adults will be informed through Walkie-Talkies if there is a need to evacuate the predetermined exterior |

|area of refuge. |

|Evacuation |

| |

|This technique may be used to clear the building for any reason. Evacuation routes and alternate routes should be practiced regularly including people with |

|disabilities. |

|Follow classroom evacuation plan as posted in each classroom. |

|Bring attendance records and emergency materials. |

|Close door upon exiting classroom. |

|Take the closest and safest way out of the building. |

|If your classroom is next to bathroom, check it upon exiting. |

|Walk, do not run. |

|Do not stop for belongings unless instructed. |

|Go to your designated emergency assembly area. Assemble by homerooms/classrooms. |

|Begin student and staff accountability. Take attendance. |

|Report missing students/staff to guidance counselor, or attendance designee. |

|Check for injuries and remain quiet and wait for further instructions. |

|Reverse Evacuation |

| |

|This technique may be used to bring all students and staff safely into the building. |

|The first person aware of a situation directs the students and staff to enter the building. |

|Walk quickly to the nearest entry. |

|Report to a designated area such as the gym, cafeteria, or classroom. |

|Notify the office/Principal. |

|Check for injuries. |

|Begin student accounting. |

|Remain quiet for further instructions. |

|Room by Room Evacuation |

| |

|This technique may be used when it is necessary to evacuate a school one room at a time. In most situations, the fire alarm may not be activated because this may |

|lead to people transiting the area of danger. Two situations where this may be necessary may be an internal hazardous material spill or a hostage situation. |

|1. Evacuate the immediate area of danger. |

|2. Call 9-1-1. |

|3. Staff should notify the office of the situation. |

|4. Evacuate adjacent rooms away from the area of danger. |

|5. If Fire or Police are on site follow their instructions. |

|6. Gather at the designated meeting area if safe to do so. |

|7. Use secondary meeting area if primary is not safe. |

|8. Staff will take attendance. |

|9. Staff will observe the students for signs of heat, cold exposure or signs that they were exposed to hazardous materials; report any issues to the Command |

|Post. |

|10. Await further instructions. |

|Secure Campus |

| |

|This technique is used when it is necessary to protect staff and students from a threat from outside the school building such as a police chase near the school or |

|a direct or indirect threat to the school. |

|1. Staff should close all windows and curtains, if necessary. |

|2. Check to see that all exterior doors are closed and locked. |

|3. If necessary assigned staff will monitor all exits. |

|4. Continue normal academic functions unless informed to take another action or Secure Campus is terminated. |

|5. Depending on the situation all entry and dismissals should be allowed through one point of entry which is monitored. |

|6. If students and staff are outside, activate reverse evacuation. |

|Students and Staff with Special Needs |

|Students or staff may need the use of a wheelchair on a temporary basis or may be wheelchair dependent. The student’s case manager, teacher, nurse, |

|paraprofessional and a member of the Fire Department will establish guidelines for the safe evacuation of each individual. The school nurse will keep the Fire |

|Department and school office updated on students and staff in wheelchairs. During a building evacuation the person in the wheelchair is escorted to the designated|

|area of each school. |

|Potential Suicide Risk |

|Verbal and nonverbal suicidal gestures are considered serious and should be immediately reported to school counselor, nurse, administrator or school resource |

|officer who will team together to assist the individual. Death themes in spoken, written or artistic schoolwork should be reported. Any marked behavior changes |

|should be reported to school counselor immediately. |

|Suspected Child Abuse or Neglect |

|Each person to whom a child discloses abuse or neglect has a legal responsibility to respond and report it. Any person who has reason to suspect that a child has |

|been abused and/or neglected must make a report to DCYF. NH state law RSA 169-C. Teacher or staff confided in by child shall consult immediately with counselor, |

|nurse and/or administrator. These individuals will team together to assist child. Teacher or staff confided in or the appropriate member of team will make a |

|report to the Division of Children, Youth and Families (DCYF) 800-894-5533. |

|After Care and Recovery |

|The aftermath of a crisis is a time for students and staff to put the event in perspective. Individuals may be emotionally and physically exhausted and the time |

|is appropriate to search for meaning in the situation, understand and accept their own emotional reactions, and increase their ability to cope with future |

|situations. Each child may have different feelings and reactions in response to stressful events. Feelings may include emotions related to a sense of loss or a |

|fear of loss of control and loss of stability. Children may be able to express their emotions verbally, or they may develop somatic complaints such as nausea, |

|stomachache, or fatigue. Be prepared for tears, as crying is a normal and healthy reaction, even though it may make some uncomfortable. Seek assistance from a |

|grief counselor or a school counselor if support is needed. |
