14. General Summary of Function/Purpose of Position

This position serves as the department¡¯s program lead for mobile data computer (MDC)s. As the subject matter expert,

this position provides research and analysis for the evaluation, development, and deployment of programs and services

related to mobile data computing. They develop operational procedures, maintain the inventory of MDCs and peripheral

equipment, serve as the department liaison with the Department of Technology, Management and Budget (DTMB) in the

development of agreements and procedures as it relates to mobile data computing.

This position has drastically expanded in scope from 300 MDCs to tracking over 5600 individual assets, including MDCs,

computer docks, modems, SIMs, and other peripherals. The total worth of these assets is in the multi-million dollars. This

position is the lead in field testing equipment, gathering metrics, and preparing correspondence for command. This

position oversees MDC information on the Michigan State Police (MSP) Intranet, develops and updates frequently asked

questions (FAQ) videos, updates Official Orders as it pertains to MDC and modem policies, and serves as a liaison with

the DTMB Michigan Public Safety Communications System (MPSCS) for equipment inventory through the Enterprise

Asset Management (EAM) database. All MSP patrol cars are now equipped with MDC's which is a critical part of the

troopers' daily duties.

Oversee all equipment, including MDC, printers, docking stations, modems, SIM cards, and antennas.

Knowledge of, and ability to, troubleshoot multiple software programs and applications used within the MDCs.

Recommend policies and procedures, and design necessary forms.

Establish priorities for the deployment of mobile computing hardware.

Serve as the lead and oversight in field testing equipment.

Update Official Orders as it pertains to MDC/modem policies.

Determine needs for ordering hardware and software for mobile office environment.

Conduct audits and prepare reports as required to comply with grants or other funding authorities.

Manage mobile office equipment deployments and maintain inventory of MDCs, modems, computer docks, cables,

antennas, and other peripheral equipment.

Track, coordinate, and maintain the appropriate inventory for each MSP post to ensure consistency of mobile data

equipment for future deployments.

Research and develop specifications for approved mobile computing and ancillary devices as technology changes.

Develop plans for replacement as equipment reaches its end of warranty.

Research connectivity options and make recommendations for economic and efficient operations.

Gather metrics related to MDCs. (i.e., failure rates of trunk-mounted modems; vendor or manufacturers repair;

number of modems with every post and radio shop area with failures, etc.).

Oversee MDC information on the MSP Intranet.

Act as a liaison with the Information Technology Division on development of a new inventory tracking system.

Provide MSP Intranet support for MDC information.

Act as a liaison with the DTMB and MSP for ongoing equipment deployments and replacements.

Work with vendors to stay current on emerging technologies and products.

Analyze, research, and recommend future mobile computing needs and assist with on-going mobile computing

projects. Coordinate with the DTMB as necessary.

Create Research Analysis Development and Reporting (RADAR) requests to coordinate efforts between the

MPSCS, Vehicle & Travel Services (VTS) & DTMB to ensure that team members have correct and up-to-date install

schedules, times, and contact information.

Serve as the EAM liaison with the DTMB Depot to verify inventory is correct, match quantities purchased by the

MSP, and verify receipts of purchased equipment.

Work with the MPSCS staff and Radio Shops located around the state on special deployment projects by assigning

the equipment for each post.

Work with VTS to determine deployment schedules for future patrol car purchases and provide needed equipment.

Work with the DTMB on special MDC image requests and approve any exceptions to standard procedures.

Utilize and be proficient in programs used by the DTMB. i.e., Deployed Assets, Information Technology Resource

Acquisition for Commodity (ITRAC), EAM, RADAR, and Integrated Asset Management.

Enter RADAR requests for field and Commercial Vehicle Enforcement Division work orders for additional fleet and

life-cycle replacement, while verifying inventory to cover the request. Track requests to ensure they are assigned

quickly and appropriately.

Work with the DTMB Office of Automation and Office of Advanced End User Support staff to track progress and

completion of software updates that are pushed to the field.

Verify that MDCs were imaged correctly. Follow up with the DTMB Field Services to resolve or escalate complaints.

Verify that MDC dock, modem, and all other installs were completed and provide any additional equipment needed

to complete hardware installs. Follow up with the MPSCS to resolve or escalate complaints.

Maintain an inventory of all in-car equipment in the field.

Prepare purchasing needs and paperwork based on the approved budget amount for MDC's and peripherals.

Design and conduct surveys or special studies to determine needs and to assist in planning, implementing, and

evaluating MDCs as it pertains to model, ergonomics, and lifecycle replacement; consolidates data, and prepares

reports.

Verify that modems are active on the wireless network by working with Communications Unit or vendor.

25. What is the function of the work area and how does this position fit into that function?

The Mobile Office Unit resides within the Mobile Office Environment Section of the Information Technology Division. It is

responsible for the oversight and management of the department¡¯s infield technologies. This includes, but is not limited to

the MDC, modems, antennas, and accessory equipment. This position is a complex work area responsible for the MDC

equipment utilized in all MSP patrol vehicles. This position is responsible for program oversight of the department¡¯s MDC

needs, modems, and docking stations.

26. What are the minimum education and experience qualifications needed to perform the essential functions of this position.

EDUCATION:

Possession of a bachelor¡¯s degree in any major.

EXPERIENCE:

One year of experience equivalent to the experienced (P11) level in state service.

KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of the Mobile Data Computing processes.

Thorough knowledge of ITRAC, EAM, RADAR programs.
