Interstate Compact on EducationalOpportunity for Military Children Meeting minutesNorth Carolina Economic Rural CenterConference Room 1504021 Carya Drive, Raleigh, NC 27610Thursday, September 25, 2014 9 a.m. to 12 p.m.Start time: 9:00State Council members present were: Mr. Kirk Denning, Mr. Robert Freeman, Representative John Szoka, Mr. Donnie Loftis, Mr. Michael Boose, Mr. Mike McLaughlin, and Ms. Brittany NormanOthers attending were: Emily Grimes, Shevelle Godwin, Jamie Livengood, Lisa Boyette, William Meier, Tina Paulson, Robin MacGregor, Scott Enroughty, Henry Britt, Adrienne Bradley, Doug Taggart, and Henry MooreMeeting was called to order by Doug Taggart, NC Troops to Teachers/ DPI Military Liaison and the role was taken by Henry MooreItems of BusinessMichael Boose provided updates and discussed the upcoming agenda for the 2014 Annual Commission meeting which will be held November 13-15 in Nashville, Tennessee at the Gaylord Opryland Hotel. Mr. Boose discussed that some of the breakout sessions on the agenda have not been filled by school district or topic, Mr. Boose suggested that the council may want to facilitate or convey some issue for a breakout session to discuss at the 2014 Annual Commission. Mr. Boose stated that the breakout session provides a benefit to discuss in depth issues about the concerns of military kids. Doug Taggart asked the group if anyone had ideas that they would like to discuss at the breakout session. There was no response from the group. Mr. Boose stated that 4 more states were added to the Interstate Compact. Doug Taggart then reads from the state coordination article for the purpose of understanding if there was a proper representation on the state council. Mr. Taggart asked the group if anyone had an opinion about the composition of the state council. It was stated that the state council make up should be based on the counties with the concentration of military kids. Representative John Szoka asked about the state council composition make up in California and Texas. Michael Boose stated that California is similar to North Carolina, but he was not able to ask the representatives in Texas. Doug Taggart asked if the group should get a list of the composition make up of other states and bring to the next meeting for discussion. Michael Boose stated since the Military Interstate Children's Compact Commission is in its infancy, that the 3 largest military populated states should lead by example to establish compliance in uniformity. Robert Freeman stated that the council should create a committee to look at the composition of the State Council membership. It was agreed upon that Robert Freeman, Kirk Denning and Doug Taggart will collaborate together in the creations of these bylaws.Doug Taggart discussed military student identifier in PowerSchool. Mr. Taggart discussed the history behind the military student identifier and the reason behind the interface. Mr. Taggart asked Jamie Livengood and Lisa Boyette to describe what they were able to do with the interface. Lisa Boyette stated the interface is used to mirror impact aid data, so that information is used to assist school counselors identify a particular student and what branch the child’s parent is serving to determine if that child was eligible for services. Mrs. Boyette stated that data is able to inform the counselors what school the student is attending, the population of military kids at a particular school, grades of military students, attendance of the students; and academic issues. Jamie Livengood stated by not knowing military child information makes it more difficult to apply for grants through the local and state levels. Jamie Livengood stated that North Carolina is one of nine states that has implemented the military student identifier through PowerSchool. Mrs. Livengood stated that she has been receiving calls from data collectors and school counselors. Robin MacGregor stated that the federal programs are excited about the implementation of the military student identifier. Mr. Kirk Denning asked a question about who would be the person to generate a letter for the school system. Doug Taggart stated that he will begin working on the letter that will be disseminated to the school principals and superintendents to North Carolina school systems. Tina Paulson asked if data is recorded concerning the status of a military child if the parent of that child was or kill in action. Doug Taggart asked Robbin MacGregor to elaborate on an earlier discussion. Mrs. MacGregor stated that it may not be a good idea to capture that information in the best interest of confidentiality concerns. Tina Paulson stated that she had concerns with the use of grade and rank being used to capture and possibly release military child data. Representative John Szoka asked Mrs. Paulson to elaborate her concerns about grade and rank being used in the data collection and Mrs. Paulson provided examples of military families not providing information that are military connected. Representative John Szoka stated that he understood Mrs. Paulson’s concerns, he stated that information of the identifier should remain. Jamie Livengood stated that school administrators, center services personnel, school counselors, social workers and data managers should be the only ones to have access to view all the data within PowerSchool. Lisa Boyette stated that teachers will receive an alert that the child is military connected.Old BusinessDoug Taggart asked Mr. Mike McLaughlin about updates on the parent advisory council. Mr. McLaughlin stated that there will be a meeting in November, but he is not able to speak about that member for the parent advisory council.Mr. Mike McLaughlin asked about military research by the RAND corporation involving federal vs local schools control and Tina Paulson elaborated about some of the details on the inner working of that ongoing study.Doug Taggart asked Tina Paulson about kindergarten entrance age. Mrs. Paulson stated that more states are converging for the September 1st cutoff.Doug Taggart discussed school year start date. Representative John Szoka stated that certain representatives of the coastal region may not agree to an earlier school start date. Doug Taggart discussed a bullet of issue involving military kids.Items of BusinessTina Paulson discussed the duties and roles the marine military liaison counselors. Mrs. Paulson stated that there are 21 marine military liaison to include; 2 in Japan; and 1 in Hawaii. Mrs. Paulson stated that there are 2 regional marine liaisons, she is one of them with her duty station in North Carolina, and her counterpart is stationed in California. Mrs. Paulson stated that in North Carolina there are 3 liaisons 2 are attached to Camp Lejeune and 1 is attached to Cherry Point with the goal to assist marine families with local issues. Mrs. Paulson stated the liaison number 1 goal is to assist marine families with the duty station transition from point A to point B. Mrs. Paulson stated that she deals with state level issues and the 2 liaisons handles local level concerns.Mrs. Emily Grimes, Fort Bragg School liaison officer, provided a public service announcement. Mrs. Grimes stated that the Military Academies will host a fair on October 30, 2014 from 5 p.m.-7 p.m., the Fort Bragg Schools Liaison will host the Army Family Team Building for Educators on 21st and 22nd of October. On 10/21/2014, the event will be hosted in Cumberland County at the Education Resource Center and on the 10/22/2014 the event will be hosted in Lillington at the Education Center.Scott Enroughty discussed Operation Military Kids. Mr. Enroughty describe the mission of the organization; and the outreach activities of the organization. Mr. Enroughty stated that he is the project coordinator and stated that the mission of the organization is to assist disperse families geographically in North Carolina. Mr. Enroughty stated that in 2002 the mission of the organization change to encompass active duty military personnel that live off a military installation. Mr. Enroughty provided materials that were in a folder and stated that North Carolina was rank 4th out the top ten in military population and is known as a military friendly state. Mr. Enroughty stated that North Carolina has close to about 109,000 thousand military youth between the ages of 5 and 18. He stated that the organization is grant funded. Mr. Enroughty informed the council about upcoming events and stated the goals is having those kids' network with one another. Mr. Enroughty stated that Operation Military Kids works closely with 4H offices throughout North Carolina to coordinate transition from one state to another.Doug Taggart discussed that the state council should vote for a chairperson. Doug Taggart asked if anyone would like to be the chairperson with the duties contacting representative on the state council. Representative John Szoka stated that a state council should be appointed chairperson. The council asked Mr. Donnie Loftis who was phone conferencing in on the meeting, if he wanted to be the chairperson. Mr. Donnie Loftis stated that he does not mind being the chairperson. Mr. Michael Boose motioned to vote that Mr. Donnie Loftis to be the chairperson of the council. Mr. Kirk Denning seconded the motion. Mr. Boose asked if there were another nomination, there we no other nomination, Mr. Boose closed the voting. Mr. Donnie Loftis was appointed chairperson of the North Carolina state council of Interstate Compact on Educational Opportunity for Military Children.Doug Taggart asked the military liaison counselors if there was any issue that they would like to provide. Jamie Livengood stated that she would like effective communication about the Interstate Compact requirements for local North Carolina school districts. Doug Taggart stated that he has had discussions with his boss in developing online lesson modules for military connected kids. Mr. Taggart stated that his boss would like to know who will be the audience and what the message will be. Mr. Taggart stated that they can begin that process in the near future. Mr. Taggart asked if there could be a written summary within week or 2. Jamie Livengood agreed to the written summary. Lisa Boyette discussed transition and North Carolina moving away from Common Core. Doug Taggart asked Mike McLaughlin if he had any updates about the Common Core policy. Mr. Mike McLaughlin stated that there is a commission created to review the Common Core policy that is being administered by the Department of Administration. Robin MacGregor discussed that Cumberland County Schools had their first military child meeting, 2 issues were discussed. Mrs. MacGregor informed the council of an upcoming Forward March Conference, which will be a 2 day conference. Doug Taggart discussed the Bullock Family’s transition issue when the family moved from North Carolina to California. Mr. Taggart provided a history of the issues, the father receive his orders to move to his duty station in California either late November or early December in 2013. Mr. Taggart stated that the father informed the school in early December 2013 of the move and the high school guidance counselor ask the father if the child could stay to complete end of year testing. Mr. Taggart stated that the father informed the school that he could not have the child stay. Mr. Taggart stated that the school did not offer any alternatives or early testing options for the transition. Mr. Taggart stated the results were that the child was not able to get the credit for the two courses which will delay his graduation date. Ms. Brittany Norman stated that North Carolina school of issue is a military impacted school. Representative John Szoka asked if the school is not able to do resolve the issue, who in the chain of command is able to resolve this issue. Mrs. Tina Paulson stated that it would be the superintendent. Ms. Brittany Norman stated that she will be in contact with the superintendent of Onslow County. Mr. William Meier stated that he and Mrs. Tina Paulson will contact Onslow County school officials informing of this issue. Mr. Meier asked is there any way that the state of North Carolina can inform military impacted school counties about the Interstate Compact. Mr. Doug Taggart discussed creating a best practice document and creating a letter that maybe the state superintendent can disseminate to local LEA superintendents about military transition between states. Doug Taggart asked that group who can help draft that document and Jamie Livengood stated that she will assist Mr. Taggart in drafting that document.Meeting Adjourned: 11:55 p.m. ................
