Generally 8:00 A.M. to 4:30 P.M. Some evening work is required. Will share On-call District Duty Officer duties with other District management. Per job description. Will serve as a member of the District's Leadership Team. Per job description July 1, 2017 Saturdays and Sundays Ability to travel to various work sites, possession of or ability to obtain a valid driver's license, ability to be insured under district's auto insurance. Applicants must also successfully pass a psychological examination as provided by law, and a comprehensive background check, prior to placement in this position.

Possession of or ability to obtain an Applied Management Series Certificate through the Iowa Dept. of Administrative Services; and/or attend alternate leadership training as approved by the District Director.

RESIDENTIAL MANAGER

GENERAL STATEMENT OF DUTIES: Manages the overall operation of a community corrections facility or more than one facility. Performs related work as required.

DISTINGUISHING FEATURES OF THE CLASS: The Residential Manager has responsibility for all operations of a community corrections facility and line authority over all staff in the facility. The Manager may report to a Division Manager, an Assistant Director or a District Director. The Manager may be assisted by one or more Residential Supervisors.

EXAMPLES OF WORK: (illustrative only) Develops and implements procedures for safe and efficient operations of a facility or facilities. Assists Director in developing policies for residential services. Assists the District Director in budget development. Oversees food service provision to residents. Responsible for inventory, purchase of supplies, equipment, physical space, and other property management matters. Assigns tasks to subordinate staff in the facility and monitors work to assure the satisfactory completion of tasks. Reviews written casework and daily logs and observations of resident activities to assure accuracy and completeness of reports. Approves furloughs and other necessary permissions for clients assigned to the facility. Assists workers by being available for discussion, offering suggestions and alternatives, and when the situation necessitates, setting direction. Informs facility staff members of current policies and procedures. Assures accuracy and completeness of receipt of and requests for payment regarding client funds as prepared by facility staff. Authorizes withdrawals from client assistance account and client savings account and assures proper maintenance of these accounts.

EXAMPLES OF WORK: (Cont'd) Acts as representative for residential program by explaining the program to other agencies, law

enforcement, the courts, and the community.

DESIRED KNOWLEDGES, SKILLS, AND ABILITIES:

Comprehensive knowledge of modern principles and practices of management including supervision, work, planning, program planning, budgeting, and related staff services. Comprehensive knowledge of basic principles of practices underlying the operation of a community corrections facility. Comprehensive knowledge of psychology and sociology as applied to activities concerning facility residents. Comprehensive knowledge of state statutes and regulations that apply to the operation of community corrections facilities in the state of Iowa. Demonstrated ability to plan, coordinate, and supervise the work of others. Demonstrated ability to analyze and evaluate work programs and activities and to implement corrective recommendations as needed. Good professional and administrative judgment. Ability to perform the essential functions of the position.

REQUIRED EXPERIENCE AND TRAINING:

Graduation from an accredited four-year college or university and two years human services experience; or

Two years of college and four years human services experience; or

One year satisfactory performance as a Residential Supervisor or a Probation /Parole Supervisor.

NECESSARY SPECIAL REQUIREMENT:

Ability to travel to various work sites, possession of, or ability to obtain, a valid driver's license, and ability to be insured under the district's auto insurance coverage.

ESSENTIAL FUNCTIONS

Ability to read, write, and communicate in written and oral manner in order to assign and review work and so that instructions and information are clearly understood.

Ability to interpret principles and communicate ideas to others including subordinates, supervisors and peers.

Ability to understand correctional and treatment philosophies and to make decisions and provide instructions based upon those philosophies.
