SUBJECT: Texas Tech University TTUISD Online Bookstore RFP #2015-622

NOTICE TO ALL PROPOSERS:

The following shall be incorporated into and become a part of the original Contract Documents and Specifications of the above-identified project. You must acknowledge receipt of this Addendum by noting it on your proposal form.

Item #1:

Question 1: Please confirm that the due date for this proposal response is Friday, July 31, 2015. The cover page of the RFP states July 17th, but the Schedule of Events in Section 1.5 on page 5 states July 31st.

Answer: The deadline for proposal submittals is July 31st.

Question 2: In section 2.6, the RFP states that “TTU has determined that there are not subcontracting opportunities.” Based on that, can you confirm that vendors are NOT required to submit a HUB Subcontracting Form with this proposal?

Answer: If TTU has determined that there are NOT subcontracting opportunities, no HUB plan is required unless you are subcontracting and the value of the contract exceeds $100,000. By determining that there are not subcontracting opportunities, TTU, by evaluation, finds it less probable that there will not be subcontracting opportunities. The proposer will make the final determination that subcontracting opportunities are available or not available.

Question 3: If no HUB Subcontracting Form is required for this proposal, please confirm that the Evaluation System in Section 4.3 will be revised to exclude the ‘HUB Vendor Status’ points?

Answer: Although Texas law only requires a subcontracting plan on contracts with a value greater than $100,000, proposers are encouraged to submit subcontracting plans for contracts with a value less than $100,000. Proposers may receive evaluation points for HUB credit by the subcontracting percentage proposed (if applicable) or by the fact that the proposer is a certified HUB vendor in the State of Texas.

Question 4: Regarding Section 3.11.2, please provide the name of TTUISD’s Student Information System (SIS).

Answer: Genius SIS

Question 5: Regarding Section 3.11.2, when you reference ‘website’, is this referring to the online student registration system?

Answer: Yes.

Question 6: Regarding Section 3.11.2, please clarify what you are referencing with the phrase ‘system notes on book purchases. Is this for financial aid and actual student orders or for course/book notes within the student registration?

Answer: The intent is to have an API between systems allowing TTUISD to be notified at the student level of all book purchases from partner bookstore allowing to TUISD to better serve our customers.

Question 7: In Section 3.2.7, the RFP states that the proposer “must provide a rebate program on textbooks and items sold.” Please clarify the meaning of ‘rebate’ in this context.

Answer: Commission is the correct terminology.

(Section 3.4.2 states that the proposer must have the ability to print and mail course materials with book orders or “stand alone.”)

Question 8: Can you provide a description of the types of course materials that have been printed in the past 12 months?

Answer: Presently, TTUISD prints course guides for our print base courses (primarily our K- 5 course offerings).

Question 9: Please provide clarification on the meaning of “stand alone” in this context.

Answer: “Stand alone” means vendor to ship out books only to students.

(Section 3.6.1 mentions partner schools.)

Question 10: How many partner schools does TTUISD currently have?

Answer: At the present time we have 22 partner schools with plans to expand.

Question 11: Will TTU be the primary contact for the vendor for transactions with the partner schools or will partner schools be placing orders directly with the vendor? Please elaborate on this.

Answer: This will depend on the service agreement with each partner school. Some service agreements require TTUISD to be the primary contact. In other service agreements, TTUISD will have the partner school be the primary contact. Several partnerships require the students purchase books directly from the vendor.

Question 12: Does TTUISD have an internal customer service department currently servicing these partner schools?

Answer: Yes.

Question 13: Regarding Section 5.2.2, can you provide an estimate of the total number of teacher editions that are typically needed for the course authors and instructions over a 12 month period?

Answer: As TTUISD develops new courses and adopt new textbooks, there is a need for teacher editions for course authors and the internal development team. As TTUISD completes the course and prior to us making available for sales, there is a need for teacher editions for all instructors. In some courses, the course author may be the only instructor. In most courses, TTUISD may have 2-15 instructors. These needs are prior to TTUISD selling any textbooks to students. On average our course and book adoptions have a four year life cycle to generate sales.

Question 14: Regarding Section 5.3, please advise if a rental program will be required for international students?

Answer: No

Question 15: In Section 5.7.1, does the phrase ‘large single client purchases’ refer to orders being placed by partner schools?

Answer: Yes.

Question 16: Regarding Section 5.7.1.1, are the ‘fee estimates and billing information’ in question related to large single client purchases, or all purchases in general?

Answer: Both.

Question 17: Please confirm if Section 6.5 (inclusive of 6.5.1, 6.5.2, 6.5.3, and 6.5.4) is applicable to a vendor providing an online bookstore and virtual services for TTUISD?

Answer: Yes.

Question 18: Please provide the sales history by month for the past 2 years, in order for Follett to develop an appropriate commission schedule

Question 19: Will the TTUISD virtual bookstore follow a standard school year calendar, a semester calendar, a quarterly calendar, or a non-standard calendar? If non-standard, please provide details.

Answer: Non-standard. TTUISD doesn’t follow terms; we have open, rolling enrollments. As TTUISD develops new courses requiring new textbooks, the vendor is notified in advance to allow them to assist in the textbook adoption process.

Question 20: Will all partner schools within TTUISD follow the same academic calendar? If not, please provide details.

Answer: Yes.

Question 21: Please provide the full academic calendar from the past 12 months, including term start and end dates.

Answer: Not applicable, see 19 above.

Question 22: Please provide the current booklist for all grade levels and courses that will be served by this model.

Answer: See Item # 2 of this Addendum.

Question 23: Please provide the enrollment data by course for the past 12 months for elementary, middle, and high school.

Answer: See Item #3 of this Addendum. Unit sales for FY 2014, which is September 1, 2013 to August 31, 2014.

Question 24: Please provide the percentage of international shipments in 2014.

Answer: We don’t have this specific data; estimates would be less than 1% of all shipments.

Question 25: Please provide a list of international countries to which the proposer would need to ship orders.

Answer: There is not a consolidated list. TTUISD has registered students in over 58 countries since 1993. Depending our where the student resides, TTUISD has the potential to ship anywhere in the world.

Question 26: What is the expected annual student FTE for the courses being offered via Texas Tech University Independent School District covered by this RFP?

Answer: TTUISD serves 25,000 individual students taking either courses or credit by exams (CBE). TTUISD serves over 1,100 full-time stateside students in all grades from K-12.

Question 27: How many courses are offer annually?

Answer: Presently, TTUISD has 170 courses open from grade K-12.

Question 28: We understand the evaluation breakdown; however, is there any measurement evaluated for cost savings or overall value for students?

Answer: No.

Question 29: Please provide a breakdown for each of the past 3 years of bookstore purchases by the following book types:

New

Used

Rental

Digital/eBook

If revenue figures are unavailable, what is the expected annual revenue for textbooks and other course materials?

Answer: We don’t have a breakdown by new, used, rental or digital. We have a summary of total units and dollars sales for the past three years.

Question 30: How is the makeup of the selection committee determined?

Answer: The committee is made TTUISD Leadership team including the Executive Director, the Director of Operations, and the Section Manager of Curriculum.

Question 31: What percentage of the student population purchase textbooks via the current bookstore?

Answer: In 2014, TTUISD sold 7,916 books. In 2014, TTUISD sold approximately 23,000 courses. The simple math shows 34% of our students purchase their books online. Several courses have multiple books required so the percentage is inflated and TTUISD does not have the means to give an exact student percentage purchasing via the current bookstore.

Question 32: What is the percentage of textbook sales that are purchased with student financial aid funds?

Answer: 0%

Question 33: Please describe the method of disbursement of financial aid funds to students for textbook purchases.

Answer: Not applicable, see # 32

Question 34: What is your current commission structure/percentage with any existing bookstore provider?

Answer: This information would only be available through the Public Information Request policy.

Question 35: What is the current process used to collect and finalize the course material adoption list each term?

Answer: TTUISD doesn’t follow terms. There is an open rolling enrollment. As TTUISD develops new courses requiring new textbooks, the vendor is notified in advance to allow them to assist in the textbook adoption process.

Question 36: Is there an opportunity to integrate the online bookstore with TTUISD’s Student Information System? If so, who provides (i.e., what vendor) your SIS?

Answer: At the present time, no.

Question 37: Can you provide a complete book list including Title, Author and ISBN Number in either Excel or text/tab-delineated format so that we can provide a complete pricing analysis? A complete pricing analysis is impossible to complete if this data is provided in PDF format.

Answer: Yes see Item #2 of this Addendum.

Question 38: Will TTUISD provide the RFP to respondents in Word (.doc) format? This will greatly assist in the preparation of our responses.

Answer: Yes we will provide.
