Purpose

The head of the Presidential Secretariat will be based in Dhuusamareeb as the Capital of the Galmudug State of Somalia and will support the day to day implementation of presidential activities with a close collaboration with the Director General of the presidency.

The Parlamentry Secretariat (She/he) will provide an administrative and institutional framework for the exercise of the duties, responsibilities and powers vested in the President by the Constitution. The incumbent is expected to work with all the line departments in the office of the president and the Vice president in a situational manner.

Duties and Responsibilities

• Special Affairs assigned by the Director General of the Galmudug Parliament, the prosecution of the correspondence; letters and other correspondences with the President of the State:

• Receives both internal/external official documents on behalf of the DG as required including hard copy and soft copy such as the emails and any other documents which can possibly be distributed to the departments and offices concerned in accordance with the directives of the Parliament Office.

• Registration of the incoming and outgoing mails and insurance of distribution in accordance to the directives of the director General

• Recording of the laws. Decrees and numbering after the signature of the President and communicating to the Ministers and departments.

• Pen and Acts of editing, printing and translation/interpretation of documents

• Preparation of minutes of important meetings that take place in the presidential palace or during the president’s visits to the outside and deployed when necessary and kept in the accordance with the directives of the Speakers and the director general.

• Participates in the meeting with Protocol team and pays a close attention for any possible improvements in the course of the preparation of activity.

• Reports to the Director General of the State house and prepares routine activity reports on every activity conducted in the process of Parliament action course.

• The incumbent will be brought into notice of the Director General of any discrepancies, serious incidents or any urgent information which may need serious consideration regarding day to day presidential activities.

• Accepts and fulfills any additional assignments as deemed necessary by the state house authorities.

Qualification and Experience

• Bachelor degree in Secretariats, International Relations, Business Administration, Public Administration, the related fields of studies.

• At least 3 years Relevant working experience

Knowledge and skills required

• Sound knowledge of computer literacy such as Word, Excel, Access, PointPoint Presenrtation is required.

• Good understanding of report writing and Computer skills

• Ability to create and maintain a working environment that will promote value and respect diversity in process of presidential activities

• Excellent interpersonal, planning, organizing, communication skills

• Good understanding of gender issues and rights based approaches

• Clearly conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain their message.

• Excellent communication, planning, supervisory and interpersonal skills that will enable the identification of opportunities to establish effective strategic relationships between one’s area and others to achieve the State house objectives.

• Willingness to work and live under difficult physical and security conditions and the necessary restrictions that this entails

• Ability to work independently and meet deadlines yet effectively to coordinate program activities with other State house projects being implemented as a whole
