NOT REQUIRED ?GENERAL STATEMENTWorking directly under a Research Data Supervisor I and the general direction of a Research Data Manager, the person in this position will, in a learning capacity, assist in carrying out certain program elements for which procedures have been developed. Typical essential tasks include: compiling and classifying data from collective bargaining agreements and other sources; preparing and checking statistical tables; writing brief technical notes and drafting text of reports and memos; answering regulated public and external stakeholder inquiries and collecting data by written correspondence and telephone. The analyst may also be called upon to conduct surveys including the design of questionnaires; revising tables applying user-oriented programming techniques.% OF DUTIESESSENTIAL FUNCTIONS40%Under the California Labor Code, contractors undertaking public works must pay workers not less than the prevailing rate of per diem wages, which includes employer payments for health and welfare, pensions, vacation/holidays, travel time and subsistence pay, training, and similar purposes as determined by the Director of Industrial Relations. The analyst is tasked with researching, referencing, analyzing, calculating and preparing appropriate responses to inquiries from the regulated public and external stakeholders regarding prevailing wage determinations. Answers requests for wage rates, general information on union membership, and other subjects relating to industrial relations which are received from labor unions, employers, government agencies, and others. The Analyst must also be able to direct requests to the proper source if the division cannot give the information.30%Assists in the collection of collective bargaining agreements and accompanying information needed to prepare prevailing wage determinations, contacts union officials when necessary to obtain needed data, analyzes and interprets contract provisions relating to hourly wage rates, wage supplements, hours of work, etc., and assists in the preparation, publication and distribution of the prevailing wage determinations. The Analyst is responsible for identifying modifications to predetermined rates on collective bargaining agreements, and collecting additional information where necessary to update determinations.15%Responds to inquiries from interested parties on issues relating to public works, andassists in preparing appropriate research for petitions to review the prevailing wagerate. The Analyst may also assist the Research Data Specialists, Supervisor II andManager in review of regulations for OAL. The Analyst is familiar with Sections of the Labor Code, Government Code, andPublic Utilities Code pertaining to payment of prevailing wages. 10%Compiles the California Consumer Price Indexes. This includes preparing the indexesfor publishing in all forms and mailing copies to those on the California ConsumerPrice Index mailing list.MARGINAL FUNCTIONS5%Assists with administrative duties such as answering the Prevailing Wage Hotline and Front Office Line as well as updating the Alternative Workweek Schedule database. The Analyst in this position may assist in special economic research assignments, which may involve planning, designing and preparing statistical tables and questionnaires, analyzing trends and relationships and writing text.
