SCHOOLDISTRICT(hereincalledthe "SchoolDistrict")enter into the following Memorandumof Understanding(MOU),which supersedesall previousagreements,versions

and addenda.

TERM This MOUshall be in effectfor one year from August 1, 2018 to July 31. 2019

OVERVIEW The collegeis committedto servingthe studentsand communitiesof the Gulf CoastRegion throughcollaborativeworkwith schooldistrictsin the College'sservicearea.A majorinitiative promotinga college-goingand collegegraduationcultureis the Lee CollegeDual Enrollment Program,whichcomplieswith the rulesset forth by the State of Texas [TACtitle 19, Chapter 4, SubchapterD, Rule??4.84 Section(a)]for dual creditpartnershipsbetweensecondary schoolsand Texas publiccollegesto offer dual creditto qualifiedstudents.

MOU PURPOSE The purposeof the MOU is to outlinethe rolesand responsibilitiesof the Collegeandthe SchoolDistrictsthat participatein the Dual Credit.

DUAL ENROLLMENTPROGRAMDEFINITIONS: DualCredit,endorsedby the Stateof Texas,is a systemwherebyan eligiblehighschool studentenrollsin collegecourse(s)and receivescreditfor the course(s)from boththe college and the highschool. Sincecollegecoursesare being utilizedto awarddual credit,the contentand rigorare parallelto what is taughtto other collegestudentsand utilizethe same curriculumand policies.These collegecourses,academicor career/technical,applytoward highschoolgraduationand a collegedegreeor certificate.

ConcurrentEnrollment,as definedby Lee College,is a systemwherebya studentenrolls in morethan one educationalinstitution(includinga high schooland publicinstitutionof higher education). Concurrentenrollmentstudentseam coursecreditfrom eachdistincteducational institutionand is not dual credit. Concurrentenrollmentstudentsare subjectto the full cost of tuition.

COLLABORATION: It is mutuallyrecognizedthat the Collegeand the SchoolDistricthave certainobjectivesin common,namely:(a) educatingand trainingstudentsin preparationfor furthereducationand futureemployment,(b) providingresidentsof the Districtwith the highestqualityeducational opportunities,and (c) ensuringaccessibilityto educationin the mosteconomicalmeans possible.

The Collegeand SchoolDistrictagreeas follows: o The Collegeand SchoolDistrictofficialswill work collectivelyto providethe necessary informationto ensurethat an effectivecollegecoursescheduleis createdand maintainedfor dual credit.

o The Collegeand SchoolDistrictofficialsagreeto meetno laterthan February1 to constructthe schedulefor the followingacademicyear.Adjustmentsto the schedule will be madeas needed. The Collegereservesthe rightto cancelcoursesdue to low

enrollment. o Maximumcourseenrollmentis stronglyencouragedto promotethe best possible

learningenvironment. o The courseminimumfor collegecoursestaught,duringthe schoolday, by dual credit instructors(see page 3 for definition)is 10studentsper section. o Courseminimumfor face-to-faceor hybridcollegecoursestaughtby Lee Collegeinstructorsat the highschool is 20 studentsfor a lecturecourseand 15

studentsfor a lecturenabcourse. o The Collegepointpersonis the DualEnrollmentAdvisorand/or Director. The School

Districtwill appointliaison(s)with the authorityto approvecoursesand certifystudent eligibility.

DUALCREDITREQUESTFORM: Eachsemesteror year,a Dual Credit RequestFormmust be usedto documentall students' requestsfor enrollmentin collegecoursesand follow the reviewand approvalprocess establishedby the Collegeand SchoolDistrict. The form mustcontainsignaturesof the student,parent/guardiana, nd designatedSchoolDistrictofficials. All completedrequest forms must be turned intothe Dual EnrollmentAdvisorand/orDirectorpriorto the first day of class.

ELIGIBLECOURSES: Collegecoursesthat are academicor technicaland that simultaneouslyallow studentsto earn credittoward a postsecondarydegreeor certificateand highschoolgraduationare eligiblefor dual credit. Collegecoursescan be takento meetelectiveor core course requirementsat the highschool.Classesofferedin the high schoolsettingmust conformto the College'sacademicstandards.

o The collegecourseswill complywith the rulesand regulationsof the Texas Higher EducationCoordinatingBoard(THECB)andthe SouthernAssociationof Collegesand SchoolsCommissionon Colleges(SACS-COC).

o All collegecourseswill adhereto the descriptionand contentof the courseas defined in the currenteditionof eitherthe AcademicCourseGuideManual(ACGM)or the WorkforceEducationCourseManual(WECM).

o Courseswill provideadvancedacademicinstructionand contentthat providesthe studentthe opportunityto masterthe Texas EssentialKnowledgeand Skills{TEKS) for the appropriatehighschoolcourse.

o Developmentael ducationcoursesare not approvedfor dual credit. o The Collegeand School Districtwill makeavailablean approvedlist of dual credit

offeringsfor inclusioninto the appendix.

LOCATIONOF CLASSAND TEACHINGENVIRONMENT: o Courseswill be taught on a collegecampus/site,at the highschool,or online/hybrid. o HighSchoolCampuscourses: o The Collegewill workwith the SchoolDistrictto ensurethat the SchoolDistrict's facilitiesmeetthe expectationsand criteriarequiredfor collegeclassesand are appropriatefor college-levelinstructionthat includesthe following:

standardsand have material/equipmenthat complywith the Colleges current science program requirements. o The Collegewill clearlydefinethe contacthours,curriculumand gradingfor collegecoursestaughton a high schoolcampus.

? Online courses: o DualCreditInstructorsmust use the College'sapprovedLeamingManagement Systemcalled BlackboardLearn. o The Collegewill complywith the THECB'sadoptedPrinciplesof Good Practice for coursesofferedelectronically. o The SchoolDistrictwill providea proctoredtestingenvironmentfor its students. o The SchoolDistrictcan providea proctorfor onlinecoursesat the School Districtsexpense.

? TeachingEnvironment: o The SchoolDistrictwill ensurethat the classroomenvironmentis conduciveto college-levellearningby: ? designatinga classroomfor the collegeclasses, ? displayingthe signs providedby the Collegeoutsideof the classroom that indicate"CollegeCourseis in Sessionn,and assuringno interruptionstake placein the collegecoursewhile in session,suchas removingstudentsfor highschoolactivitiesor making announcementsexceptfor officialbusinessor emergencies.

SCHEDULING: o Whenthere are differencesin calendarschedulesand Collegeclassesare being offeredoff the highschoolcampusat a time whenthe SchoolDistrictis not in session, the studentis responsiblefor attendingthe collegecourse. o Whenthere are differencesin calendarschedulesand the Collegeis not in session, the SchoolDistrictis responsiblefor providingpersonnelto supervisedual credit students. o Collegeor SchoolDistrictclosuresdue to situationssuchas inclementweatheror environmentalissueswill be honoredwithout penaltyto the students o Studentsare responsibleto abide by both Collegeand SchoolDistrictcalendarswhen participatingin dual creditand concurrentenrollment.

FACULTYSELECTION,SUPERVISION,EVALUATIONAND DEVELOPMENT: The Collegehas establishedan approvalprocessfor selectingand/orapprovingqualified SchoolDistrictfaculty (thoseapprovedwill hereinbe called"DualCredit Instructor; to teach collegecourse(s)for dual credit. EachapprovedDualCredit Instructorwill be supervisedby the College'srespectivedepartmentchairor designeeand be evaluatedand monitoredto ensurequalityof instructionand compliancewith the College'spoliciesand procedures,in accordancewith the standardsestablishedby the Stateof Texasand the Southern Associationof Collegesand SchoolsCommissionon Colleges(SACS-COC).

o The Collegewill collaboratewith the School Districtto ensurethat the SchoolDistrict instructorsapplyingto becomeDualCredit Instructorsmeetthe Collegescredentialing requirements,includingindividualdepartmentrequirements.

o SchoolDistrictfaculty approvedas Dual Credit Instructorswill be clearedby the College'sOfficeof HumanResourcesto teach collegecourses.

o Dual Credit Instructorswill submit all requiredreportingdocumentssuch as roster verifications,learningoutcomeresults,syllabi/sectionoutlines,and submissionof grades(pass/failand numeric)by the deadlineset by the College.

o Collegeand DualCredit Instructorsteachingcollegecoursesfor dual credit will verify the first week class rosterto validateall dual credit studentsare enrolledin the college courseand referstudentsnot on the rosterto the appropriateSchoolDistrictliaison. Any student not listedon the Official 12th DayVerification(Census)Rosterwill not be enrolled in the college course.

o Dual Credit Instructorsand Collegefaculty teachingon the high schoolcampuswill notifythe liaisonon the high school campuswhen he/shewill be absentdue to an emergencyor anticipatesan absence.The liaisonwill then notifyall appropriate officials.

o Dual Credit Instructorsteachinghybridor onlinecoursesmust complywith Lee Collegetraining/certificationsfor teaching hybrid/onlineclasses requirements.

o The School Districtwill allow releasetime from School Districtdutiesfor all Dual Credit Instructorsto attend requiredCollegeprofessionaldevelopmentdays organizedby the Collegebeforeeach Collegefull semesterbeginsand departmentalmeetings.

o The SchoolDistrictshall ensurethat the buildingprincipals/designeecomplywith all standards.

CLASS CONFIGURATION: o Collegecoursestaught by Collegefaculty on a high schoolcampusduringthe school day will consistof dual creditstudentsonly. o Non-dualcredit high schoolstudentsare not permittedto enroll into a dual credit course on a high school campus. o Collegecoursestaught by Collegefaculty can consistof a combinationof dual credit and collegecredit students,exceptwhen the course is taught in the daytimeat the high school campus.

CourseCurriculum,Instruction,and Grading: o The Collegewill make everyeffort to adopt textbooksfor a minimumof three years. o The Collegewill providea list of textbooks21 days in advanceof the start of the semesterfor collegecoursestaught by Lee Collegeinstructorsat the high school campusto ensurepurchaseprior to the schoolyear/term. o Dualcredit instructorswill collaboratewith their Lee CollegeDepartmentChairfor approvalof textbookand will providethe textbookinformationto their district. o Attendanceinformationand periodicgrade requestswill be enteredby dual credit instructorsper progressperiod (threeweeks). o Collegepolicy restrictsabsencesto three class meetings.Excusedabsenceswill be determinedby the instructorof record. o The School Districtor high school campuswill supply a calendarof scheduledevents at the beginningof the semesterthat could interruptclass instructionand will notifythe course instructortwo days in advanceof any additionalactivities. studentsare expectedto notifytheir instructorsof absencesat the class meetingprior

to the expectedabsence. Studentsare responsiblefor makingupwork when absent.

o To accommodateexchangeof informationamongthe College,SchoolDistrict,and

instructors,all instructorsteachingcollegecourseswill receivee-mailaccountsfrom

respectiveinstitutions

.

o The SchoolDistrictwill provideaccessto collegefacultyand dualcredit instructorsto

inputnumericgradesintotheir respectivestudentrecords/gradingsystem.

o Submissionof progressreportgradesmay be in Pass/Fail(P/F)format,but semester

and final gradeswill be numeric.

o Springsemestercourseaveragesfor seniorswill be submittedin numericalformat by

Lee Collegeto the high schoolseniorcounseloror designeeat the end of the sthsix

week periodfor the high schoolAcademicClassRankingprocess. A list requesting

this gradefor the seniorswill be sent out by the Dual Enrollmentofficepriorto the

neededdate.

o Courseevaluationswill be deliveredin paperformatto the highschoolto be

administeredbythe districtdual creditliaisonat the end of each semester.

o The SchoolDistrictis responsiblefor administeringhighschoolstatemandated

testing.

LIABILITIESOF PARTIES: Dualcreditstatusshall neitherenhancenor diminishon-campusliabilitiesfor the Collegeor SchoolDistrict. Managementof risk and liabilitiesshall be in accordancewith the College and SchoolDistrictpoliciesand codesof conduct.

ACADEMICPOLICIES,STUDENTCONDUCT,AND STUDENTSUPPORTSERVICES: Regularacademicpoliciesand proceduresapplicableto regularcollegecoursesand

studentswill also applyto dual creditstudents. o Courseperformancewill be part of students'permanentacademicrecordsat Lee Collegeand the SchoolDistrict. o Studentsare subjectto the rulesof conduct,plagiarism,and disciplinarystandards publishedin the Collegecatalogand are subjectto the penaltiesdefinedby such standards. o Any disciplineissuesincludingacademicdishonestyduringcollegecourseinstruction mustbe reportedimmediatelyto the high schooland CollegeDualEnrollmentOffice. o The highschoolwill send a copy of all studentdisciplinereferralsand documented studentbehaviorissues,relatedto or occurringduringany college-instructedcourse, to the Lee CollegeDual EnrollmentOfficewithina week afterthe event. o Studentswho receivea final gradebelowa "C"will not be allowedto progressto other collegecourseswithoutrepeatingthe previouscoursesuccessfully,unlessapproved throughthe dual enrollmentappealprocess. o The SchoolDistrictwill provideplacementfor studentswho are withdrawnfrom the coursefor any reason. o Priorto registrationthe SchoolDistrictwill encourageand assiststudentswho need accommodationsto self-identifyeach semesterwith the Lee CollegeDisabilities Serviceslocatedin the AccessCenteron the Lee Collegecampuseach semester. o SupportServicessuch as labsand tutoringon the Lee Collegecampusare available for utilizationby all highschoolstudentsenrolledat Lee College. Studentsshould obtaina Lee Collegestudentid.

STUDENTELIGIBILITY: o The CollegerequiresSchoolDistrictpartnersto follow all Collegeenrollment proceduresandguidelinesfor dual creditstudents. o All highschoolstudentsare eligiblefor dual enrollmentby meetingthe college readinessstandardsunderthe provisionsof the Texas SuccessInitiative(TSI)and prerequisitesfor the courseas definedby the College. o Thereis no limiton the numberof coursesa highschoolstudentcan enroll in duringa semester;however,carefulevaluationof obligationsshouldbe taken into account. o Specificexceptionsto eligibilityare definedin THECB4.85 (b). o Dualcreditstudentsshall be limitedto courseswithintheir declaredmajorand correspondingdegreeplan. o Dualcreditstudentsmustcomplywith FinancialAid SatisfactoryAcademicProgress (SAP)requirementsregardlessif they are receivingaid or not.

TRANSPORTATION: o Transportationfor classesto Collegesites will follow SchoolDistrictpolicy,whichwill determinewhetherthe SchoolDistrictwill providetransportationand/orallowstudents to drivetheir ownvehicles. o Studentsdrivingtheir ownvehiclesto the Collegecampusmustobtainparking permits. o The Collegeis responsiblefor transportationrelatedto classroomfield trips and may workwith the SchoolDistrictto providethe bestmeans. o The Collegewill makethe SchoolDistrictsawareof any college-sponsoredfield trips.

TRANSCRIPTIONOF CREDIT: o The Collegeas well as the highschoolshouldtranscripta student'sgrades immediatelyuponcompletionof the performancerequiredin the course.[THECB 4.85(h)]. Lettergradeswill be postedon the Collegetranscript. o Finalnumericalgradeswill be sent to the highschool representativein an encrypted spreadsheetafterall gradeshave beencollected. o The SchoolDistricttranscriptionof gradesfor coursesmaydifferfrom the College's basedon TexasEducationAssociationpolicies,specificallythose relatingto courses requiredto havethe Endof CourseSTAARexams.

ENROLLMENTAND TESTING: The Collegewill provideinformationsessionsto all interestedhighschoolstudentsand parentspriorto registration.Thesesessionswill includecontentaboutacademicpolicies, accessto studentinformation,supportservices,cost, and studentopportunitiesand commitments.

o Dualcreditstudentsattendingfor the first timewill: o applyto the College. o take any requiredplacementtests and pay applicablefees, if required. o completethe dual credit requestform. o completeotherapplicableassessmentsor forms.

o Eachsemesterthe Collegewill providetwo placementtestingsessionsfor each high schoolin the SchoolDistrict.Studentsrequiringtestingservicesaboveand beyond

thesesessionswill be requiredto test at the Lee CollegeTestingCenterand pay any fees associatedwith testing. o Highschoolscan assigntesting proctor{s)to be trainedto administerthe test on the high schoolcampus. o Cooperativelythe Collegeand the SchoolDistrictwill ensurestudentsare registered

and enrolledin classes. o The Collegewill providean orientationfor first-timedualcredit students.

PAYMENT FOR SERVICES:

Paymentis expectedpriorto the first day of class. Tuitionfor dual creditstudentsis $125 per

The paymentto the school district will be based on the courseenrollmentas of the College census date as specified in the table. Any arrangementsfor payment to the Dual Credit instructorsfor teachingDual Creditcourseswill be madeby the SchoolDistrict.

ADDITIONAL COSTS: Lowenrollmentclasses: A minimumof 10studentsper sectionis expectedfor all course sectionstaught by DualCredit Instructors.A minimumof 20 studentsfor lecturecoursesand 15 studentsfor lecture/labcoursesis requiredfor all coursesectionstaught by College facultyduringthe schoolday on the high schoolcampus.

Unpaidstudentaccounts: If the SchoolDistrictallowsstudentswho havenot paidtuition andfees to remainenrolledin a course,the SchoolDistrictassumesresponsibilityfor monies associatedwith the students'tuitionandfees.

FUNDING: Boththe Collegeand the SchoolDistrictwill reportstudentsfor statefundingpurposes.

DATA SHARING: To encouragestudentpersistence,assessthe Dual EnrollmentProgram,and to measure student-learningoutcomes,the Collegeand SchoolDistrictwill exchangestudentinformation, grades,and any otherdata, as permittedby law.

RECOGINITIONOF HIGHEREDUCATIONPARTNER When reportingand publicizingdual creditstudentcompletionof collegecourses,degreesor certificates,the SchoolDistrictwill recognizeLee Collegeas their HigherEducationpartner. In addition,the SchoolDistrictwill includethe Lee Collegeapprovedlogoand/ornamein all communicationsin whichany Collegecourseor programis included.

TERM,RENEWAL,AND TERMINATION:

The terms of this agreementshall commenceon

August 1, 2018 ? and supersede

previousagreements.This agreementmay be amendedby mutual written consent. Either

partyreservesthe rightto terminatethe agreementwith a 90-daywrittennoticeto the College's

Presidentor the SchoolDistrict'sSuperintendent.

AUTHORIZATIONOF AGREEMENT: Eachparty representsandwarrantsto the otherthe executionof this agreementhas been duly authorizedand this agreementconstitutesa valid and enforceableobligationof such partyaccordingto its terms.
