All educator preparation program candidates employed as a paid teacher of record on an internship are issued a Probationary Certificate with no differentiation of progress toward certification or level of support candidates should receive.

All educator preparation program candidates employed as a paid teacher of record can be employed up to three years on a Probationary Certificate.

For issuance of a Probationary Certificate and to be employed as a teacher of record on an internship, candidates must: Elementary Assignment: pass the appropriate

content certification examination(s). Middle or High School Assignment: pass the

appropriate content certification examination(s) OR complete at least 24 semester credit hours including 12 of upper division of subject area taught.

Create a tiered license model to differentiate between level of progress for candidates employed as a paid teacher of record while completing program requirements: Intern Certificate: issued to candidates who have not

demonstrated basic knowledge of pedagogy and professional responsibilities (classroom management, code of ethics, etc.) on the Pedagogy and Professional Responsibilities (PPR) certification examination. Probationary Certificate: issued to candidates who have demonstrated basic knowledge of pedagogy and professional responsibilities on the PPR examination. In alignment with proposed tiered license model: Intern Certificate: valid for one year. Probationary Certificate: valid for one year with ability to renew for one additional year. In alignment with proposed tiered license model: Intern Certificate: pass the appropriate content certification examination(s). Probationary Certificate: pass the appropriate content certification examination(s) AND the appropriate pedagogy and professional responsibilities examination.

Educator Support: Mentor/Cooperating Teacher/Site Supervisor ? Chapter 228

Educator Support

All educator preparation program candidates employed as a paid teacher of record on a probationary certificate, participating in clinical teaching or participating in a practicum must be assigned a mentor, cooperating teacher, or site supervisor without any specified qualifications.

The mentor, cooperating teacher, or site supervisor must participate in training without any specified timeframe on when that training must occur.

Educator Support: Field Supervisor ? Chapter 228

To ensure that educator preparation program candidates employed as a paid teacher of record on a probationary certificate, participating in clinical teaching or participating in a practicum receive the support they deserve, all mentors, cooperating teachers, and site supervisors must: have three years' experience as successful certified educator; be currently certified in the certification class (site supervisor)

or category (mentor and cooperating teacher) in which the candidate is seeking certification; successfully complete training prior to assignment; and be collaboratively assigned by the campus/district administrator and the EPP.

Educator Support

An EPP candidate employed as a paid teacher of record on a probationary certificate, participating in clinical teaching or participating in a practicum are supervised by field supervisor: without any specified qualifications besides current

certification; participate in training without any specified

timeframe on when that training must occur; and with no requirements of training component. An EPP candidate employed as a paid teacher of record on a probationary certificate are supervised by a field supervisor who conduct 3 observations over entire full- year assignment.

To ensure that an EPP candidate employed as a paid teacher of record on a probationary certificate, participating in clinical teaching or participating in a practicum receives the support they deserve, all field supervisors must: have three years' experience as successful educator; be currently certified in the certification class in which

supervision is provided; and successfully complete state-approved field supervisor training

prior to assignment. To ensure that an EPP candidate employed as a paid teacher of record receives the support they deserve, all field supervisors must: conduct 5 observations for candidates employed under an

Intern Certificate; and conduct 3 observations for candidates employed under a

Probationary Certificate.

Coursework and/or Training Required Prior to Clinical Teaching/Internship ? Chapter 228

Coursework and/or Training Requirement: 80 Hours Prior to Assignment

All educator preparation program candidates must complete 80 hours of coursework and/or training prior to assignment: for clinical teaching in which candidate is not the

teacher of record alone in a classroom on an internship in which the candidate is the teacher

of record alone in a classroom without any specificity as to what those 80 hours out

of the required 300 hours must be met prior to assignment

To ensure educator preparation program candidates have completed basic competencies of required coursework and/or training, they must: complete 150 hours of coursework and/or training

prior to assignment for clinical teaching or an internship complete 150 hours of targeted coursework and/or training for candidates to demonstrate their basic understanding of specific criteria for beginning teachers

Late Hire Alternative Certification Provision ? Chapter 228

Late Hire Date and Field-Based Experiences

Individuals may become employed as a paid teacher of record without any prior training of the required 80 hours of coursework and/or training or 30 hours of field-based experiences if: they are hired by a school district after June 15; and they enter an educator preparation program after

June 15.

To better reflect the purpose of the late hire provision and more accurately reflect the true challenge to fill all positions before the start of the school year, individuals may be employed as a paid teacher of record without completing any of the required coursework and/or training and field-based experiences if: they are hired by a school district after July 10; and they enter an educator preparation program after July

10.

ASEP Pass Rate: Certification Examinations ? Chapter 229

Pass Rate Calculations for Certification Examinations

Examinations Included in Pass Rate

The SBEC has determined what candidates for certification need to know and be able to do to receive certification based on certification examinations. Educator preparation programs (EPPs) are held accountable for how well they prepare candidates for certification by the pass rates on certification examinations. The pass rate calculations are based on: Only the last examination attempted by candidates,

not examinations failed prior to passing; Only the last examination attempt for the

certification field sought, not all examinations the EPP approved; and Only by the end of the academic year the candidate completed program requirements, not if examinations are taken after August 31 of that year. EPP pass rates are based on the combined scores of the candidates' pedagogy and professional responsibilities (PPR) examination and the content (non-PPR) certification examinations. Some alternative EPPs require the content certification examination for admission purposes and therefore are only responsible for the PPR results for accountability.

To ensure educator preparation program (EPP) candidates are being prepared to demonstrate the knowledge and skills necessary, as required by the SBEC, to improve the performance of the diverse student population of this state, EPPs will be held accountable for the pass rates based on: the first two attempts by candidates who are enrolled

in an EPP or have completed an EPP; and examinations approved by the EPP that are required

for the certification class or category in which the candidate participated in clinical teaching, an internship, or a practicum.

To ensure transparency and differentiation between content knowledge and how to teach students that knowledge, the PPR and non-PPR examinations will be calculated separately for accountability purposes in determining pass rates for EPPs.

ASEP Small Group Exception ? Chapter 229

ASEP Small Group Exception

All educator preparation programs (EPPs) that have a disaggregated group with 20 or fewer candidates will be granted a small group exception and will not have that group's performance counted for accountability accreditation status.

A small group exception will be allowed for EPPs that have a disaggregated group with 10 or fewer candidates which will provide: more EPPs included in accountability system for better

differentiation and support; and greater transparency in how EPPs are preparing

candidates of different genders, races and ethnicities.

Special Education: Life Skills, Content Area and Certification Requirement ? Chapter 233

Special Education Requirements

Individuals with a Special Education certificate can teach content in a special education setting without: passing the content certification examination that

matches the subject and grade level of the assignment; demonstrating competency through the state- approved program; and without any specific guidelines for the assignment to teach life skills and other specialized populations of students with special needs.

To ensure students in special education settings receive the support they need from teachers who have appropriate content knowledge, individuals may be placed in a special education assignment if: they receive special education certification (includes

passing content examination and special education examination); or demonstrate competency through the state-approved program.
