Job DescriptionTitle:Product and Service ManagerSection:Health Provider ServicesBranch:Enabling Services GroupReports to:Executive Director and Chief Information OfficerClassification:Executive Level 1Security Clearance:Negative Vetting – Level 1Location:Canberra, ACTJob ContextThe National Blood Authority (NBA) is an independent, Australian Government statutory agency whose role is to work in a collaborative manner with all State and Territory governments and other responsible parties to ensure that Australia's blood supply is safe, secure, adequate and affordable.This position is part of a team of over 25 officers responsible for the delivery, ongoing development and support for all blood sector ICT systems and the NBA’s engagement with health providers.The NBA operates a range of blood sector ICT systems, used by over 7,000 people (expected to expand to 15,000 by 2017) working in laboratories and hospitals across Australia 24/7 when undertaking a range of functions including blood supply, product and inventory management, management of people with bleeding disorders and the management of immunoglobulin product authorisations.Primary Job PurposeAs one of two senior leaders in the Health Provider Services team, the Product and Service Manager is responsible for the development, articulation and execution of the vision covering our blood sector services and ICT systems. Working in close collaboration with the technical staff managed by the Portfolio Delivery Manager (in a parallel reporting structure), this role is responsible for the operational and tactical prioritisation of ICT product enhancements in addition to overseeing the provision of user support services by the staff in the Blood Operations Centre.Operating under broad direction, the role is responsible for:Developing and documenting the core strategic requirements across the portfolio of blood sector services and ICT systems to guide the development and execution of the resulting three year work-plans.Taking ownership of the product backlog for all blood sector ICT systems, including the prioritisation, review and acceptance of user stories which will drive the execution of the three year work-plans by the teams managed by the Portfolio Delivery Manager.Establishing processes, controls, systems and monitoring to ensure that the NBA meets or exceeds its obligations including, but not limited to, the matters outlined in the Australian Government’s Digital Service Standard.Developing and executing frameworks for active user engagement to guide the work of the User Researcher and Designers in articulating the issues to be addressed by NBA service delivery and systems.Managing the key interactions with internal and stakeholders, providers and related parties including health provider staff, patient, community and clinical groups and the Digital Transformation Office.Developing and implementing service catalogues and standard operating procedures and deliver staff training to enable the Corporate Services team to provide corporate support functions to NBA staff.Developing and implementing service and system monitoring frameworks to provide clear metrics on service uptake, usage, timeliness, cost, quality and user satisfaction.Guiding, mentoring and managing team members to maximise the contribution of team members and effective service delivery.Providing high quality specialist advice on all aspects of the Australian Government’s Digital Service Standard.Selection CriteriaIn the context of the primary job purpose for this role, you are required to establish that you have:Sound professional, technical and management experience in areas of service management as outlined in the Primary Job Purpose.Demonstrated application of sound judgement and business intelligence, the capacity to research and analyse issues and provide sound advice, and to explore innovative solutions to service delivery in a governmental context.Extensive experience in engaging with clinical and scientific stakeholders to ascertain their requirements, influence their actions and ensure active engagement with these groups to develop and maintain service and ICT system delivery.Sound written communication skills, with demonstrated ability to draft frameworks, policies and procedures, and to provide advice and responses effectively, accurately and with attention to detail.Demonstrated ability to be flexible, to work proactively and cooperatively in a small agency, and to build productive working relationships whilst leading and managing a multidisciplinary team.Qualifications/Experience/Certifications:The Product and Service Manager must:either be, or be eligible to become, a Professional Grade member of the Australian Computer Society at the level of Certified Technologist or higher; andeither be, or be eligible to become, a Full Member of the Australian Institute of Project Management at the level of Certified Project Manager (CPPM) or higher.Health related qualifications and/or recent experience in a hospital or related environment is highly desirable.Additional notes and specific conditions:It is an expectation that all NBA employees will perform their jobs professionally, respectfully and pleasantly and in accordance with the principles and practices of workplace diversity, workplace participation and in support of a safe working environment.The Product and Service Manager will be required to:Undertake occasional work on evenings, weekends and public holidays to engage with and support users and stakeholders.Undertake regular interstate travel to carry out their duties.Wear an NBA uniform when undertaking their duties at events attended by external stakeholders.As this is a Designated Security Assessed Position (DSAP) at Negative Vetting - Level 1, the successful applicant must be an Australian Citizen capable of obtaining and maintaining a security clearance at this level.
