Role ProfileJob title:Product OwnerPay band:Band DTerms:Pension: USSAnnual leave: 25 days Hours: Full time 37 hours ROLE PURPOSE:To ensure delivery teams (e.g. scrum) understand what needs to be delivered, by developing a product vision, sense of requirements and relative priorities.To represent and interpret customer and business need, able to communicate clarity. Bridges the gap between business intent and product delivery.REPORTING RELATIONSHIPS:Reports to the Head of Service Development. May be managerially responsible for one or more Data Quality analysts.key RESPONSIBILITIES/DUTIES:Collaborate and negotiate with the business stakeholders to devise a product backlog that communicates a common vision and defines the success criteria for the product.Use own knowledge of the business and data collection streams to influence and identify items for the Product Backlog and assist the Scrum team in finding solutions.Act as the Product Owner for an agile delivery team; owning and managing the product backlog and encouraging the participation of team members to refine the product backlog.Clearly express the product backlog by writing user stories that with clarity and acceptance criteria ensure the successful delivery of the features in each sprint.Continually evaluate the progress of the product backlog with reference to information such as the team velocity to deliver on schedule.Ensure that the product efforts support the company’s overall strategy and goals.Be the primary source of information and truth for the product and leverage this expertise to provide insight and clarity.Ensure that the Product Backlog is visible, transparent, and clear to all, and shows what the delivery team will be working on next.Set priorities and collaborate with the delivery team to organise and prioritise work.Collaborate with other Product Owners to align work and manage core platform features.Promote creativity and encourage business innovation in the pursuit of targets.Advocate Scrum and Agile techniques both in development and to the wider organisation. Work with other colleagues in the Group to provide a coherent and effective approach to the delivery and development of the Group’s functions.Work with the Head of Operations and Performance to agree the priorities for and resolve workload conflicts of the members of the team.Work with colleagues across the Agency on cross-cutting issues as appropriate.May include line-management responsibility including appraisal, development and support issues.Any other reasonable duties to support effective team working across the Agency.PRINCIPAL CONTACTS:INTERNALTechnology Group - Scrum team.Colleagues in the HESA Enterprise, Statutory Services and Data and Innovation Groups.Product stakeholders, to include HESA’s Executive Management Group (EMG).Internal data users.External HESA’s strategic customers, providers, software houses.PERSON SPECIFICATIONESSENTIALSomeone who demonstrates awareness of their environment, sensing and anticipating situations and being able to ask the right questions at the right time.Someone who is comfortable with change, able to fail fast, learn quickly, and be able to adapt to new challenges.Excellent at interacting with empathy and humility.The ability to influence cross-functional teams without formal authority.Able to take on different views from various parties and still be consistent.Able to work closely with a delivery team - but maintain distance as needed.In depth knowledge and experience of HESA data collection streams.A good understanding of data processing and reporting.A skilled negotiator who can manage expectations and keep the broad range of stakeholders’ content.Able to make clear, rational business prioritisations even when there are unknowns.HIGHLY DESIRABLEExperience of working in an agile/scrum environment.Experience of business analysis.Experience of managing a team.ABILITY TO:Demonstrate breadth and/or depth of experience that shows full proficiency across own product/specialism/discipline to be recognised as a source of expertise within own field.Work with clients and reach agreement on a mutually acceptable data specification with a full understanding of the implications to the HESA programme of work.Question, probe and challenge the thinking of others to determine underlying issues.Influence relationships and establish communication channels for self/others to use.Negotiate and influence others and where necessary be assertive with internal and external contacts.Plan work to meet specific objectives within a specified deadline and take initiatives to deliver those objectives in the most effective way, reflecting resource constraints and interdependencies.Respond to a range of different situations, applying a broad range of written and oral communication skills to convey information clearly.Generate solutions to complex issues and take the lead in the development of such solutions and in their implementation.Pay attention to detail across all work programmes.Provide input to Group planning (timescale, resources or quality standards) as a senior member of the Statutory Group.Display diplomacy in sensitive situations.Meet the requirements relevant to the role band as outlined in HESA’s band descriptors – which are available on SharePoint. ................
