PURPOSE:Lead and manage moderately complex capital improvement projects of varying size and scope that are integral to the Landside business plans and initiatives at Sea-Tac International Airport, with an emphasis on expertise in roadways and facilities that support curbside, employee and public parking, rental car, and ground transportation operations in conjunction with a variety of internal and external stakeholders.?ESSENTIAL FUNCTIONS:This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed.? Essential duties and responsibilities may include, but are not limited to, the following:Effectively lead, manage and facilitate complex construction projects from approval to completion.? Ensure the completion of scope within the schedule and budget approved by the Port of Seattle Commission. Serve as principal point of contact for all issues related to assigned projects.Facilitate project planning meetings with the project owner and stakeholders to determine project objectives, requirements and scope.? Complete the project definition effort by developing initial budget estimates, preliminary project schedules, resource requirements and evaluating risk.Facilitate the design process through regular interaction with the project owner, key stakeholders, and project design team. Ensure adherence to project requirements, Port specifications and standards.? Ensure compliance to Federal, State, Port, and other regulatory regulations and guidelines.Ensure that provisions to minimize disruptions to operations and the public, while ensuring the safety of the public, employees, and contractors are included in project contract documents.Support Port Construction Management staff during construction of the project.? Ensure that project requirements are met, and that the design team responds to requests for information and project submittals in a timely fashion.Manage, track and report project controls including project scope, schedule, budget and authorization.Manage design contracts in support of the project including the solicitation and procurement of professional services contracts; preparation and execution of service agreements, amendments, and service directives; the review and approval of according to Port guidelines.Ensure completion of project closeout including public works contract closeout, booking of capital assets, and completion of project as-built records.KNOWLEDGE, SKILLS & ABILITIES:Knowledge of project management principles, practices, and procedures including cost estimating, managing project budgets and schedules, and risk management.? Knowledge of engineering and architectural design principles, practices and procedures.? Knowledge of federal, state, and local regulatory agencies and related regulations, guidelines and procedures as they relate to Port construction projects. Knowledge of federal grant requirements and processes.?Demonstrated effective leadership skills and the ability to effectively influence people without direct authority.? Strong customer service skills and the ability to respond effectively to challenging customers. Well-developed communication skills, both written and verbal, and including negotiation and presentation skills.? Proficient computer skills including the use of various computer applications such as Microsoft Office Suite, Microsoft Project, and other database and project management software. Skill in utilizing critical and creative thinking and problem solving.?Ability to manage multiple moderately complex construction projects simultaneously and prioritize competing tasks. Ability to understand project plans and specifications and their inter-relationship. Ability to lead project teams consisting of both in-house and consultant staff in engineering, design, and construction.??QUALIFICATIONS:Combination of education and experience demonstrative knowledge, skills and abilities equivalent to:Bachelor’s degree in Civil Engineering, Construction Management, or related field; andFive (5) years project management or construction/engineering experienceOR:Two (2) years experience as a Port of Seattle Capital Project Manager II and demonstrated ability to successfully perform at the Capital Project Manager III level.PREFERRED QUALIFICATIONS:Professional certification (i.e., Professional Engineer, Project Management Professional); and/orExperience with transportation related projects.Work EnvironmentWill generally work in an office environment.?Additional DetailsDriver’s License Requirement:??A valid Washington State Driver’s License, or the ability to obtain one, is required.?Weekly Standard Hours:Normal work schedule is Monday through Friday, 8:00 a.m. - 5:00 p.m. (40 hours per week).?EEO StatementThe Port of Seattle is an Equal Opportunity Employer, Affirmative Action Employer and is committed to diversity in the workplace.
