|Job Summary: The Associate Governmental Program Analyst (AGPA) independently performs a wide variety of complex administrative, analytical, and financial assignments |

|in the Unit. This Unit is primarily responsible for legislative bill analysis and development and promulgation of regulations that address or impact Medi-Cal Specialty |

|Mental Health Services (SMHS) and Substance Use Disorder (SUD) service programs under the federal 1915(b) SMHS and Drug Medi-Cal Organized Delivery System (DMC-ODS) |

|waiver requirements, including the Special Terms and Conditions. These duties require the incumbent to conduct him/herself in a professional manner, demonstrate strong |

|analytical skills, have good oral and written communication skills, problem solving and organizational abilities, possess the ability to acquire program knowledge, the |

|ability to research and interpret laws and regulations, and the skills and ability to present upper management with recommendations and alternatives to identified |

|issues. The incumbent must have the ability to properly handle confidential/sensitive information. |

|Percent of Time Essential Functions |

|45% Independently researches and analyzes legislation to develop, draft, and make recommendations on pending legislation and laws pertaining to state and federal |

|government, including policy reports, bill analyses, enrolled bill reports, and briefing documents for behavioral health services. Independently analyzes and determines|

|the impact to the Department of Health Care Services (DHCS) federal and state mandates and program policies for Medi-Cal mental health and SUD programs. Identifies and |

|assesses new mandates, policies, laws and legislation to consult with management on its potential impact to existing regulations and policies that address issues |

|involving mental health, alcohol and other drug treatment, and health care. |

| |

|35% Independently researches and evaluates federal and state mandates and their impact on existing regulations, policies and contractual requirements. Reviews and |

|assists with the development and promulgation of regulations in relation to enacted legislation and federal Medicaid Managed Care (MMC) Regulations as needed in |

|accordance with the Administrative Procedure Act. Researches, identifies, and implements changes in the law as applicable by preparing rulemaking packages according to |

|DHCS’ policies and procedures. Collaborates and consults with Division staff regarding various topics. |

|15% Assists with planning, coordination, consultation, and implementation efforts related to legislative and regulatory activities across the Division and DHCS. |

|Participates in and/or represents the Unit, Branch, and Division at meetings, workgroups, task forces, and special project meetings as necessary. Regularly provides |

|status updates and reports to Unit Chief on the progress of assignments. |
