3837940-43751500JOB TITLE: Cash Transfer and FSL Program Manager TEAM/PROGRAMME: OperationsLOCATION: Darfur, Sudan (negotiable) GRADE: Tier 3, Unaccompanied, Salary Negotiable POST TYPE: Fixed term – One yearCHILD SAFEGUARDING: Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young peopleROLE PURPOSE: The CT & FSL PM will play a lead role in managing the establishment and set-up of Cash Transfer Programming (CTP) as well as any FSL initiatives. across Save the Children response sectors by focusing on market analysis, cash transfer modalities, targeting and implementation. Specifically: 1) leading on the CTP Feasibility and Risk Assessment; 2) undertaking the CTP Delivery Mechanism Assessment, providing recommendations and contingency planning to support the scale up of cash transfer programming; 3) support the cash advocacy strategy/plan. The post holder will work closely with programme management to ensure that assistance complements and enhances the recovery and strengthening of local markets. The role will also involve coordination with the wider community and with local financial partners on the delivery mechanisms, transfer values and targeting of CTP.This position will report to the program Operations Director and will work closely with all relevant sector technical specialists (Health, Nutrition, Education, CP, CRG, WASH, etc.) and Area and Field Managers to support the development of multi sector market based assistance programmes. The post holder will work closely with colleagues in finance and logistics as well to ensure that decision making in CTPs maximises household and community recovery for children and their families in affected areas.SCOPE OF ROLE: Reports to; Program Operations Director Staff directly reporting to: CTP StaffBudget responsibility: TBC MAIN RESPONSIBILITIESProgramme Support and Implementation:Market Analysis, Surveillance and supportLead on ensuring the availability of current, relevant and detailed market information in coordination with SC thematic leads and/or other external sector agencies - ensuring surveillance and assessment findings are documented and shared.Make recommendations and input into the design of cash and market based interventions across sectors, identifying areas where action is required to ‘do no harm’ as well as identifying key value chain actors and market growth areas.Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to develop a MEAL plan for market impact, ensuring that this captures price information and supply for all relevant sectors and build capacity of technical field staff in carrying out the work.Support the set-up and maintenance of a data analysis system to support all market surveillance activities.Work closely with the HR team to identify staffing needs for market analysis, and ensure rapid recruitment, induction and training of new staff.CTP process supportWork with finance colleagues to ensure appropriate and accountable modalities of cash transfer are in place and that these approaches are adapted, as needed, in later months of the response.Work with Logistics teams to support the transition to market based approaches as soon as appropriate. Work closely with Operations and PDQ to support fundraising for economic assistance, including engagement with donors.Work closely with the MEAL lead to support the development of accountability activities for CTPs, ensuring that feedback from all relevant stakeholders is considered in programme design and implementation.To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.FSLLead on technical FSL assessments (including market assessment) in coordination with other SC thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.Working with the Program Operations Director and Humanitarian Advisor to develop FSL response plansWorking closely with the Program Operations Director and Humanitarian Advisor and the PDQ team to support fundraising for FSL, including development of high quality concept notes and proposals, and engagement with donors’ technical advisors in country.Capacity Building:Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff. Representation & Advocacy & Organisational Learning:Represent Save the Children on the multiagency Cash Working Group. Work with technical sector leads to ensure that Save the Children's cash based programming is coordinated with efforts of other agencies. Strong influencing skills and experience in advocacy.Politically and culturally sensitive with qualities of patience, tact and diplomacy.The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working mitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.Desirable:Knowledge of Save the Children Familiarity with Market Analysis in emergencies and in development contexts.Experience or knowledge of working and living in relevant regions/contexts.Specific experience of working in interagency assessments.
