|Job Purpose: |

|To support the Head of Economic Development and Regeneration and the Regeneration Team in the delivery of the Council’s regeneration programme |

|and projects, working with related professional teams, providing comprehensive and effective co-ordination and monitoring support to ensure the |

|successful delivery of the Pembrokeshire Regeneration Strategy |

| |

|Act as the central reporting point ensuring that communication channels are appropriately and clearly maintained, in order to monitor and |

|provide reports on projects regarding their progress against time and budge and the utilisation of appropriate resources. |

| |

|When appropriate, under the supervision of colleagues in the Regeneration team be responsible for the project management of dedicated les |

|complex schemes in their entirety to gain and develop experience in this area of Regeneration work. |

|Principal duties and responsibilities: |

| |

|Utilise project planning tools and techniques to plan and monitor projects to ensure they meet specifications, deadlines and budgetary |

|requirements to support the development, co-ordination and monitoring of capital development projects under the Regeneration programme |

|Provide the Regeneration Manager with update reports on the delivery of activity the team and lead on the production of project management |

|reporting paperwork for the wider project board and external stakeholders. |

|Independently, produce, maintain and monitor programme and project documentation for work stream activities including all project and work |

|packages and leading on the technical administration of programme and project boards through the collation of agendas and papers for respective |

|regeneration steering groups |

|Establish clear communication channels and provide a coordination role with internal and external project teams and professionals, to ensure |

|their understanding of the requirements of projects being undertaken and their effective operation, managing project document management and |

|retention practices to ensure projects are compliant with funding partner’s requirements |

|Liaise with commissioned specialist consultants supporting the development and management of regeneration projects, to ensure parameters of the |

|projects are maintained and all requirements and objectives are met . |

|Under the supervision of the relevant Regeneration Officer, undertake the development, management and delivery of appropriate small to medium |

|scale regeneration projects for the Council. |

|Work with the Funding Team to prepare, submit and negotiate funding applications, to the relevant funding providers, including private sector |

|investment. |

|Relationships: Responsibility for People – Supervision/Management: |

|1. There are no formal line management or supervision responsibilities |

|Impact and Advising: Decision making, Planning requirements and Procedural context: |

|Maintain and monitor project plans and schedules, drafted and agreed with the Project Board and Project Teams, arranging and co-ordinating |

|meetings between project board members / stakeholders, including creation and distribution of agendas and minutes. |

|Report on the delivery of activity and make decisions within agreed tolerances with the Regeneration Manager and identifying deviation from plan|

|action. |

|Undertake the collection and collation of information and client requirements for the purpose of briefs to suppliers & contracts for services. |

|Populate administrative systems to facilitate shared information across the wider project team, with responsibility for the overall management |

|of filing, version control and storing of project documentation |

|Document and follow up on important actions and decisions from Partnership and Project meetings and monitor to ensure they are completed as |

|directed. |

|Relationships: Communication / Nature of Contacts: |

| |

|Liaise directly with a wide range of internal stakeholders including Officers in Procurement, Finance, Construction management, highways, |

|Planning and Conservation Development, to establish project requirements and ensure deadlines and targets are being achieved. |

|Liaise with consultants and contractors working as part of the project to ensure project timescales are being met or any deviations or changes |

|are agreed and re-negotiated. |

|Collate and provide appropriate information to the project Board and project Partners to supply timely operational updates on progress, |

|deviations or amendment to project plans or any concerns or potential for change identified. |

|Communicate and engage with groups and individuals in the community to encourage them to become involved in suitable aspects of the project and |

|also to support third-party raising of funds to undertake specific aspects of regeneration projects. |

|Support the collation and dissemination of information for ongoing matters regarding the delivery of regeneration projects for both internal |

|colleagues and external stakeholders |

|Contribute to the development and maintenance of excellent working relationships with partners and wider stakeholders in the local community |

|and beyond. |

|Employ a broad range of media to promote the regeneration agenda. |

|Job Working Environment: |

|1. Working in an office environment in County Hall/heritage venues. Generally normal office hours with the need for some evenings and/or weekend|

|working for meetings/sessions with stakeholders and the local community. |

|2. Occasional on-site attendance for review and supervision purposes with attendant travel requirements. |

|Person specification – Qualifications, Knowledge, Experience & Skills: |Essential |Desirable |

|Qualification to HND/ HNC or NVQ4 level in a related subject such as, but not exclusively, Business |X | |

|Management or Business Administration. | | |

|Period of project management support experience, with skills developed working in a similar capacity | | |

|and as part of a wider project team. This may include regeneration schemes, housing, planning, |X | |

|conservation or public realm projects or programmes. | | |

|Project Management Qualification such as APM, Prince 2, etc. | | |

|Basic knowledge and understanding of the methods and processes of large-scale capital works and their | | |

|applications, gained through practical working applications. |X | |

|Proven ability to undertake financial monitoring and interpret financial data. | | |

| |X | |

|Practical experience of externally funded projects, providing monitoring documentation and reporting | | |

|on progress. | | |

|Practical experience of commissioning and managing work with third parties. | | |

|Exceptional communication skills, both written and verbal, for the provision of information and | | |

|negotiation to develop and maintain relationships and form partnerships that ensure activities take | | |

|Experience of community engagement work with an understanding of the barriers faced by some | | |

|communities/individuals in accessing heritage | | |

|High level of proficiency in working with standard office IT applications, such as Microsoft Word, | | |
