The unit has a strong emphasis on participatory consultation and community decision making to ensure projects and strategies are aligned with community expectation. The incumbent will be responsible for a range of recreation planning projects which may include the planning of future stages of the Warburton Mountain Bike Destination and Yarra Valley Trail projects in collaboration with other recreation and active living officers. The incumbent will also be responsible for managing other recreation and active living projects from program development through to handover of projects to internal units of Council. The role will require the management of external consultants through the concept development stage, whilst remaining project sponsor and lead responsibility for the duration of projects. The role is also responsible for playing a key recreation liaison and interface role with local sporting groups, and recreation industry groups, to ensure they are supported in their needs from both a building, and a participation perspective. Equally, the role is responsible for driving the active living aspirations of Council, through development of strong connections to community and township groups, as well as internal departments where strategic relationships exists such as Business and Community Wellbeing, Creative Communities, Youth and Social and Community Planning.All positions will be required to undertake roles and activities related to Business Continuity and Emergency Management in preparation for and during times of crisis.Yarra Ranges Council promotes the safety, wellbeing and inclusion of all children, including Indigenous children, children with a disability and children from culturally and/or linguistically diverse backgrounds. Work with consultants and community representatives to ensure communication and the development of the project design is inclusive and respectful of council and its prioritiesPrepare innovative briefs for consultants, using standard Council documentation, adhering to Procurement processes and procedures to ensure compliance with relevant procurement legislation and the Local Government Act, whilst ensuring they reflect the culture, social and environmental characteristics of Yarra RangesPrepare scopes that inform innovative and effective design and recreation service delivery that meets the needs of the communityInternal Consultant/Technical Expert - Provides expert advice to others within the organisation based on knowledge gained from professional training or work experience.Support the development of rigorous feasibility and business cases for projects with the service provider / client areaLead and manage innovative consultation and partnerships with communities through inception, planning and delivery of key projects and strategiesLead and sponsor strong community consultation and links with township groups and other stakeholders to encourage participation in the creation and conceptualisation of recreation and active living projectsLiaise with the community, Councillors, key agencies and other Directorates within the Council through feasibility assessment, and concept development, to establish and reinforce cross-organisational links for projects, and the value to the communityRepresent the Recreation and Active Living team and Council at external meetings and forumsAttend public or working group meetings as required to assist with the presentation of projects at various stages of development for public consultationAttend site meetings and other meetings as might be required to manage the implementation of projectsEnsure advice provided internally and externally reflects knowledge and understanding of industry trends and current best practiceEnsure open clear communication in all team environmentsWork closely with other areas of the Council and the Executive Officer Major Projects to ensure that the Council’s facilities and infrastructure support these program strategies & policies in a sustainable wayInternal Project Manager - Plans and directs internal projects that require managing time, budget, and resources to meet objectives.Lead planning projects, in collaboration with other recreation and active living officers, to help shape the long term recreation needs of the Yarra Ranges Community Project manage the strategic delivery of these programs through consultant engagement and management to deliver high quality recreation and active living strategies, feasibility studies masterplans and township projects from inception through to handover of to internal units of Council.
