Job Title: Senior Property Manager

SUMMARY

The Senior Property Manager is a member of BNT Property Management team, supporting achievement of the mission: to lead, empower and strengthen Bridgeport’s neighborhoods. BNT develops and manages affordable housing, provides comprehensive homeownership education, foreclosure prevention services and rental counseling. The Senior Property Manager will be responsible for the day-to-day management of various scattered site properties totaling 208 units and 15,000 sq. ft. of commercial space. The Senior Property Manager is responsible for but not limited to the following: developing annual operating budgets, oversee the management of Boston Post, collect rents, manage rent roll, rent-up of vacant units, managing contracted maintenance company to ensure that buildings are maintained to the highest housing quality standard.

RESPONSIBILITIES

Operations: 40% of time

Develop operating budget for each property, rent collection management, ensure that the Property Manager assists with eviction of tenants in compliance with court order and direction from lawyers and property owner, approve and submit invoices for payment, work in coordination with local housing authority on rental assistance units to ensure compliance with Housing Assistance Program (HAP) contract and Section 8. Monitor utility expenses, perform energy audits, and implement changes to lower costs. Annually appeal City property assessment per property to reduce tax liability and advocate for a 10 year tax freeze.

Marketing: 20% of time

Oversee that advertisement of apartments are in compliance with the Affirmative Fair Housing Marketing Plan. Comply with tenant selection plan per project and with LIHTC and other specific funding sources.

Maintenance: 20% of time

Ensure that properties have curb appeal and contribute to the stability of neighborhood and that units are in compliance with Housing Quality Standards (HQS). Supervise contracted maintenance company and develop landscaping and grounds keeping schedule, schedule maintenance and repairs, procure and negotiate contracts with vendors, conduct bi-weekly inspection of properties to maintain high standard of physical operations, conduct on-site unit inspections upon unit turnover and semi-annually to ensure units are in good physical condition, resolve emergency maintenance issues, ensure compliance with all safety rules and regulations

Financial Reporting: 20% of time

Review and analyze monthly financial statements, maintain financial records of property operations, provide monthly report to Director, charge and collect rents and other fees in accordance with lease agreements, assist in the preparation and development of annual property management operating budget, review and approve all property purchases recommended by team members, examine all contracts for goods and services. Authorize contracts in accordance with company policies and procedures and in accordance with budgetary guidelines, review capital expenditure needs and bring to the attention of supervisor for additional direction.

QUALIFICATIONS

• Bachelor’s Degree and 5 years of equivalent work experience preferred.

• At least five year experience managing complex intergovernmental programs/projects with private sector involvement related to housing rehabilitation, community and housing development, required.

• Familiar with applicable local, state, and federal laws and regulations including Fair housing laws.

• Excellent communication, interpersonal and presentation skills, both written and verbal

• Ability to maintain essential written records and reports

• Proven ability to work as a self-starter and team member.

• Excellent project management skills, ability to work independently;

• Demonstrated strong judgment and integrity.

• Outstanding written, verbal, presentation, computer, and project management skills.

• Experience with Microsoft Office suite, including Word and Excel and ability to type more than 50 wpm.

• Ability to travel to community sites throughout Bridgeport, CT.

• Property management certifications: ARM, CPM, COS, BOS, LIHTC certification or similar certification

• Ability to travel to community sites

SCHEDULE

This is a full time position, 40 hours per week to be performed on site at BNT offices. The Senior Property Manager must be available to work flexible hours to accommodate the needs of tenants and may be required to travel locally to meet with partners, facilitate workshops in the community, etc.

COMPENSATION

Salary commensurate with ability and experience. Compensation includes medical and other fringe benefits.
