CALL TO ORDER:
Michael Berg, Chair, called the business meeting of the State Board of Master
Electricians to order at 10:00 a.m.
EXECUTIVE DIRECTOR:
Mr. Berg introduced and welcomed Robin Bailey as the new Executive Director for the State Board of Master Electricians.
MINUTES:
The minutes of the Business Meeting held June 24, 2014, were reviewed. Motion (I) was made by Mr. Oles, seconded by Mr. Welborne and unanimously carried to approve the minutes as written. Motion II, was made by Mr. Oles, seconded by Mr. Berg and unanimously carried to approve the minutes of the Executive Session as presented.
COMPLAINT REPORT:
The Complaint Committee reviewed Complaint Elec-140013 with the members. The Board is waiting for a response from licensee requesting additional information as requested by the Board.
The Complaint Committee referred a complaint to the jurisdiction after its review, and determined that it was within that local’s authority.
OLD BUSINESS:
The Board discussed continuing education (“CE”) for inspectors on inactive status. Counsel discussed with the members that CE is not required for inactive inspectors. To reactivate a master electrician license, an individual will first have to obtain 10 hours of CE, pursuant to COMAR 09.09.02.01 in the two years prior to reactivation.
NEW BUSINESS:
Mr. Papavasiliou, Assistant Commissioner, discussed with the members House Bill 1119 and the Senate Bill 87 and the Task Force which consisted of eleven members regarding proposed changes to the electrical industry. Mr. Oles suggested a recommendation to House Bill 1119 in reference to licensing and regulating low voltage licenses.
Ms. Bailey discussed with the Board revenue, issuance of licenses, registration numbers and permits.as well as the legislative session process.
CONTINUING EDUCATION: COURSE PROVIDERS:
The Board reviewed two Course Providers and information regarding courses for continuing education. The Board determined additional information is required in order to fully evaluate his application.

The Board reviewed the PSI Exam results for the month of June 2014:

EXECUTIVE SESSION:
Motion III was made by Mr. Wilson, seconded by Mr. Welborne and unanimously carried by the Board to enter into Executive Session at 10:50 a.m., in the 3rd Floor Conference Room, 500 N. Calvert Street, Baltimore, Maryland 21201-3651. This meeting was permitted to be closed pursuant to State Government Article, Annotated Code of Maryland § 10-508 (a) (8). The purpose of the session was to consult Counsel regarding applicants for licensure.
Motion IV was made by Mr. Wilson, seconded by Mr. Welborne and unanimously carried to return to the public session.
Motion V was made by Mr. Wilson, upon reconvening the public meeting, seconded by Mr. Welborne and unanimously carried to accept the findings in the executive session.
APPLICATIONS SUBMITTED BY PSI:
The Board approved four applications to take the master electrician’s license examination.
The Board placed in pending 1 application to take the master electrician’s license examination.
The Board denied four applications to take the master electrician’s license examination.
ADJOURNMENT:
Motion (VI) was made by Mr. Warner, seconded by Mr. Oles, and unanimously carried to adjourn the meeting at 11:30 p.m.
