Condition Assessment,Urgent Repairs of Sewers Lot A - 89 kilometers of Gravity Sewers with CCTV and Lot B ? 8.2 km of Force Mains with Special Device (SD)

within the Colombo Municipal Council Area

1. The Government of the Democratic Socialist Republic of Sri Lanka has received a loan from the Asian Development Bank (ADB) towards the cost of the Greater Colombo Water and Wastewater Management Improvement Investment Program (Tranche 2), and intends to apply part of the loan funds to cover eligible payments under the above-mentioned Contract. Bidding is open to Bidders from eligible source countries of ADB.

2. The Chairman, Cabinet Appointed Procurement Committee (CAPC), on behalf of the Secretary, Ministry of Public Administration, Home Affairs, Provincial Councils & Local Government (hereinafter referred to as the "Employer") now invites sealed bids from eligible and qualified bidders for the above-mentioned contract, the scope of which is briefly described below:

3. International Competitive Bidding will be conducted in accordance with ADB's Single -Stage: Single -Envelope bidding procedure. The eligibility and qualification requirement shall be as given in Section 3 of the Bidding Document

4. Interested bidders may inspect Bidding Document free of charge prior to collection, and obtain any further information, at the office of "Project Director, Greater Colombo Water and Wastewater Management Improvement Investment Programme ? Tranche 2, No. 86, Ananda Kumaraswamy Mawatha, Colombo 7", from 9:00 to 16:00 hours on working days until the date of deadline for submission of bids as given in paragraph 9. 5. A soft copy of the Bidding Document in PDF format is available for inspection by any interested bidder in the following link. However such document would be applicable only for inspection, and shall not be valid for submission of bids.



6. Bidders could purchase a complete set of the Bidding Document between 9:00 and 16:00 hours on working days, on the submission of a written application to the address in paragraph 4 above and upon payment of a non-refundable fee of Sri Lankan Rupees One Hundred Thousand (LKR 100,000) or US Dollars Five Hundred and Sixty (USD 560). The method of payment will be in cash, or a certified check/demand draft drawn from a reputable bank in Sri Lanka in favour of `Greater Colombo Water and Wastewater Management Improvement Investment Programme'. The Bidding Document may be collected in person or could be mailed locally free of charge upon receipt of the payment. On request, against a faxed copy of the evidence of the remittance, the Bidding Documents may be sent by courier service if the charges of courier service is previously paid for by the Bidder in his country. In such case no liability will be accepted for loss or late delivery of the Bidding Document.

7. A site visit would be conducted commencing at 9:30 hours on 31 July 2020, and a Pre-Bid meeting would be held commencing at 14:30 hours on the same day, at the address given in paragraph 4 above. Bidders are well advised to attend both events however web conference facility will be provided for attending the pre-bid meeting via an internet app, for bidders who are unable to physically participate in the pre-bid meeting, due to the limitations arising from the present Covid-19 pandemic situation.

8. Bids shall be valid for a period of 147 days and the bid security shall be valid for a period of 175 days from the date of deadline (or any extended deadline) for submission of bids.

9. Bids prepared in the formats and details given in the Bidding Document, must be delivered either by registered post or be inserted in the "Tender Box", addressed to the Chairman, Cabinet Appointed Procurement Committee (Attn: Chief Financial Officer), Ministry of Public Administration, Home Affairs, Provincial Councils & Local Government, No. 330, Union Place, Colombo ? 02, Sri Lanka, on or before 15:00 hours on 28 August 2020.

10. Late bids shall be rejected. Bids will be opened immediately after the above deadline for submission of bids, in the presence of bidders' representatives who choose to attend.

11. The Ministry of Public Administration, Home Affairs, Provincial Councils & Local Government will not be responsible for any costs or expenses incurred by bidders in connection with the preparation, attending pre-bid meeting and delivery of bids.
