PUBLIC HEALTH EMERGENCY PREPARDNESS & SAFETY COORDINATOR: Currently there is one vacancy within the Public Health Department.

RESIDENCY REQUIREMENTS: Candidates must be legal residents of Greene County for at least six (6) months immediately preceding the date of the examination.

SALARY RANGE: $45,000 - $50,000

MINIMUM QUALIFICATIONS: Candidates must meet the following requirement by the last file date of AUGUST 8, 2014

A. Master’s degree in Public Health, Nursing, Health or Public Administration, Human Services of a closely related field;

OR

B. Bachelor’s degree in Public Health, Nursing, Health or Public Administration, Human Services or a closely related field and

two (2) years of experience in public health or community health;

OR

C. Associate’s degree Pubic Health, Nursing, Health or Public Administration, Human Services of a closely related field and four (4)

years of experience in public health or community health.

TYPICAL WORK ACTIVITIES: (Illustrative Only)

Assists the Public Health Director in the development of the Greene County Emergency Preparedness Plan; Works closely with the

Greene County Director of Emergency Services, local and state law enforcement, local health care providers (including pharmacists, veterinarians, health care agencies and hospitals), local and state emergency response providers/agencies and the New York State

Department of Health; Designs and participates in planning exercise that will test the efficiency of the Emergency Preparedness Plan; Completes investigations regarding outbreaks of infectious diseases; Evaluates and prepares reports, including recommendations

regarding said investigations; Develops educational materials and programs that enhance the public’s knowledge about infectious disease and public health programs; Serves as a resource for public health and county staff regarding federal, state and local laws,

codes, rules and regulations related to emergency service, infectious and communicable disease; Develops policies and procedures regarding bio-terrorism, communicable or infectious diseases and natural disasters; Assists Human Resources Department in safety

training, employee safety, medical testing and training records; Advises Accident Review Committee; Advises Human Resources Department of changes in laws affecting safety, commercial drivers licensing and related areas; Interacts with the Federal

Occupational Safety and Health administration, New York States’ Public Employee Safety and Health and other regulatory agencies; Responds to requests by County personnel for review of work site conditions and renders immediate binding decisions in matters of

safety; Assists County department heads in the preparation and maintenance of written safety plans; Coordinates actions of department safety representatives.

SUBJECTS OF EXAMINATION: A written test designed to evaluate knowledge, skills and/or abilities in the following areas:

1. ENSURING EFFECTIVE INTER/INTRA AGENCY COMMUNICATIONS: These questions will test candidates' understanding of techniques for interacting effectively with individuals and agencies, to educate and inform them about topics of concern, to clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with the staff of one's own agency and/or that of other agencies in cooperative efforts of public outreach or service.

2. EMERGENCY PLANNING AND RESPONSE/BIOTERRORISM: These questions test for a knowledge of such topics as the development, review, implementation, and application of public health preparedness and emergency response plans, including plans that respond to acts of bioterrorism. These questions also test for a knowledge of accepted procedures for managing and containing public health emergencies, and coordinating the efforts of other agencies in response to these emergencies.

3. PREPARING WRITTEN MATERIAL: These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.

4. PROGRAM PLANNING AND EVALUATION: These questions test for a knowledge of basic concepts and techniques in such areas as the planning function, factors involved in implementing new procedures or programs, and evaluating their results and effectiveness. The questions are conceptual in approach and fundamental in level; they do not involve the manipulation of data nor the application of quantitative methods.

5. UNDERSTANDING AND INTERPRETING TABULAR MATERIAL: These questions test your ability to understand, analyze, and use the internal logic of data presented in tabular form. You may be asked to perform tasks such as completing tables, drawing conclusions from them, analyzing data trends or interrelationships, and revising or combining data sets. The concepts of rate, ratio, and proportion are tested. Mathematical operations are simple, and computational speed is not a major factor in the test. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.

The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication "How to take a written test" helpful in preparing for this test. This publication is available on line at: cs.testing/localtestguides.cfm
