The objective of the assignment is to assess municipal/district infrastructure needs and identify priority investments for Dhusamareeb and Beledweyne that could potentially be financed under SURP-II. This firm must consult government to validate and approve the assessment at all stages of the assignment. It will aim to strengthen the coordination capacity of the PCU under the MoPW and will ensure full inputs from the municipal PIUs. The firm will present the findings and analyses to the PIUs, the PCU and WBG. Interested firm Consultants must provide their detailed profile demonstrating that they meet the following shortlisting criteria:Firm’s core business including years in business since incorporation;At least eight years’ general experience in undertaking urban infrastructure, urban planning/development, municipal administration, and institutional assessments in the context of Fragility, Conflict, and Violence (FCV) and post-conflict environment using both qualitative and quantitative methods. Experience in Somalia will be considered an advantage;Demonstrated capacity in communications and coordination skills in efficiently leading dialogues on complex developmental issues?with government counterparts across multiple?levels?of?government is required;Demonstrated knowledge and understanding of urban planning/development, municipal administration, urban infrastructure and service delivery issues in the select municipalities in a devolved or federal system such as in Somalia is required; Documentary evidence of at least three (3) similar assignments completed within the last five years is required; Firm’s technical and managerial capability to deliver the assignment.The attention of interested Consultants is drawn to the effect that Selection of Firm/Consultant will be in accordance with in the World Bank’s “Procurement Regulations for IPF Borrowers (“Procurement Regulations”) dated July 2016 and revised in November 2017 and August 2018. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.
