What is the establishment?The HR establishment is the total full time equivalent (FTE) of Public Service positions needed to carry out the Department’s functions. It enables salary budgeting, accommodation planning and tracking of human resources against departmental priorities.The establishment includes:all full time and part time Public Service positions, whether currently filled or vacantall ongoing and fixed term Public Service positions (the establishment will fluctuate as fixed term positions end)all Public Service positions that would usually be filled by an employee, but are currently occupied by an agency hire contractorall Executive Officer positions.The establishment does not include:casual employeescontractors or consultants not occupying a position that would usually be filled by an employeestatutory appointees.As of October 2017, there is an agreed establishment for each Group and Authority. People Division provides monthly reports comparing FTE numbers against the Group or Authority establishment. These reports will enable managers to plan their staffing arrangements in line with establishment numbers.What does the establishment mean for recruitment?From time to time, government priorities may require an increase in the establishment. In order for People Division to create a new position, the Group or Authority will need to:confirm with the Financial Services Division that there is sufficient budget to cover the positionconfirm with the Corporate Accommodation Branch that the position can be accommodatedobtain approval for the relevant Deputy Secretary or Authority Head.The attached workflow shows the link between the establishment and recruitment. The establishment does not impact the process for filling an existing position. When completing a request for staffing action form or VPS appointment/salary authority form, hiring managers should include the position number and last occupant of the position. This enables the Group or Authority’s establishment to be tracked accurately.In accordance with the Department’s policies, Groups and Authorities can elect to move the location of a position, change the grade or change the time fraction of a position to meet business needs, provided the total FTE remains unchanged with sufficient budget.
