A. Authorized Personnel. These regulation changes are issued for all Uniformed Service Members and DoD Civilian Employees.
B. New Regulation Changes. Material new to this change is indicated by yellow highlighting and is effective IAW the date of this change unless otherwise indicated.
C. Applicable MAP and/or CAP Items and Brief of Revisions. This change includes all material and revisions written in the following MAP and/or CAP Items:
MAP/CAP 018-19(E) ? Revision of Appendix A Terms D through G. Updates and revises terms D through G in Appendix A.
MAP/CAP 028-19(E) ? Change the Term "Secretary Concerned" to "Service Secretary". Changes the term "Secretary Concerned" to "Secretarial Process" or "Service Secretary" in the JTR, and also adds a definition to JTR, Appendix A for the term "Service Secretary." The term "Service Secretary" provides distinction from the term "Secretary Concerned," currently used throughout the JTR to authorize action by the PDTATAC Principal without further delegation, as described in JTR, Appendix A. Affects pars. 032006 and 050501.
MAP/CAP 030-19(E) ? PPM Clarification. Clarifies when PPM reimbursement is 100% of the maximum weight allowance if a Government Transportation Office is not available. Updates PPM references and moves JTR, par. 051307 regarding personally procured move advances to new par. 051501.G. Removes the words "moving him or herself" from the verbiage in the advance language for monetary allowance (95%) since it is misleading. Affects pars. 051307 and 051501-G.
MAP 031-19(E) ? Makes Permanent the Pilot Program Allowing Service Members to be Inactivated from Active Duty. Implements Section 551, "Permanent Career Intermission Program" of the John S. McCain National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019. Section 551 amends Chapter 40 of title 10, United States Code, by adding a new section, "Career flexibility to enhance retention of members" (10 U.S.C. ?710). This item makes permanent the pilot program in JTR, par. 051008, permitting Service members to be inactivated from active duty.
MAP 033-19(E) ? Delete Par. 051206. Removes JTR, par. 051206. The authority for this paragraph expired December 31, 2018 (37 U.S.C. 474(a)(6)).
MAP 035-19(E) ? Over-Water Transportation of a House Boat. Deletes erroneous information in par. 052403-B4(h) and (i).
