Strategic Plan 2016-21The Royal College of Art’s Strategic Plan 2016–2021 articulates a bold vision to marry creative arts and design with science, technology and medicine. Through a series of strategic interventions, the RCA is injecting and interweaving the creative arts and design with three core scientific disciplines: computer science, materials science and robotics. The new Battersea South building represents the single largest transformation of the RCA’s physical estate in 180 years. Battersea South will be a landmark for London and a beacon for the creative industries representing a radical new paradigm in postgraduate education. Within the new integrated campus, RCA will create purpose-built spaces for its existing research centres and introduce a Computer Science and Robotics space. Close collaboration with industry necessitates the creation of two new knowledge exchange laboratories: one in 2D/3D visualisation and immersive technologies and another in advanced modelling and manufacturing processes. The new knowledge generated will feed into new taught programmes and benefit generations of future students.? Ten new Master’s programmes will be launched over the next decade.??????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????In 2016, the UK Government announced an unprecedented grant of ?54 million to provide 50% of the cost of delivering this new campus and vision. This grant came from Her Majesty’s Treasury and is disbursed by the London Borough of Wandsworth. Enabling works for the new building began in April 2018, with completion scheduled for September 2021.?Kensington and White City CampusesThe College also has existing campuses at Kensington and White City. Planning is in progress for a major refurbishment of the Darwin, Frayling and Stevens buildings in Kensington, which will involve the replacement of much of the existing buildings” core infrastructure and the potential addition of a new-build extension onto the site to generate new student studio spaces and technical workshop facilities. The Kensington project is in its early master planning stage, with a view to the refurbishments being commenced in 2025/26.? The College is likely to have to manage significant phases of the refurbishment while the buildings are in occupation and use, and to plan for the decant and recant of staff and students to allow for progress of the works.The RCA’s White City campus houses the School of Communication and the Graduate Diploma programme.? This campus was expanded in March 2020 by the acquisition of new space at MediaWorks, adjacent to the current Garden House premise on the White City Place estate, to allow for the growth of the Graduate Diploma students and for the School, as well as providing additional technical spaces and a large bookable board/lecture room for 50-60 people.Estates & Campus Operations Directorate In anticipation of the physical expansion of its campuses and the planned growth of its student cohort, the College is strengthening the Estates & Campus Operations (E&CO) Directorate to enable it to professionally support excellence in academic teaching, learning and research across all three campuses. The current team comprises 26FTE and is in the process of being restructured and grown in 2020 to reflect the expanded responsibilities for three RCA campuses. The appointment of the new Operations Manager – Security will complement the recent appointments of peer Operations Managers for Compliance, Contract Management and Building Services who are already in role. The four Operations Managers each bring vital technical knowledge and subject matter expertise to E&CO, and are important to its development into a high-performing, professional and agile team.The Directorate is responsible for all aspects of the management of the RCA’s existing estate, including delivery of capital works projects and refurbishments, and the day-to-day operational management and facilities management service delivery to staff, students and visitors at each campus. These responsibilities include:Development of the RCA’s Estates Strategy for the long-term asset management of the property portfolio, so as to support the planned growth of the student cohort;Management of major, strategic capital projects across the RCA estate, to support the delivery the RCA’s Strategic Plan and Estates Strategy;Management and delivery of minor capital works projects for the fitting out, refurbishment and alteration of existing College premises, including the annual Summer Works programme;Leading the data collection, analysis and reporting on performance of the RCA’s property portfolio against relevant sector and industry benchmarks, and generating management information to inform decision-making in relation to property assets;Oversight of all commercial real estate transactions, including lease negotiations, acquisitions and disposals, rent reviews and rating appeals for assets within the College’s property portfolio;Management of all planned and reactive maintenance to all the College’s building services (MEPH, HVAC), currently delivered under a number of outsourced contracts with a small contractor implant team; Delivery of a range of facilities management soft services (including cleaning, catering, security guarding and shuttle bus services, all under contract); ?Management of all space planning, internal physical moves, relocations and allocation of space and resources to individual Directorates, Schools and academic programmes;Day-to-day operation of campus facilities, including set up of seminar, meeting and tutorial spaces; delivery of incoming post, porterage and front of house reception services;Providing support for College events (including student exhibitions and degree shows).JOB DESCRIPTIONTitle of post: Operations Manager – Security Salary: Competitive salary dependent on relevant skills and experience.Permanent Principal location of work: This is a cross-College role. The post will be based at the RCA’s Battersea Campus, however will be required to work across all three campuses as attention to security issues requires. Immediate line manager: Deputy Director – Campus Operations (Battersea)OVERALL JOB PURPOSE To support the Director of Estates & Campus Operations and the three Deputy Directors in the delivery of efficient and effective estates and facilities management services across the RCA’s Kensington, Battersea and White City campuses, with a particular focus on the management of the College’s security services, and operation and maintenance of physical security hardware and infrastructure. You will provide specialist technical and professional support in the management of all the College’s security services, and in the maintenance of all security systems and infrastructure (intruder alarms, CCTV, access control systems etc.). You will lead on the forward planning, development and implementation of effective and efficient installation, commissioning and maintenance for all security systems on RCA campuses, and act as the lead responsible for any additions, upgrades or refurbishment of the infrastructure.As a key member of the Estates & Campus Operations team you will ensure the provision of a professional, cost effective, timely and quality driven security service for all RCA premises through the use of specialist contractors and the direct labour force. You will lead on development of security strategies, protocols and policies across the College.KEY RESPONSIBILITIES: Senior services responsibility: Acting as the senior lead responsible and subject matter expert within the Estates & Campus Operations team for all aspects of the College’s physical security across all three RCA campuses; ensuring that security services are managed and maintained so as to support College operations and activities throughout the academic year, and in alignment with the teaching, learning and research activities being undertaken by staff and students. Campus communications: Providing clear and concise communications on all aspects of security activity, particularly in cases of disruption caused by security incidents, planned maintenance or equipment outage; inspiring and maintaining confidence and projecting professional authority in interactions with customers and stakeholders and maintaining a visible and active contact point of escalation for resolution of any issues related to security services.Security management: Ensure the provision of a secure environment for staff, students and visitors to the RCA’s campuses through the prevention of crime and the application of security measures and related design; ensuring that the campuses’ security infrastructure is maintained at an optimum level, commensurate with the staff, technical and budget resources available and that maintenance routines do not impact adversely on campus operations or the student experience; contributing to the Directorate’s annual review of performance of the RCA’s estate, developing and implementing a comprehensive suite of security strategies, protocols and policies appropriate to the RCA environment.Contract/contractor management: Ensuring appropriate quality and performance management of external third-party contractors, consultants and other service providers engaged to deliver security services on RCA premises using appropriate metrics, KPIs and SLAs; ensuring that third party contractor personnel are managed and monitored in delivery of their work; using appropriate permits to work, systems for acceptance or rejection of workmanship etc. to verify that security personnel are competent and qualified to perform activities so as to maintain and improve operational resilience and service quality.Systems compliance: Ensuring that all security equipment and infrastructure is managed and maintained in full compliance with relevant statutory and regulatory requirements, including health and safety, building standards and environmental legislation, and that appropriate site records are maintained to support regular inspections and internal audits; ensuring that all statutory Inspections and certifications, such as for CCTV cameras and alarm monitoring, are carried out as prescribed.Business continuity: Ensuring that appropriate systems and procedures are in place to ensure that the RCA’s campuses and buildings are physically secure; ensuring business continuity, disaster recovery and critical incident response protocols are in place; participating in the on-call out of hours and critical incident response rotas for the RCA campuses as required. Carry out security audits and business security risk assessments for all areas of campus using a high level analytical and problem solving approach.Record keeping: Responsible to the Director of Estates & Campus Operations for the manual and electronic recording of all aspects of the College’s physical security which may be required to meet the needs of the statutory bodies, the local London Boroughs and planning authorities; maintaining asset and maintenance records via the RCA’s Computer Aided Facilities Management (CAFM) system and asset registers.Capital works project support: Contributing to the delivery of relevant capital works projects with a security element, including the preparation of CAD drawings, writing technical specifications, tenders, securing all statutory approvals, evaluation of tender documents and awarding of contracts; supporting the Estates & Campus Operations Directorate’s Capital Works team with compilation of specialist technical information for external design consultants on capital/ refurbishment / life cycle projects, including the annual Summer Works programme of alterations and refurbishments. Community relations: Develop and maintain close and effective working relationships with community groups, neighbourhood policing and other multi-agency partners, to ensure their continued support and to ensure the mitigation, where possible, of any negative impact the RCA and its students in particular may have due to issues such as anti-social behaviour. Pro-actively forge positive and influential relationships with the Police, Fire Service and other security agencies as required.Performance improvement: Assist the Director of Estates & Campus Operations with the development of strategy, policies and procedures for efficient and effective delivery of security services across the RCA campuses to deliver performance improvements; carrying out periodic surveys to appraise the condition of the security infrastructure and to update records to accurately reflect asset condition and life cycle; contribute insight to the annual assessment of performance of the estate; delivering against the annual work plan for the Estates & Campus Operations Directorate, which aligns with the Estate Strategy and the College’s strategic priorities. Budget management: Contributing to the budgeting, forecasting, cost control and monthly reporting of all security-related expenditure in accordance with the RCA’s Finance Regulations; ensuring that appropriate governance, risk management, change management and audit controls are implemented on all expenditure; identifying opportunities for efficiency savings and for achieving improvements in value for money.Staff Management: Managing relevant in-house direct labour and outsourced professional and technical staff; taking responsibility for line, pastoral performance management of the individual staff; ensuring that staff receive adequate and appropriate training, development support and motivation to be competent in their roles; identifying staffs’ training needs and ensuring that agreed training protocols are implemented and recorded within personal development plans. PensionThe Royal College of Art is a member of the Superannuation Arrangements of the University of London (SAUL) which is a contributory defined benefit pension scheme.
