The meeting was called to order and Quorum was established. Introductions were made and the attendance roster was routed.

Heather Meyer briefly discussed the development process from the Nadcap Tutorial (See attachment). The Boeing Company presented data representing their need for development of such a program. This data included root cause mapping as well as pareto analysis of rejections of fasteners. Other OEM’s in attendance concurred that they experienced similar issues relating to fasteners.

Action item: For primes & suppliers to provide list of suppliers + their processes to PRI for PRI analysis of suppliers currently Nadcap approved for special processes. Due Date for submittal of listings: January 30th, 2004.

Action Item: PRI to develop a time-line and rosters from previously created task group for historical review. Due Date: January 30th, 2004.

The Task Group developed its charter (see attachment) which included team scope, team members, and expected process towards development.

Action Item: Airbus to submit a formal team member name for Vice-Chairman position. Due Date: January 30, 2004.

Action Item: Boeing to provide contact information for SPS Team Member. Due Date: January 30th, 2004.

Action Item: Assignment of Specific People to Task Group (names to be submitted by all attendees of official representatives). Due Date: January 30th, 2004.

Upon completion of the charter, the Task Group reviewed and modified the definitions of fasteners as well as standard vs. non-standard parts (see attached). Agreement was made to incorporate both standard and non-standard hardware for the scope of this task group.

The Task Group reviewed the previous Fastener Task Group’s proposed product model. Noted changes were made to update:

For Fastener Manufacturers: the minimum quality system requirement will be AS9100 registration. For specific special process approvals (non-destructive testing, heat treating, materials testing laboratories, chemical processing, non-conventional machining and surface enhancement), this task group will develop a “less than” standard for each. Each will be developed into a “slash sheet” and attached to the fastener manufacturing audit. Primes/OEM will be responsible for flow-down of either the applicable “slash sheet” or full accreditation for the special process(es).

For the issue of distributors, full distributor approval (AS9120) will be required for non-standard parts. Specifications including AS7103, AS7104, AC7004 and AS9003 were considered but it was agreed that the industry would consolidate to the most recognized specification. AS9120 met these criteria.

Action Item: Part Numbers from OEM’s/Primes (via PRI staff ) to Special Process Review Teams for review and recommendation of “less than” process audits. Due Date: January 30th, 2004.

Action Item: The following people will review/recommend a “less than” audit for each special process (one day max audit time each SP):

Chemical Processing- Richard French; Heat Treating- Larry Phipps; NDT-Pete Torelli; Materials Testing Laboratories-Tom Johnson; NMSE – To Be Assigned. Due Date: February 12, 2004.

Action Item: Review part numbers submitted by OEMs/Primes and develop manufacturing flow-charts of fastener manufacturing processes (Hi-Shear and Alcoa). Due Date: February 12, 2004.

The Task Group agreed to participate in a monthly conference call (additionally, webex if needed).

Date: Beginning February 12, 2004 (Second Thursday of Each Month)

Start Time: 9:00 am pacific time; 12:00 noon eastern time; 6:00 pm CET

To conduct the meeting, it was also agreed that a minimum of three Prime/OEM representatives and one supplier representative must be present. The next meeting (face-to-face) will be tentatively scheduled for the April Nadcap Meeting in Toulouse, France.

Action Item: PRI to schedule the conference call/webex for February 12, 2004. Due Date: February 2nd, 2004.

Action Item: PRI to coordinate meeting logistics for the Toulouse Meeting. Due Date: March 2004.

Action Item: Primes/OEMs/Suppliers to provide specific individual names and company information for invitation to Toulouse Meeting. Due Date: February 12, 2004.

Action Item: PRI to draft invitation letter to be forwarded to above recommended listing requesting attendance in Toulouse Development Meeting. February 30th, 2004.

The Task Group reviewed the action items assignments and completion dates (see attached summary table).

The Task Group also reviewed the Milestone Chart (see attachment).

Action Item: PRI to modify the Milestone Chart to incorporate conference call progress and revised completion/implementation dates (from charter). Due Date: February 12, 2004.

It should be noted that this milestone chart does not agree with the timeline established in the charter. This milestone chart was not evaluated in detail during this meeting. Therefore, it will be reviewed during the next meeting.

The Task Group agreed to adjourn the meeting.
