JOB DESCRIPTION Job TitleHealth & Safety Co-ordinatorSalary BandSCP 24 - 26 (?26,823 - ?28,631)Reporting ToHR Operations ManagerContractPermanentPrimary Purpose of the PostTo coordinate, support and advise the Asset Management service area in following and complying with health, safety and environmental legislation and policies, minimising occupational risk in the workplace. Support the service area in ensuring corporate and service area H&S arrangements, processes and practices are adopted and adhered to and comply with safety legislation across internal workforce and contractors. To support line management in their functions under the Construction Design and Management Regulations. Ensure learning and development plans meet the needs of H&S compliance, monitor and review the plans working with officers across the service area using their knowledge and experience to promote a positive health, safety and environmental culture in the workplace whilst working closely with the H&S Business Partner.Key Role Specific Responsibilities Keep up to date with applicable aspects of relevant health, safety, welfare at work and environmental legislation/regulations including updates and developments, interpret and communicate relevant changes to service area management. Review/amend local policies and procedures as appropriate.Assist the service area meets its statutory obligations in all areas pertaining to health, safety, environmental and welfare at work, including statutory training and reporting. Co-ordinate the development of local health, safety, environmental policies, safe systems of work and procedures; To Support line management in their functions under the Construction Design and Management Regulations and; Ensure that all Health & Safety policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated.Ensure the safety inspections programme, fire drills and fire alarms are correctly reported, method statements, risk assessments and lone working procedures are correctly managed by supervisors and employees are aware of their responsibilities. Provide regular statistical and evidence based reports on relevant health and safety activities, as and when required; Develop and promote a program of Health, Safety, environmental and Wellbeing campaignsEnsure a safe workplace environment without risk to health. Provide advice and guidance in the preparation of service area health and safety strategies and develop internal arrangementsProvide advice and guidance on the completion and regular review of risk assessments for all work equipment and operations.Promoting a culture of sharing best practice and continuous improvement;Monitoring and reviewing your service and the way in which it is delivered;TrainingSupport service area in delivering a structured programme of health, safety environmental training throughout the service areaLiaise with internal Learning & Development dept. in the provision of training programmes Support and monitor health and safety training records are maintainedProduce local management reports, newsletters and bulletinsInfluence and encourage by promoting a health and safety learning cultureOn - Site SupportSupport officers in ensuring equipment is installed and monitored safelyEnsure officers who carry out method statements and risk assessments do this function correctly showing all risks are reduced as low as reasonably practicable. Provide advice and guidance on how risks could be reduced.Outline safe operational procedures which identify and take into account all relevant hazards;Ensure line manages conduct accident investigations and ensure they are documented, with recommended improvements implemented. Ensure where necessary, the programme of documented health & safety inspections, audits and checks take placeBe flexible on the understanding the service area works in a 24/7 safety critical environmentSupport HoS and Safety Representatives in delivering excellence in safety, health, environmental and compliance and;Visit sites to ensure teams are working safely and adhering to risk assessments and method statementsSupport H&SBP in H&S audits across the estateGeneral Corporate ResponsibilitiesPutting the customer, both internal and external, at the heart of everything we do in terms of Safety, Health and compliance;Anticipating and meeting customer needs and expectations;Adapting our Health and safety approach to recognise the diverse needs of our customers;Enhancing the customer experience through safe delivery of services and workplace approach.Participate in regular meetings when required to report on relevant health, safety and compliance matters. All other criteria are desirable.CRITERIAMETHODS OF ASSESSMENTQualifications & TrainingA relevant health & safety qualification e.g. NEBOSH Certificate or Equivalent (E)Technician Membership (Tech IOSH) or higher membership of the Institution of Occupational Safety and Health (IOSH) (E)Attained or working towards professional membership in a construction/engineering related profession;(D)A construction-based health & safety qualification e.g. NEBOSH Certificate, in construction or Equivalent (D)NEBOSH Certificate in Fire safety and risk Management or equivalent (D)A,IA,IA,IA,IA,IExperience & KnowledgeMin 2 years’ experience in either Construction, marine or industrial/engineering environments providing support to line management in their functions under the Construction Design and Management Regulations; (E)Detailed knowledge and experience of health and safety legislation with demonstrable evidence of application (E)Experience of working in a customer centred role (internal and external customers).
