General Summary of Function/Purpose of PositionThis position is serves as the Mega Projects Specialist responsible for developing and managing all real estate aspects of mega projects which includes; budget, schedules, resources, and performance of right-of-way activities.? These projects have statewide significance and require coordination across region, division, bureau, department and agency lines.? Real estate activities for Mega Projects include the completion of the acquisition of all property interests needed for the project including coordinating with the Attorney General’s office and parcel possession through condemnation.This position is also the statewide technical expert for MDOT’s statewide Relocation and Demolition programs.? It is responsible for providing statewide relocation technical expertise on highly complex projects and working with the Federal Highway Administration (FHWA) and the Office of the Attorney General (OAG) to interpret and implement state and federal laws and regulations.? It is responsible for demolition activities, including contract preparation through letting, award, and implementation including demolition pre-construction meetings, environmental inspections, coordinating utility shutoffs/disconnects, and consultation with field engineers for all aspects of the demolition process.? This position is responsible for the development, management and oversight of standard operating procedures, document form templates and business practices for use by statewide real estate employees for relocation and demolition.? This position is responsible for all relocation and demolition training to MDOT staff as well as creating all relocation and demolition training materials.? Additional functions include the ability to utilize a central database, relate department policies and procedures by interfacing with state and federal agencies, local units of government and other public entities and the general public.15. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:50Develop and manage all real estate aspects of Mega Projects which includes budget, schedules, resources, and performance of right-of-way activities.Individual tasks related to the duty:Develop work plans and schedules to assure timely completion of right-of-way activities on the project.? Monitor the schedule and task activities on a regular basis to assure smooth project flow.? Identify major milestone events and document progress.Establish and coordinate the activities of the project team to complete the project.Coordinate and develop Request for Proposals for real estate activities required for mega projects.? Responsible for the efficient advertisement, selection and evaluation of real estate consultants and demolition contractors for these plete acquisition of all parcels on the project including coordinating with the AG’s office and parcel possession through condemnation.Work with MDOT real estate staff, real estate consultants and the OAG to develop acquisition strategies to ensure compliance with applicable state and federal requirements while meeting MDOT project schedules and budgets.Develop a detailed project work breakdown structure (Planisware or alternative) to identify all needed activities throughout project phases.? Identify critical path items and monitor successful completion.Facilitate and resolve issues that arise and lead the project team to resolve the barriers to meeting the project objectives and deliverables.Maintain up-to-date cost estimates and spending for all phases.Brief leadership on project activities and seek policy direction as appropriate.Prepare weekly and monthly reports on status of project.? (e.g. task, schedule, costs)Organize and maintain project records and documentation for final recommendations for department implementation.Develop and coordinate the department’s project team to ensure compliance with state and federal regulations specifically the Uniform Act and UCPA.? Right-of-Way quality control measures will be developed and implemented by this position annually for Mega Projects.Oversee the real estate project budget.? Assure that when significant changes occur, that alternatives are developed and considered to maintain project budget while meeting project intent.Maintain coordination with municipalities, special interest groups, and local, state and federal governments.Facilitate resolution of project issues.Oversee and manage consultant teams that perform real estate tasks, from consultant selection through audit closeout.Schedule, facilitate, and attend project related meetings.Develop MDOT written policies, procedures, guidelines, standard operating procedures, document templates, forms, and business practices for managing real estate activities for Mega Projects statewide.Prepare written project related documents and correspondence.? Maintain up-to-date briefing papers on the project status to assure immediate response can be issued to constituents, public officials and department management.Represent the department in explaining project details at public meetings and with the news media when appropriate.Represent and testify on behalf of MDOT to articulate and substantiate real estate activities and actions taken by MDOT and/or consultants.Duty 2General Summary:Percentage:30Statewide technical expert for MDOT’s Relocation program.Individual tasks related to the duty:Develop written procedures, guidelines and forms for relocation functions.Prepare and approve all statewide Conceptual State Relocation plans for projects with highly complex parcels including large commercial and industrial properties.Advise the Project Support Unit supervisor and Real Estate Services Section manager on highly complex relocation matters.Highly complex includes relocations that involve strategies and decisions that can impact future projects and policies. Advise the Real Estate Services Section and region office staff on eligible relocation expenditures based on state law and federal regulations.Verify that relocation procedures, including state laws and federal regulation, have been followed regarding relocation eligibility status and relocation payments.Prepare draft legislation changes to Michigan statutes when required by federal relocation law changes.Instruct Real Estate Services Section and region office staff regarding relocation issues that impact real estate operations.Interpret state laws and federal regulations and make recommendations to region and central office staff based on this interpretation.On behalf of division administrator and Real Estate Services Section management, obtain all necessary legal documents and all other templates from the OAG, department leadership and the FHWA for MDOT’s relocation program as required by the relocation appeal/administrative hearing process.Analyze, review, approve or reject highly complex relocation expenses for residential and business displacees.Highly complex includes relocations that involve strategies and decisions that can impact future projects and policies.Evaluate and develop strategies with the OAG in preparation for all relocation appeals heard before an administrative law judge and the Michigan Transportation Commission.Coordinate with department statewide staff and the OAG in preparation for relocation appeals hearings.Represent MDOT and testify as the department expert for relocation appeals hearings for highly complex parcels.Highly complex includes relocations that involve strategies and decisions that can impact future projects and policies.Create and maintain all necessary statewide relocation procedures, forms and training documents.Relocation project manager for the Gordie Howe International Bridge (GHIB) project – duties include managing, coordinating, tracking and oversight of all relocation resulting from the GHIB project.Develop and make presentations to statewide MDOT staff, consultants and other professional organizations regarding relocation matters.Duty 3General Summary:Percentage:15Statewide technical expert for MDOT’s Demolition program.Individual tasks related to the duty:Prepare and coordinate demolition contracts for the demolition of building and improvements located within the right of way.Provide inventory and maintenance of state acquired building improvements and fixtures.Monitor the closing, vacation, possession and demolition of parcel improvements prior to right of way certification.Coordinate clearance, possession and demolition with the Property Management Unit for condemnation parcels.Oversee, evaluate and prepare cost estimates for all demolition contracts.Monitors all demolition contracts on a statewide basis.Duty 4General Summary:Percentage:5Other duties as assigned.Individual tasks related to the duty:Other duties as assigned by supervisor.16. What are the minimum education and experience qualifications needed to perform the essential functions of this position.EDUCATION:Possession of a bachelor’s degree in any major.EXPERIENCE:Property Specialist 13 - 15Four years of experience equivalent to a Property Analyst, including two years equivalent to a Property Analyst P11 or one year equivalent to a Property Analyst 12.KNOWLEDGE, SKILLS, AND ABILITIES:Those typically acquired while obtaining the minimum qualifications listed above.?
