1. ACTION REQUESTED/PURPOSE:

A) Approve award of Formal Bid No. B-130198, Transmission Rebuilds for Lee Tran, to the following vendor

meeting specifications: Reliable Transmission Service, Inc.; at discounts and prices as listed on the attached Lee

County Tabulation sheet.

B) Approve the award of the Line Item Costs for the core charges on an as needed basis, at the prices listed on the

attached Lee County Tabulation Sheet.

C) Approve the initial term of this quote for two years.

D) Grant the Procurement Director the authority to renew this bid on an annual basis for three additional one-year

periods, at the same term and conditions, if doing so is in the best interest of Lee County; and, to exercise the price

revision clause as per the specifications on an as-needed-basis.

E) Approve an estimated expenditure of approximately $25,000.00 annually for these commodities/services.

2. FUNDING SOURCE: Funds are currently budgeted, and therefore, no additional funding is required to award this bid. Funds are budgeted annually in the Lee Tran operating budget for the purchase of rebuilt transmissions.

3. WHAT ACTION ACCOMPLISHES: This action will allow Lee Tran to acquire transmission bebuilds on an as needed basis, in a cost effective, efficient, and timely manner. This item is for the purchase of rebuilt transmissions for the 30', 35', and 40' fixed route buses.

10. Background:

On March 19, 2013, the Division of Procurement Management received sealed quotations for the annual acquisition

of Transmission Rebuilds for Lee Tran; on that date, 2 responses were received. The quotations have been

thoroughly reviewed and a recommendation is being made to award to the following vendor meeting all

specification requirements: Reliable Transmission Service Inc. This bid is for the purchase of rebuilt transmissions

vs. new transmissions, which results in a cost savings of $10,195 per transmission. ($15,000 new and $4,805

rebuilt). This procurement is considered a part, not a service. The transmission is rebuilt to factory standards using

only OEM Parts. The warranty is the same for a new or rebuilt transmission, which is two years or 100,000 miles.

A new transmission needs to be replaced at approximately 500,000 miles. A rebuilt transmissions has a life of

250,000 miles.

The estimated annual expenditure is $25,000 for the purchase of rebuilt transmissions, and funds are currently budgeted in the FY12/13 operating budget. Therefore, no additional funding is required to award this bid. Funds are budgeted annually in the Lee Tran operating budget for the purchase of rebuilt transmissions.
