ANGELA GUSSING

Angela Gussing is the Head of Operations for Latin America and the Caribbean for the International Committee of the Red Cross (ICRC) since 2007 at headquarters in Geneva. In her present function, she oversees the ICRC activities in the region and coordinates the support needed for the field delegations. Previously, from 2003 to 2007, Ms. Gussing was the Head of Division for Cooperation and Coordination within the International Red Cross and Red Crescent Movement, leading ICRC's engagement with national societies worldwide. She started to work for the ICRC in 1990 and was assigned to field missions in Mozambique and Somalia until 1993. Between 1993 and 1997, Ms. Gussing worked as an independent development consultant and carried out various short-term missions in Mozambique, Somalia, Sri Lanka, Ethiopia, Botswana, Norway, South Africa, and Swaziland.

Ms. Gussing obtained her University Degree as a Bachelor of Arts in 1983 from the Instituto Superior de Administraçao in Lisbon, Portugal. She worked in the private banking sector in Switzerland as customer manager for Latin American countries before joining the ICRC in 1990. She is fluent in English, French and Portuguese, and has a solid command of Spanish and Italian.

ANTON CAMEN

Suizo, tiene un Diploma en Leyes de la Universidad de Ginebra, Suiza. Practicó principalmente en derecho de la cooperación, derecho de agravios y derecho penal en Suiza antes de integrar el CICR en enero de 1996.

Se desempeña en el CICR como asesor legar de operaciones en la Sede en Ginebra, como delegado en Etiopia, como asesor legal con base en Moscú para los estados de la Ex Unión Soviética y como asesor legal con base en Budapest para Europa Central y los Balcanes. Desde Diciembre de 2002 es asesor legar para América Latina y el Caribe con base en Ciudad de México.

En sus funciones conduce visitas a personas privadas de libertad, observa los procedimientos de crímenes de guerra, supervisa los programas regionales para proveer servicios de consulta para los Estados en cuanto a la ratificación e implementación de tratados internacionales, entrena oficiales públicos de los gobiernos, cuerpos legislativos y judiciales de diferentes países, participa en muchos encuentros de expertos y conferencias internacionales, realiza numerosas conferencias para audiencias militares y académicas y escribió varios artículos en materias relacionadas con el DIH.

Swiss. Holds a law degree from the University of Geneva, Switzerland. Practiced mainly cooperate law, law of torts and criminal law in Switzerland before joining the International Committee of the Red Cross (ICRC) in January 1996.

Served the ICRC as legal adviser to the operations at headquarters in Geneva, as delegate in Ethiopia, as legal adviser based in Moscow for the States of the former Soviet Union, and as legal adviser based in Budapest for Central Europe and the Balkans. Since December 2002 holds the post of legal adviser for Latin America and the Caribbean, based in Mexico City.

During his assignments in the field conducted visits to persons deprived of their liberty, observed war crimes trial proceedings, oversaw the ICRC's region-wide programs aimed at providing consultative services to States on ratification and implementation of international treaties, trained public officials from governments, legislative bodies and judiciaries from different countries, participated in many expert meetings and international conferences, did numerous lectures to military and academic audiences, and wrote several articles on subjects related to international humanitarian law.

JENS-MARTIN MEHLER

Mr. Jens-Martin Mehler, a German national, is the Protection Team Leader of the Regional Delegation for United States and Canada of the International Committee of the Red Cross (ICRC). In this capacity, he is the delegate in charge of organizing ICRC's visits to Guantanamo. He joined the ICRC in 2002 and worked as protection delegate in the Gaza-Strip (2003-2004) and Israel and the Palestinian Occupied and Autonomous Territories (2004-2005). Prior to his present assignment, he worked for two years (2005-2007) with the ICRC in Iraq where he visited internees held by the Coalition Forces.

Before joining the ICRC, Mr. Mehler was from 1996-1998, Fellow at the German Oriental Institute in Beirut, Lebanon and from 1998-1999, Research Associate at the Institut Français des Etudes Arabes à Damas in Damascus, Syria. He later participated in missions of the OSCE in Kosovo and Serbia as an election observer (2000-2001).

Mr. Mehler holds a Master's degree in Political Science, Modern History and Arabic with a specialization in Arabic Nationalism and Islamic Fundamentalism

ALEARDO FERRETTI

Aleardo Ferretti is the Senior Delegate to the Armed Forces for the United States and Canada of the International Committee of the Red Cross (ICRC). Mr. Ferretti joined the ICRC in 1985. His operational field experience started in Lebanon during the civil war as a field delegate and relief coordinator (until mid 1987). Later he was seconded for more than two years (1989-1992) to the ICRC operation in Sri Lanka, where he worked with the armed forces in creating a comprehensive Law of Armed Conflict (LoAC) training programme. More recently he spent two years (2001-2003) in Colombia as deputy head of the ICRC Delegation in Bogotá and as the coordinator in charge of field operations and security. His last posting was in Beijing (2005-2007) where he was in charge of ICRC contacts with the Chinese, North Korean, South Korean and Mongolian armed forces.

He served in the Swiss Army for over twenty years, rose through the ranks to become commander of an infantry battalion and ended his career as a Lieutenant Colonel and LoAC adviser in the staff of the Commander-in-Chief. Additionally, he served as a UN Military Observer with UNTSO (1991-1992) on the Golan Heights and in South Lebanon. His military experience made him integrate in 1987 ICRC's newly created Unit for Relations with the Armed and Security Forces (ASF). He holds an M.A. in English Literature and Linguistics from the University of Zurich, Switzerland.

MICHEL MINNIG

Mr. Minnig (56), a Swiss national, is the regional delegate of the International Committee of the Red Cross (ICRC) for Argentina, Brazil, Chile, Paraguay and Uruguay. Mr. Minnig holds a degree in Political Science and Higher International Studies, and has over 20 years' experience as a delegate for the ICRC, having worked in Iraq, Lebanon, Rwanda, Russia, Nicaragua, Yugoslavia, Azerbaijan and Peru, among other countries.
