Student Selection

1) Identify possible students for Title I services using agreed upon multiple criteria that are educationally-related, objective, and developmentally appropriate. Record the information on the Region 10 Title I Student Eligibility List. (Students must reside in a Title I participating public school attendance area and must be failing or most at risk of failing to meet high standards to be served.)

2) Have the list approved by Region 10 consultant.

3) Send a letter to parents requesting permission for students to participate.

4) When permission is received, students may begin Title I services. If parent denies services, Region 10 suggests that parent meet with the principal to discuss student needs.

In order to participate in Title I, Part A student services, the student must meet both of these guidelines:

• Student must reside in a Title I participating public school attendance area.

• Student must be failing or most at risk of failing to meet high standards in reading or math.

Students must be selected for services using multiple, educationally-related, objective, developmentally-appropriate criteria.

Students in K-2 (at least 2 criteria)- updated 5/13 by Advisory Council

• Homeless or participated in the last 2 years in Head Start, Even Start, Early Reading First, Title I Preschool, or a Title I, Part C program

• Teacher recommendation

• Developmentally-appropriate measure

• Standardized test score below 50%

• Principal recommendation based on failing to meet expectations

Students in grades 3-12 (at least 2 criteria)- updated 5/13 by Advisory Council

• Achievement tests – Below 50% on a reading or math standardized test

• Student grades

• Failure of reading or math during 1st semester of the year

Delivery of Instructional Services

1) After consultation with private school officials, Region 10 must design a Title I program that meets the needs of private school students. Emphasis should be on:

• Methods and strategies that have been shown to be effective through scientifically based research

• Extended learning time

• High-quality curriculum

• Program supplements and is coordinated with regular classroom

2) Services for participating private school children include, but are not limited to:

• Research-based instruction in math, reading/ELA, science, social studies

• Tutorials

• Small group instruction

• Computer-aided instruction

• Extended-learning opportunities

3) Simply providing a private school with instructional materials and supplies is not an option.

4) Any materials and supplies that are purchased for Title I instruction must be ordered by Region 10 rather than the private school. Private schools cannot be reimbursed for purchases. These materials and supplies must be used only for Title I instructional purposes.

5) The space for Title I services must be used exclusively for Title I during the time those services are being conducted, but the space may be used for other purposes at other times.

6) To ensure the delivery of well-coordinated and high-quality services, Title I teachers, classroom teachers of private school participants, private school officials, and Region 10 consultant should meet and discuss the design and development of the Title I program.

7) The Title I teacher may use the same textbooks and materials as those used in the regular classroom as long as they are secular and the instructional services supplement and do not replace the classroom instructional program.

8) Title I instructional services will be provided through a contract between Region 10 and an individual, association, agency or organization. These providers must be independent of the private school and any religious organization in the provision of these services.

Parental Involvement

Activities for the parents of private school students participating in Title I services must be planned and implemented after consultation with private school officials and parents. The purpose of the parent activities is to assist private school students in achieving high academic standards. These activities will be provided through a contract between Region 10 and an individual, association, agency, or organization, and might include: a written agreement regarding the responsibilities of Region 10 and the parents, parent meetings, communication between the Title I teachers and parents on students’ academic progress, parent-teacher conferences, and parent education.

Professional Development

Professional development activities should provide opportunities for the private school classroom teachers of Title I participants to increase their skills and knowledge regarding providing instruction to Title I students, such as by providing information on research-based reading and math instruction.

Standards, Assessment, and Program Modification

Private school students who participate in Title I programs must be held to high standards. Annually Region 10 must assess the progress of the Title I program toward enabling private school Title I participants to meet agreed-upon standards. Region 10 and the private school must consult on what constitutes annual progress for the Title I program. If the Title I program for the private school participants does not make the expected annual progress, Region 10 must annually make modifications to the Title I program. Regular consultation with the private school officials/teachers about the progress the Title I private school participants are making in their regular classroom is a portion of this assessment process.
