TITLE: Regional Operations and Humanitarian Response Director- Middle East and Eastern EuropeTEAM/PROGRAM: Senior Leadership Team, MEEE Regional Office LOCATION: Amman, JordanGRADE:TBC CONTRACT LENGTH: 24 months CHILD SAFEGUARDING:Level 3:? the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.ROLE PURPOSE: The Regional Operations and Humanitarian Response Director- MEEE:Will lead operations support aimed to ensure strong management of the Save the Children MEEE Country and Humanitarian Response Offices and impactful SC humanitarian and development programming in all MEEE countries. Is responsible for supporting operational and humanitarian aspects of SC programming in MEEE and ensuring adequate systems (including logistics/supply chain, IT, and counter-fraud) are in place both to enable quality program delivery in the field and to facilitate the offices in meeting their management KPIs. Is responsible for oversight of selected country-level humanitarian response operations and potentially new regional humanitarian projects and programs. Will ensure that high quality support is given to CO, Regional Office and member staff in order to optimise the operational delivery of humanitarian and development programs in the MEEE region.Is a key member of the regional leadership team, and will take shared responsibility and accountability for delivering Save the Children’s strategy within the region.Will ensure that our humanitarian goals are achieved in all responses, and further our regional representation in inter-agency fora. Will raise our global capabilities for early warning and emergency preparedness and build a future-orientated, innovation focussed regional humanitarian leadership team and programming culture. management of operations and humanitarian response teamEnsuring effectiveness and quality of program operationsBe the trusted partner of the Regional Director on all program operations matters and build a close team with the other RO functional units in order to ensure coordinated and effective operations support to regional officesManage and develop the performance of the Regional Operations teamMaintain close communication and strong working relationships with the SCI Centre Operations and Information Management teams and with Member regional operations focal pointsIdentify and develop regional talents as potential successors for relevant senior roles and/or leaders to further enhance program operations and humanitarian work in the region.Develop annual plans and budgets for the operations and humanitarian response team on the basis of user feedback and agreed needs/priorities General provision of operations and humanitarian response supportEnsure high quality performance from MEE Country and Humanitarian Response Offices against operations-related KPIsEnsure the country office staff are well supported with knowledge, tools and expertise to ensure a high standard of operations management and program deliveryFacilitate exchange of learning and good practices in operations and humanitarian response between the country offices Embed a culture of continuous improvement amongst key operations, humaniatarian response and program implementation staffPlan and conduct operational reviews for country offices when requested, on the basis of specific issues/risks arisingCoordinate quarterly reporting at a regional levelServe as the regional focal point and coordinate with the Centre-managed Counter-fraud Specialist, Regional Head of IT and regional Change ManagersDevelop Logistics, Supply Chain and Procurement support capacity, systems and tools to enable efficient and effective delivery for SCI in MEEEServe as the regional focal point for operations-related High Performing Organization projects as they come onlineSpecific tasks related to humanitarian preparedness and response In close coordination with the RD, the RO SMT, and the Eastern Europe and Middle East Directors as appropriate, lead Regional Office coordination, backstopping and oversight on most emergency responses in MEEE (Cat 2-4), putting in place capacity and resources to help country offices deliver effectively Line manage selected regional humanitarian response offices, including developing the management and leadership capacity of the senior staff in those programsMaintain close communication and strong working relationships with the SCI Centre Humanitarian team and with Member regional humanitarian focal pointsOversee early warning and surveillance for emerging humanitarian risk in MEEEOversight for regional level emergency preparedness planningSupport country offices to ensure they are well prepared for humanitarian crises in correlation with their risk profile (via supply chain preparedness, establishment of local emergency response teams and contingency plans for specific risks)Ensuring delivery and ongoing development of regional humanitarian strategic plansRepresent the SC MEEE RO in key humanitarian networks Contribute as a network leader in delivering against Save the Children’s Humanitarian StrategyDevelop and deliver humanitarian programming in line with Save the Children’s mandate, strategy and theory of changeImprove outcomes for children through delivery and regular review of Save the Children humanitarian strategy and growth targetsIn coordination with the MEEE COs, plan and ensure full integration of the Save the Children humanitarian programme into the broader operational approachCreate organizationSignificant experience in managing most or all of the key elements of humanitarian and development operations: proposal development, planning, quality assurance, award management, logistics, emergency response, preparedness and capacity buildingPost-graduate qualifications or equivalent experience in international development, humanitarian actions, risk reduction/resilience, leadership, management or a related disciplineSubstantial knowledge of international development systems, institutions and donors, and of procedures, accountability frameworks and best practices Robust experience in developing and implementing organisational vision and strategiesThe highest level of expertise in representation and negotiation with governments/donors and international agenciesDemonstrated ability to thrive in a matrix management environment.
