JOB DESCRIPTION JOB TITLE:GRADE:Regional Finance Manager (Regional Finance Lead)Scale Point 44-49 (?46,565 - ?51,630)E-ACT is committed to safeguarding and promoting the welfare of its students and expects all employees and volunteers to share in this commitment.Division/Department/LocationSouth and Buckinghamshire Region – Based in Bourne End.JOB PURPOSE: To manage and oversee the day to day financial operations of the region and the regional finance\purchasing team and ensure regional processes are robust, timely, accurate and in line with E-ACT policy. Work with relevant colleagues (Heads, REDs and other functional leads) to produce annual budgets, monitor those budgets and ensure an efficient and effective system of financial reporting exists within the region. The regional processing team is a single point of control for ensuring financial and purchasing is compliant and this role will need to ensure the relevant team members are up to speed with both group procurement policy and management of orders in line with the budget. Outside of the core role, the position will also require work with regional finance colleagues (both in region and from other regions) and Regional Directors (Educational and Operational) as necessary on wider group systems, again ensuring a high standard. Develop and promote the regions finance team and line manage the team. The key focus is continued adherence to financial (both regulatory and budget) and purchasing\procurement compliance, a high level of financial accuracy of the regions books and continued development of financial systems to ensure risk is minimised and management reporting is good. Systems will also need to adhere to governance requirements, e.g. gifts and hospitality register, ensuring compliance with the related party transactions policy – and hence continually promoting and ensuring best practice. The successful candidate will work with a range of stakeholders across the organisation. Management of staff will be involved.REPORTING LINES: Post holder reports to the Regional Operations Director, or in the absence of a Regional Operations Director then a Deputy ROD or the COO.KEY RESPONSIBILITIES INCLUDE: (Depending on the size and structure of the regional team, then some of these may be delegated). Provide leadership to the regions accounting function, ensure the regions finance team has strong oversight and controls in place in relation to both regional and academy processes.Oversee the preparation of revenue and capital budgets for E-ACT in line with policies and the corporate timetable. Working closely with the ROD and Regional colleagues, incorporating necessary challenge to the budget holders and working with the ROD\DROD to ensure budgets are maintained.Ensure the regional team continues to have robust and efficient processes, including the procurement, ordering and payment process with regard to revenue spend and capital spend. Cash management and financial systems.Provide high level professional financial advice to the ROD\DROD, and Regional Executives.Manage and motivate the regional finance team.Coordinate the training of regional finance personnel. Oversee the preparation of regular monthly and ad-hoc budget monitoring data to ensure systems are fit for purpose and delivering adequate control and value for money. Providing necessary challenge to budget holders.In conjunction with the ICT support services ensure that the accounting software is fit for purpose and optimised. Additionally, lead on any financial IT related projects, for example embedding new software.Manage key projects within the Finance Department, ensuring that resources are utilised effectively and deadlines are met, using sound project management techniques.Ensure that monthly and year-end balance sheet reconciliations are timely and accurate, and ready for review by E-ACTs Financial Controller.File all accounting returns (if applicable) within deadline.Ensure all Regional expenditure is in line with the financial regulations and E-ACTs scheme of delegation.Ensure that regional financial policies are up to date, fit for purpose and compliant with the ESFA’s and statutory requirements. Ensure that grant claims are submitted in a timely manner. Ensure thorough review and sign off of the monthly payroll and related processes.Ensure that suppliers’ invoices are recorded correctly and paid on time [within the 30 days]. Lead in the preparation of the annual accounts submissions for Head Office.Liaise with financial colleagues to identify financial risks within the region and take appropriate action to addresses and manage risks. Additionally maintain a regional financial risk register, for monthly review with the ROD.Ensure that reporting is completed in an accurate and timely manner. Ensure that the month end checklists are completed including the reconciliation of Regional control codes and maintaining the asset register.Ensure VAT is treated correctly in the Region.Work closely with any financial staff based in Academies to ensure their systems are at the regional standard and in line with above points. Assist the ROD\DROD with due diligence and financial modelling on new projects.Deputise for the ROD\DROD in their absence in the areas of expertise within this job description.Additional duties:Undertake other duties as required that are consistent with the role and responsibility of this post.Special ConditionsWillingness to travel to academies throughout the Trust and occasionally stay overnight if required. ................
